In response to the Request for Proposals (RFP), MSA Consulting, Inc. (MSA) is pleased to submit
our proposal to deliver professional landscape architecture services on an on -call or as -needed
basis within the City of La Quinta boundaries. This proposal has been prepared in compliance
with the RFP released April 27, 2026 and shall remain valid for a period of 90 days from the date
of May 22, 2026.
We have provided a range of professional landscape architecture services for the City of Palm
Springs, City of Indian Wells, Coachella Valley Unified School District (CVUSD), College of the
Desert (COD) and many others over the past45years. Having served the Coachella Valley since
1976, MSA has proudly participated in thousands of projects throughout the region, making us
uniquely familiar with the issues particular to our desert climate landscape and water issues
and each of their subsequent design criteria.
Mark Lenning, Director of Landscape Studio at MSA, will use his experience and local expertise
to lead our skilled team as the project director to complete project tasks as they are assigned.
Mark would serve as the City's primary contact for the project duration. He may be contacted

After review of the City of La Quinta's draft Agreement for Contract Services provided in the
RFP, MSA finds the provisions of the Agreement acceptable and intends to comply with
the requirements as stated. I hereby certify that I have the authority to offer this proposal/
qualification package to the City of La Quinta on behalf of MSA and to bind MSA in a contract
should we be successful in our proposal efforts.
We are excited about the opportunity to work alongside the City and staff to achieve the project

of landscape architects, project managers, and designers capable of providing thoughtful, efficient, and
technicallysound solutionsfor public agency projects. Our proposed team offersa broad range of expertise
in landscape architecture, irrigation design, project management, and public agency coordination to
support the City of La Quinta's on -call needs. Beyond the services outlined in the RFP, we are committed

Mark Lenning will serve as Senior Design Advisor & Principal -in -Charge,
providing conceptual design leadership, project visioning, and creative
direction for landscape and public realm improvements. With 29 years of
experience across the United States and internationally, Mark brings expertise
in urban infill, master -planned communities, and complex multidisciplinary
projects. His strong background in design management, programming, and
context -sensitive planning supports the development of thoughtful, visually
cohesive, and sustainable landscape solutions tailored to the City of La Quinta's
character and long-term objectives.
Rob Parker will serve as Senior Landscape Architect, providing senior
technical oversight and expertise in desert landscape and irrigation design.
With 35years of experience, including 28 years with RGA Landscape Architects
and 12 years as Design Principal, Rob brings extensive knowledge in all phases
of landscape architectural development. His background includes high -
end residential, resort, and commercial projects, with a strong emphasis on
sustainable design, irrigation efficiency, and site -appropriate plant selection.
Rob is recognized for delivering practical, well-balanced design solutions that
successfully integrate aesthetics, functionality, and project requirements.
Tom Miller will serve as lead Senior Project Manager for the City of La Quinta
On -Call Services, overseeing project delivery, client coordination, scheduling,
and quality control. With more than 22 years of landscape architecture
experience, Tom has successfully managed projects ranging from residential
communities to large-scale public and private developments throughout the
Coachella Valley and Southern California. His extensive experience leading
multidisciplinary teams and coordinating with municipalities, agencies, and
consultants ensures responsive service, efficient project execution, and high -
quality deliverables aligned with the City's goals and standards.

Shelby Jenkins will serve as a Landscape Designer, supporting graphic and
landscape design development and CAD production. Since joining MSA four
years ago, Shelby is an integral member of the landscape architecture team,
contributing to Coachella projects including Desert Island Hotel, Thermal
Ranch,and DSRTSurf.Through her experience supporting residential and resort
developments in desert environments, she has developed a strong foundation
in construction documentation, irrigation coordination, and landscape design
production. Shelby's collaborative approach, responsiveness, and familiarity
with local requirements make her a valuable resource in delivering timely,
efficient, high -quality support for the City of La Quinta.
Michael Sch rei ber will serve as Utility Coordinator, providing utility research,
coordination, conflict analysis, and technical support for City projects. With
seven years of experience on public and private development projects in the
Coachella Valley, he specializes in utility coordination, base plan preparation,
conflict studies, and cost estimating. His experience includes coordinating
dry utility design, relocations, undergrounding, and service modifications for
residential, commercial, tribal, and community projects. Michael's technical
expertise, attention to detail, and familiarity with local utility agencies support
efficient coordination and successful project delivery for the City of La Quinta.

