We have carefully reviewed the Request for Proposals (RFP) and understand its requirements, and we are prepared to provide the requested services in accordance with its terms. ADG offers the City a comprehensive, one -stop resource for landscape architecture services. Our team provides full design and construction documentation for projects of all scales, as well as landscape plan check services. In addition, we offer irrigation audits through our on -staff Certified Irrigation Auditor (who is also a licensed Landscape Architect), and we have extensive experience preparing and updating municipal landscape design guidelines. Our portfolio includes award -winning park designs, gateway and corridor enhancements, median refurbishments, and the development of municipal landscape design guidelines. Notably, our recent project, Sunset Park in Montclair, received a 2025 AWPA Award in the Athletic Facility category. We have recently completed median and streetscape improvements for the cities of La Mirada, Beaumont, and Moorpark, and prepared landscape design guidelines for Riverside and Wild omar—demonstrating our ability to establish cohesive, citywide visual standards aligned with long-term maintenance and sustainability goals. As a recognized leader in water -efficient landscape design within the Inland Empire, ADG remains at the forefront of evolving State and regional mandates, including the Model Water Efficient Landscape Ordinance (MWELO). Our designs incorporate regionally appropriate plant palettes, erosion -resistant slope treatments, efficient irrigation systems, and resilient materials that reduce lifecycle costs while enhancing aesthetic quality. ADG is a full -service landscape architecture firm with 16 design professionals, including six licensed Landscape Architects and a Certified Irrigation Auditor. We provide comprehensive in-house services including master planning, conceptual design, construction documentation, cost estimating, bidding assistance, construction administration, irrigation audits, and municipal plan review. ADG has extensive experience supporting municipalities through on -call contracts and project -specific assignments, including landscape design services, developer plan check review, and construction inspections. Overall Responsibility and City Coordination Gregg Denson, PLA #4302 - President and Principal -in -Charge Mr. Denson will have overall responsibility for the contract, providing executive oversight, quality assurance review, and strategic direction. He will remain actively involved to support performance, schedule adherence, and contract compliance. For Landscape Design Projects One of four licensed Project Managers will be designated as the primary point of contact for the City for Design Projects based on current workload and nature of the project. For Plan Checking and Inspections Jennifer Lioy is our dedicated Municipal Plan Check Coordinator, who manages day-to-day review processes and serves as the primary point of contact for City staff. 2. Four licensed Project Managers are available to be assigned based on project scope, complexity, and schedule requirements. This structure provides: • Dedicated project oversight • Scalable staffing to meet deadlines • Built-in redundancy to maintain continuity Our team structure allows us to allocate appropriate personnel efficiently while maintaining responsiveness to City needs. We do not need the use of subconsultants for landscape architecture services. We do however, from time to time, have a team of consultants for other disciplines such as: architecture, civil engineering, electrical engineering, structural engineering, geo technical services and 3D rendering. This highly qualified team is further detailed in Section 7. Subcontracting Services. Qualifications and Experience Company areas of expertise: ADG specializes in providing comprehensive landscape architecture services for public and private sector projects, with a focus on municipal improvements. Our expertise includes park and recreation design, streetscapes and medians, trail systems, public facilities, and community -oriented spaces. We provide services across all project phases, including site evaluation, conceptual design, construction documentation, and construction support. ADG also offers specialty services such as irrigation design and water efficiency analysis, ADA accessibility upgrades, turf conversion, and public outreach graphics. Our team is experienced in working with City agencies and delivering practical, cost-effective solutions that balance aesthetics, functionality, and long-term maintenance considerations. In addition to our design work, ADG currently provides on -call landscape and irrigation plan check services for several Southern California municipalities, including Murrieta, Menifee, Wildomar, Chino, San Dimas, Moorpark, Signal Hill, Hesperia, and San Gabriel. We also provide on -site inspection services for Menifee, Murrieta, San Gabriel, and Wildomar, and actively participate in Development Review Committee (DRC) meetings for the City of Murrieta. ADG's experience directly aligns with the Task 9 as outlined in this RFP, to assist the City with plan reviews. Project Approach - Landscape Design Services For City -initiated projects, ADG provides a collaborative and iterative design process that aligns with project goals, budget constraints, and regulatory requirements. Our approach includes: • Initial Coordination: Confirm project objectives, constraints, scheduling, and applicable standards with City staff • Concept Development: Prepare conceptual landscape designs that respond to site conditions, community context, budgetary guidelines, and maintenance considerations / • Design Refinement: Advance selected concepts into detailed plans, incorporating City feedback and consistency with codes, ordinances, and Conditions of Approval • PS&E Preparation: Develop complete Plans, Specifications, and Cost Estimates using CAD, including irrigation design, planting plans, and construction details • Cost Awareness: Prepare opinions of probable cost to support budgeting and phasing decisions • Construction Support: Respond to RFIs, provide clarifications, and support the City during construction as needed 2. Site Investigation & Data Collection Field visits document existing conditions including topography, drainage, irrigation performance, plant health, erosion, sightline safety, and accessibility. For parks and open space projects, circulation, amenities, shade, and user functionality are evaluated. All data is reviewed in conjunction with survey information, as -built drawings, utility maps, and geotechnical reports. Conceptual Development & Technical Analysis Design concepts are developed based on site conditions and City priorities, incorporating: • Drought -tolerant and regionally appropriate plant selection • Irrigation efficiency and MWELO compliance • Erosion -resistant slope treatments • ADA accessibility and CPTED principles • Long-term maintenance considerations • Durable, long-lasting material selection that reduces life cycle costs • Constructability and phasing strategies • Preparation of SWPPP-related components as needed • Graphic design materials for public engagement, including exhibits, boards, and renderings Concepts are presented to City staff and refined based on feedback. Design Development & Construction Documentation ADG prepares coordinated construction documents including planting, irrigation, demolition, hardscape, lighting/electrical, grading, technical details, specifications, and cost estimates at key milestones (typically 60%, 90%, and 100%). All plans include verification of compliance with City standards, ADA, MWELO, CEQA/NEPA, and NPDES. This integrated team allows us to efficiently deliver coordinated design solutions, minimize conflicts during design development, and provide the City with a single point of responsibility for multi -disciplinary efforts when needed. Dedicated Plan Review Support In addition to design services, we provide plan review assistance as a complementary service. This effort is supported by experienced staff dedicated to reviewing landscape and irrigation plans for compliance with municipal codes, water efficiency requirements, and adopted design guidelines. Our familiarity with Southern California agency standards allows us to provide clear, consistent, and actionable review comments that support timely project approvals. Certified Irrigation Water Audit Expertise Our team includes a Certified Irrigation Water Auditor (CIWA), providing added value in evaluating irrigation system performance and water use efficiency. This expertise supports the City in advancing water conservation goals and ensuring that landscape and irrigation designs align with best practices and regulatory requirements. Water Efficiency and AB 1572 Support We are prepared to assist the City with implementation strategies related to AB 1572, including evaluation of existing conditions, identification of non-functional turf areas, and development of compliant, water -efficient landscape alternatives. Our team can support policy interpretation, guideline updates, and design solutions that align with evolving State mandates and regional water conservation objectives.
