The project plans will include bike trail design for monuments, interpretive signage, rest stop as well as landscape planting and irrigation construction documents including specification and costs. State Route 227 is an important parallel route to US 101 and carries commuters, agricultural goods movement, and other regional trips to wineries, open space, and beach access points in the Five Cities area, and is a popular route for recreational cyclists. The communities off SR 227 on Los Ranchos Road roundabouts at Buckley Road and Los Ranchos Road are intended to reduce traffic backups that impact local roads during peak hours. Additionally, the project will introduce a new section of Edna Valley Bike Trail a Class I shared use path along the westerly right of way reducing conflicts between bicyclists and motorists that traverse this corridor. La Mesa Bike and Sidewalk Connections, La Mesa CA Principal Landscape Architect responsible for the design services that included the conceptual level design for five site locations intended to improve mobility within the city. Ideas included roadway to rail trail connections, urban connections from roadways to parks to key neighborhood entry points, road diet considerations from major freeways to slow traffic and introduce city signage, and introducing pop -out curbing to slow traffic, reduce crossing distances and improve pedestrian safety near schools. Washington SafetyImprovements Medians - City of El Cajon Principal Landscape Architect responsible for the design and preparation of PS&E documents for this project intended to improve safety and mobility along the heavily trafficked Washington Avenue corridor while enhancing the streetscape for all users. The team developed concept plans and 3D simulations for community outreach that were presented to community at a public outreach event. The median plantings were designed with native, drought -tolerant shrub species with street trees and landscape boulders to enhance user experience without obstructing sightlines. The final design balances functionality, safety, and aesthetics, reflecting the unique character of El Cajon. Rancho Vista Boulevard Widening, Palmdale, CA The Rancho Vista Boulevard Widening Project was a collaboration with the City of Palmdale to add traffic lanes, sidewalks, medians, planting and irrigation along this well -traveled part of the city to accommodate future multi -modal growth in the area. Reddy Engineering Services, Inc. (`RE Services') staff worked with other consultants and city staff to perform site analysis, concept development, landscape design and preparation of construction documents for this over half -mile segment of the boulevard. The primary goal was to create a streetscape design that was commensurate with the existing visual character of the surrounding community. As the Project Manager, Mr. Preciado led the design team to study the surrounding community and establish a palette of complimentary materials and plantings that will help bolster the project identity within the surrounding context. The conceptual design considerations included reviewing and understanding the design guidelines to ensure that paving and planting materials in the project were well integrated into the surrounding context using color, texture and layout. The design approach included developing a materials palette consisting of decorative concrete paving, inert materials -decorative cobble, boulders and decomposed granite, and very drought tolerant plant materials suitable for this high desert setting. Bear Valley Parkway Widening, Escondido CA Project Manager / Landscape Architect responsible for the preparation of conceptual streetscape design, Landscape Concept Plan and construction documents for the streetscape widening that included parkway and median landscape plantings, irrigation control systems, and trench bioretention surface rock treatments and landscape planting. The parkway landscape treatments included street trees and shrubs with bioretention basins intended to capture and clean high storm water flows from the widened roadway surfaces. Several slopes were landscaped with trees, native shrubs and hydroseeding to establish slopes as permanent erosion control BMPs. The primary goal was to provide a consistent landscape theme commensurate with the County environmental document. The project won the 2017 American Public Works Association `Project of the Year Award'. East Valley Parkway Widening, Escondido CA Project Manager/Landscape Architect responsible for the preparation of conceptual streetscape design and Landscape Concept Plan for presentation to the Design Review Committee for approval. Construction documents were then prepared for the streetscape widening that included the design of median colored stamped pavings, median landscape plantings, entry signage monument, irrigation control systems, bioretention basin plantings, fencing and irrigation modifications at adjacent dog park facility and private residences. The primary goal was to provide a vision for the widening by providing a consistent landscape theme commensurate with the City of Escondido and surrounding master planned community. The project won the 2019 American Public Works Association `Honor Award' for Roadway Widening category. Uptown Bikeway/Pride Plaza & Promenade - UniversityAve and Normal Street, San Diego CA Principal Designer and Project Manager for the conceptual and detailed design for Pride Plaza and Promenade, working with the City, Community and SANDAG to design a `complete streets' environment with a unique aesthetic that reflects the Community's unique cultural heritage and history in this area of San Diego, while accommodating the required improvements for a protected bikeway through the corridor. The design for Pride Plaza envisioned the creation of a core space prominently located near the University Avenue and Normal Street intersection, to include a strongly delineated circular