Explanation of Methodology Pathfinder's approach to the City of La Quinta ADA Accessibility Compliance Assessment and Transition Plan is built on four core principles: thoroughness, technology-driven efficiency, community collaboration, and long- term capacity building. Below we describe our methodology for each task in the RFP scope. Task 1 – Project Management and Coordination Upon contract award, Joey Tosta will convene a kickoff meeting with City staff to confirm project objectives, scope boundaries, communication protocols, key contacts, and the master project schedule. We will establish a shared project tracking dashboard accessible to City staff throughout the engagement. Monthly progress reports, written status updates, and a detailed schedule in Microsoft Project format will be maintained and updated throughout the project lifecycle. Pathfinder will hold monthly progress meetings (virtual or in-person per City preference) and respond to City communications within one business day. Task 2 – ADA Self-Evaluation: Policies, Procedures, and Programs | ADA Accessibility Compliance Assessment & Transition Plan | City of La Quinta ADA Pathfinder Technologies, Inc. | 17901 Pioneer Blvd, Suite L, Artesia, CA | 310.592.1588 | pathfinderADA.com Page 13 Pathfinder will conduct a structured review of all City policies, practices, and procedures relevant to ADA Title II compliance and Section 504 of the Rehabilitation Act of 1973. This programmatic review will encompass: • Review of City ordinances, administrative rules, department procedures, policies, administrative practices, and service delivery practices • Development of questionnaires and interview tools. • Staff surveys administered to key personnel in each City department to assess program accessibility, including pre-employment processes, employment practices, public communications, and service delivery • Identification of programmatic barriers such as restrictive eligibility criteria, inaccessible public meeting formats, inadequate grievance procedures, and gaps in auxiliary aids and effective communication • Assessment of the City's ADA Coordinator designation, grievance procedure, and public notice requirements • Recommendations for corrective actions and model policy language to achieve full Title II compliance Pathfinder will coordinate key personnel selection meetings with each City department, familiarize staff with the self-evaluation process, and ensure that all survey responses are reviewed in-person or virtually with each respondent for accuracy. Task 3 – ADA Assessment: City Facilities and Public Rights-of-Way Pathfinder will conduct rigorous physical site assessments of all City-owned and operated buildings, parks, and facilities, as well as the public right-of-way (PROW), using our proprietary field assessment software and GPS-enabled technology. Facilities Assessment For each City facility, an assessment of approximately twenty-three (23) facilities, and eighteen (18) parks and recreation sites. Our CASp-trained consultants will assess and oversee survey field team on all interior and exterior elements affecting accessibility. All deficiencies will be documented with GPS coordinates, photographs, measurements, applicable code references, severity classification, and pre-planning cost estimates. Facility assessments are limited to public-facing programs, services, activities, and associated support elements necessary to evaluate program accessibility under the Americans with Disabilities Act. The cart integrates four complementary technologies working simultaneously in the field: RTK GNSS (Real-Time Kinematic Global Navigation Satellite System) positioning, which delivers centimeter-level locational accuracy for every data point collected; high-resolution imaging, which captures photographic documentation of surface conditions, obstructions, signage, and infrastructure features; and LiDAR (Light Detection and Ranging), in-depth camera, laser range finders, and inclinometer, which produces precise measurements of cross slopes, running slopes, widths, level changes, and curb ramp. Findings will be integrated into the overall Transition Plan, including a Digital Accessibility Roadmap with phased remediation milestones, content ownership assignments, and standards for new and third-party digital content. Task 5 – Public and Stakeholder Engagement Meaningful community engagement is a cornerstone of an effective ADA Transition Plan. Pathfinder will develop and execute a public engagement plan that ensures the voices of persons with disabilities are central to the planning process. Our approach includes: • Targeted outreach to disability advocacy organizations, independent living centers, and advisory bodies serving the La Quinta community • At least one public meeting or accessible workshop, conducted with captioning, interpretation upon request, and materials in accessible formats, to gather community input on barriers and priorities • Online engagement opportunities for residents unable to attend in person • A structured summary of all public input incorporated into the final Self-Evaluation and Transition Plan • Meeting logistics, scheduling, public notices, venue coordination, registration, translation services, sign language interpretation, CART services, and accommodations shall be provided by the City. Meeting materials, announcements, and presentations will be prepared by Pathfinder and distributed at least 14 calendar days in advance. Task 6 – Transition Plan Development Building on the data collected in Tasks 2–5, Pathfinder will prepare a comprehensive ADA Transition Plan that serves as a living, manageable document for the City. Public comment on the Draft Plan will be facilitated before finalization. Task 7 – Tools, Training, and Implementation Support Pathfinder is committed to leaving the City of La Quinta with the capacity to sustain its ADA program independently after project completion. Our implementation support includes: • GIS-based barrier tracking database and interactive online dashboard providing real-time visibility into barrier removal progress (one year of complimentary access included; annual subscription available thereafter) • Model policies, procedures, and templates for ADA coordination, grievance handling, effective communication requests, accommodation procedures, and digital accessibility governance • A structured staff training program covering ADA Title II obligations, use and maintenance of the Transition Plan and tracking tools, accessible content creation best practices, and vendor contract accessibility requirements Training will be delivered in an accessible format, recorded for future use by City staff, and accompanied by written reference materials.