3. Reference Projects
Tahquitz Canyon Way Median Islands - Palm Springs, CA
MSA (formerly RGA) designed median islands and adjacent
parkways along nearly three miles of Tahquitz Canyon Way,
creating a distinctive, desert -appropriate streetscape that
reflects the character of Palm Springs. Our team emphasized
sustainable plantings and efficient irrigation to ensure
long-term performance. Highly collaborative throughout
the process, we partnered with IDC Architects as well as
the City of Palm Springs, Agua Caliente Tribal Planning,
Desert Water Agency, and Southern California Edison to
integrate landscape design seamlessly with engineering
and infrastructure. The result is a cohesive public corridor
that enhances the city's visual identity and sense of place.

Fred Waring Drive Median Islands and Parkways - Palm Desert, CA & Indian Wells, CA
Redesign of median islands and adjacent parkway on both sides of Fred Waring Drive for a
distance of 2.5 miles. This section of Fred Waring runs through two cities, Palm Desert and
Indian Wells. Project included coordination with two the city governments and two water
districts (Coachella Valley Water District and Imperial Irrigation District).
Eldorado Drive Median Islands - Indian Wells, CA
Redesign of the existing median island along Highway 111
extending to Fred Waring Drive, focused on transforming
a traditionally turf -dominated streetscape into a more
sustainable, water -efficient landscape system. This project
represents one of the early efforts in the Coachella Valley to
reduce high -water -use lawn areas within public right-of-way
medians and replace them with drought -tolerant planting
palettes, improved soil conditions, and efficient irrigation
infrastructure. The redesign emphasizes long-term water
conservation, reduced maintenance requirements, and
enhanced visual identity for the corridor while maintaining
safety, visibility, and functionality for both vehicular and
pedestrian users.
Cook Street Median Islands - Indian Wells, CA
Redesign of median island from Highway 111 to Fred Waring Drive. One of the first Coachella
Valley streetscape projects to focus on removing lawn and replacing it with drought tolerant
landscape.

Mayflower Park - Blythe, CA
MSA (formerly PGA) designed this 33-acre park
for the Riverside County Regional Park and Open
Space District in collaboration with Interactive
Design of Palm Springs. The design theme was
based on ancient native intaglios located a short
distance from the park. Particular attention was
paid on how to integrate the design elements into
the theme while paying tribute to the native art.
Demonstration Gardens - Joshua Tree, CA
The Joshua Basin Water District demonstration
garden was designed in conjunction with district
staff and local biologists. The focus is to educate
homeowners on ways to integrate low water use
and native species to create specific garden types.
Specific care was taken to not use hybrid species
or potentially invasive plants that would impact
the native plants and fauna at the nearby Joshua
Tree National Park.

B. Project Understanding and Approach
1. Work Plan / Methodology
MSA understands that successful on -call landscape architectural services require more than
strong design capabilities alone. Public agency projects demand responsiveness, technical
accuracy, clear communication, and the ability to efficiently manage multiple assignments
with varying schedules, priorities, and stakeholder interests. Our approach is centered on
providing the City with a reliable and collaborative extension of staff capable of delivering
thoughtful, cost-effective, and context -sensitive landscape and irrigation solutions for projects
throughout the City.
Since the establishment of MSA's Landscape Architecture Department, our team has worked
closely with public agencies, private clients, and multidisciplinary consultant teams to deliver
landscape improvements that balance aesthetics, functionality, long-term maintenance
considerations, and water efficiency. Backed by the firm's nearly 50 years of civil engineering
and land development experience, MSA's landscape architects and designers collaborate daily
with engineers, planners, environmental specialists, and technical staff to provide coordinated
and constructible project solutions from conceptual design through construction.
MSA recognizes that the City's on -call projects may range from small-scale right-of-way
enhancements and irrigation renovations to larger community beautification and streetscape
improvement efforts. Our team is prepared to assist with all phases of project delivery,
including site investigation, conceptual landscape design, irrigation design, utility coordination,
preparation of plans, specifications and estimates, agency coordination, bidding assistance,
construction support, and preparation of record drawings. We understand the importance of
developing designs that align with the City's water conservation goals while remaining visually
cohesive, maintainable, and responsive to the character of the surrounding community.
A key component of MSA's approach is maintaining proactive communication and
responsiveness throughout the duration of each assignment. We understand the fast -paced
nature of on -call services and the importance of meeting schedules, coordinating efficiently
with Citystaff, and adapting quicklyto changing project priorities. Our project managers remain
directly involved throughout the life of each project to ensure continuity, quality control, and
timely delivery of services and deliverables.
MSA also brings extensive familiarity with the Coachella Valley's environmental conditions,
plant palettes, irrigation requirements, and agency processes, including coordination with the
Coachella Valley Water District (CVWD) and local jurisdictions. This regional experience allows
our team to efficiently navigate project approvals, develop practical and water -conscious
landscape solutions, and provide recommendations that are tailored tothe desert environment
and long-term operational needs of the City.
For each task assignment, MSA will review the project objectives, available background
information, site constraints, schedule requirements, and budget considerations in order to
develop a clear and tailored scope of services. Our team emphasizes early coordination, careful
evaluation of project constraints, and practical value -conscious design solutions to support
efficient project delivery and successful implementation. Throughout the process, MSA will
remain committed to providing the City of La Quinta with responsive service, high -quality
deliverables, and a collaborative working relationship built on professionalism, reliability, and
attention to detail.