gathering space used during Pride parade festivities. The half -mile long promenade features a `waves' paving pattern that represents the `ebbs and flows' of Society's local acceptance of LGBT community, historically, over the last 60 years. The promenade would host many civic events including the annual Pride Parade, Farmers' Market, annual bike events, art walks, and others that engage the community to use the space. The design allows forthe flexibility of open plaza space yet provides specific areas as respite spaces during hot Farmers' Market events. Low `stages' have been designed within the context of the layout providing entertainers the opportunity to display their talents during civic events. Allees of trees, bioretention swales, benches, historical trolleys with references and displays will be incorporated into the space, paying homage to the rich transit history of the Normal Street corridor. Allison Avenue Streetscape, La Mesa CA Mr. Preciado was the Project Manager/Landscape Architect responsible for the preparation of design and construction documents for the Allison Avenue Streetscape Improvement Project between University Avenue and Palm Avenue. The project involved the preparation of detailed design layouts for streetscape improvements based on the City's vision for a renovated Civic Center and desire for a connection to the La Mesa Village downtown areas. A `complete streets' design focus for all the proposed improvements included urban -scale hardscape design with enhanced brick paver crosswalks for improved pedestrian safety, new street lighting and site furnishings for pedestrian comfort, ornamental tree and trench grates to expand the urban walkways, drought -tolerant landscaping, and low -impact development features within an urban streetscape theme to reduce the use of water and minimize maintenance. The reclamation of existing street areas also allowed for the design of a small urban plaza at Palm Avenue, including the introduction of new bioswales to collect and clean street runoff with the intent to improve water quality. The design implements `walkable' streetscape features with 10'-12' wide sidewalks, wide pedestrian ramps, curb bulb -outs, and new bus stop improvements within the core downtown area. The design services included hardscape design, landscape planting, and irrigation design documents. The project won an award of special recognition for complete streets from the American Planning Association in 2011. Our approach is structured, collaborative, and adaptable to the City's evolving priorities and workload demands. Our team understands that municipal on -call services require not only technical expertise, but also responsiveness, accountability, and the ability to quickly mobilize resources while maintaining consistency in communication and deliverables. Upon receipt of a Task Order, RE Services initiates a structured and methodical process to ensure every assignment begins with a strong technical and strategic foundation. Our first step is a coordination meeting with the Authority's project team to confirm project scope, budget, goals, priorities, and expectations. This is followed by a focused online site review to understand and inventory existing conditions, including landscape features, irrigation systems, site constraints, access, utilities, and surrounding context. Then, our team would meet with the Authority's project team to conduct a field reconnaissance, review available background data and fine tune scope items and objectives. With these basic steps completed, we define the full scope of work and identify the internal team resources required to deliver it. Not every task order will require the same level of effort and our scope preparation defines our staffing needs. We commit the appropriate team members and establish the internal coordination structure for the assignment from the outset. With the completion of a well-defined scope of work we then develop a corresponding fee breakdown to match each scope item, reflecting the level of effort required to meet the Authority's objectives and deliverables. We collaborate with the Authority's project team to review, refine, and negotiate the scope and fee to ensure alignment with budget, schedule, and project priorities. Once authorized, our team completes sub -agreements, then mobilizes immediately and initiates work in accordance with agreed -upon timelines. A project kickoff meeting is held with the design team to walk through the schedule, confirm points of contact by discipline, and establish shared protocols for communication, reporting and file management. RE Services utilizes collaborative platforms including Bluebeam for QC review sets and BIM 360 for file sharing and coordination check - ins, supplemented by structured communication tools including issue logs, decision logs, and progress reports that keep the full team aligned throughout the task order. Coordination call frequency is established at kickoff based on the complexity and pace of the assignment, ensuring that design decisions are documented and communicated in real time. Concurrent with team setup, we research and compile all applicable design standards for the task order scope, including Authority standards, Caltrans requirements where applicable, and any local or regional agency standards governing landscape, irrigation, and hardscape within the project jurisdiction. These resources are shared with the design team at kickoff so that every member is designing to the correct standards from the first day of production. A master schedule is developed at the outset of each task order that defines internal milestones for RE Services' scope as well as deliverable deadlines across the design team. This schedule is maintained and updated throughout the task order, with adjustments communicated to the full team and the Authority as needed to ensure realistic and transparent delivery expectations throughout the assignment.