2. Scope of Services
MSA will provide comprehensive landscape architectural design, coordination, and support
services for the Project. Services are anticipated to include project management, site
evaluation, utility coordination, preparation of conceptual and construction documents,
agency coordination, bidding assistance, and construction phase support. The following tasks
represent atypical scope of services and may be refined based on project -specific requirements.
1.1. Project Management
Overall project management and coordination will be provided throughout the duration of
the project. This will include management of the project schedule, coordination of internal
staff and subconsultants, preparation for and attendance at meetings with City staff, and
participation in field reviews as required. MSA will maintain regular communication with the
City regarding project status, schedule, and any outstanding items. Attendance at public
meetings, including City Council meetings, may be provided if requested. During the bidding
phase, MSA will attend pre -bid meetings and respond to contractor questions and requests for
clarification. Deliverables may include meeting agendas, meeting minutes, schedule updates,
and status update reports.
1.2. Site Visit and Review
Field investigations and site visits will be conducted to review existing conditions within the
project area. The site review will include evaluation of existing grading conditions, utilities,
irrigation infrastructure, hardscape improvements, and other relevant site features necessary
for preparation ofthe projectdesign documents. As appropriate for individual task assignments,
MSA may also prepare feasibility studies for new, renovation, and alteration projects, as well as
inventories of existing landscape conditions within publicly owned rights -of -way and other
project areas.
1.3. Utility Coordination
Coordination with applicable utility providers will be performed to identify conflicts, confirm
points of connection, and support required utility approvals and clearances. Coordination
efforts may include communication with utility agencies and preparation of supporting
documentation or agreements necessary for project implementation. Deliverables may
include utility conflict studies and as requested reports.
1.4. CVWD Coordination and Approvals
Irrigation water budget calculations and supporting documentation will be prepared for review
and approval by the CVWD. Additional support may include assistance with Turf Removal
Rebate Program applications and coordination with CVWD staff throughout the approval
process.
1.5. Conceptual Landscape Design and Planting Plan
A conceptual landscape design will be developed for City review, establishing overall landscape
character, planting themes, and site enhancements aligned with the City's water conservation
goals and objectives. As part of the conceptual design process, MSA may coordinate with
neighborhood groups, homeowners associations, and other sta keholders to gather community
input and feedback related to proposed landscape and irrigation improvements. Following City
review and incorporation of comments, MSA will prepare refined planting plans identifying
proposed plant materials by both botanical and common names. Presentation materials may
include precedent imagery and color renderings to illustrate the proposed design intent.

1.6. Plans, Specifications, and Estimate
Construction -level plans, technical specifications, and an engineer's estimate of probable
construction costs will be prepared for the Project. Construction documents may include
title sheets, general notes, demolition plans, layout plans, landscape plans, irrigation plans,
and construction details, as appropriate for the Project scope. Technical specifications and
bid documents may include bid schedules, bid item descriptions, special provisions, payment
methods, and related contract documentation. Cost estimates will be prepared using current
construction cost data and historical bid information. MSA may also provide value engineering
services throughout design development to identify practical, cost-effective solutions that
maintain the overall project goals and design intent.
1.7. Project Rendering
Illustrative renderings and presentation graphics will be developed to support project
presentations and stakeholder review. These may include color perspective views, aerial
perspectives, or bird's-eye visualizations intended to communicate proposed project character
and design intent.
1.8. Bid and Construction Phase Support
Support services during bidding and construction may include responding to Requests for
Information (RFIs), preparing clarifications or supplemental information, and assisting with
contractor coordination and agency processing throughout implementation. Construction
observation services may also be provided at the City's request, including review of hardscape
layout, boulder placement, plant installation, irrigation testing, emitter placement, irrigation
coverage, and final punch list walkthroughs. Upon completion of construction, record
drawings ("As -Built" plans) may be prepared based on contractor redlines and documented
field changes.
1.9. PS&E Review Services
At the City's request, landscape and irrigation Plans, Specifications, and Estimates (PS&E)
prepared by others may be reviewed. Evaluation typically includes design consistency,
constructability, code compliance, irrigation efficiency, and coordination with overall project
objectives.

This neighborhood retail destination lies within a gateway corridor to La Quinta. The prominent location of the
project led to a design solution as a welcoming statement for the City and a social gathering area for customers
and neighboring residents. Resort -style Date Palms anchor at the intersection, providing shade for casual seating
and fire features. Nearby restaurant seating lines the contemporary buildings adding to the inviting street scene.
Portola Avenue & Magnesia Falls Median Improvements; Palm Desert, CA — Studio Director
This City corridor beautification project included 2 prominent locations within the City of Palm Desert. The goal
was to respect the designs previously implemented by the city and elevate the quality to a world class resort town.
Collections of random desertscape blended with architectural rhythms of succulents and a signature stone
groundplane created a memorable entry to the City.

Attached and detached residences (Monterra and Jewel by Woodbridge Pacific) in the heart of PGA West and

This 6-acre neighborhood park designed for FivePoint Communities included a community pool, sport courts, play
structures and trails connected with a navigation -inspired design. Memorable features include a treehouse
elevated among mature Jacarandas, heroic play structures and a collection of community buildings that celebrate
the indoor -outdoor lifestyle in Southern California.
Mission Village Downtown Core (FivePoint); Newhall Ranch, CA — Principal
Design of the central retail and residential core for the 1,500-acre masterplan located in Valencia, CA. This FivePoint
community included a central streetscape connecting a high -density townhome district with the community park and

Koll Newport Pedestrian Corridor and Residences (Shopoff): Newport Beach, CA — Principal
Urban pedestrian corridor designed for Shopoff Group as the interface for a new collection of 13-story residential towers,
an existing commercial district and a new public park in the heart of the John Wayne Airport Business District. This plan
was inspired by the adjacent coastline and was designed to offer a relaxed collection of gathering areas, water features
and wi-fi connected destinations to this mixed -use environment.

The project developed four distinct design zones that reflected the character of surrounding neighborhoods while creating

documents for planting, irrigation, hardscape, sculpture placement, accent lighting, utility coordination, and construction
administration. The design team collaborated closely with the City, Agua Caliente Tribal Planning, Desert Water Agency,
and Southern California Edison to integrate sustainable landscape design with the corridor's infrastructure improvements.
Del Webb; Rancho Mirage, CA — Landscape Architect
This 309-acre, Eight Phase, new active adult residential project included design of a site wide trail system, the use of native
and water efficient plant materials and resort amenities to create a sustainable desert resort. Responsibilities included
collaboration with design team, owners & the City of Rancho Mirage through the entire design process, including
entitlements, design guidelines and implementation.
Mayflower Park; Blythe, CA — Landscape Architect
Completed while Design Principal at RGA in collaboration with Interactive Design of Palm Springs, the design required
thematic inclusion of tribal elements and knowledge of salt tolerant plant materials due to the soil salinity. Responsibilities
included coordination with design team, the Riverside County department of Parks and recreation through the entire design
process, approvals, bidding and construction.
Desert Palisades; Palm Springs, CA - Landscape Architect
This 117-acre, new residential construction project was the first project entitled and built under the City of Palm Springs
hillside development ordinance. The site encompassed sensitive plant material communities and tribal archeological sites
requiring coordination with plant biologists and tribal entities. A publicly accessible trail system, required by the city,
necessitated careful alignment to provide public access and minimize residents' disruption. Responsibilities included
collaborating with design teams, owners, and the City of Springs through the entire design process, including entitlements,
design guidelines, Construction documents/observation and interpretive documentation.
