Dear Ms. Radeva:
Made Welcome is pleased to submit this proposal to provide Americans with Disabilities Act accessibility compliance
assessment and transition plan consulting services for the City of La Quinta.
Our firm will serve as the prime consultant and single point of responsibility for the City. We have assembled an agile,
focused project team with specialized experience in ADA Title II self -evaluations, physical accessibility assessments,
public right-of-way accessibility, program accessibility, transition plan development, digital accessibility review,
implementation tracking, and staff training.
Our approach is designed to provide the City with a practical, defensible, and implementation -ready ADA Self -
Evaluation and Transition Plan that addresses physical, programmatic, public right-of-way, and digital accessibility
barriers.
This proposal, including all pricing, shall remain valid for at least ninety (90) days from the proposal due date. To the
best of our knowledge, no individual proposed to perform work for the City has a conflict of interest related to this
engagement.

Made Welcome is led by Principal Josh Klipp, an experienced ADA consultant and former public -sector employment
attorney with deep expertise in ADA compliance, Title II obligations, public agency operations, and accessibility
implementation. Josh practiced in the public sector for 16 years, specializing in employment law and ADA matters

For this project, Made Welcome brings together a small, senior -level team of experienced accessibility professionals,
CASp consultants, and technical experts. Proposed team members Shao Chen and Jasper Kirsch have worked with
Josh for nearly six years, first as colleagues at prior accessibility consulting firms, including Sally Swanson Architects
and Jensen Hughes, and now as trusted subconsultants to Made Welcome. This longstanding working relationship
allows the team to operate efficiently, consistently, and with a shared understanding of ADA Title II compliance,
California accessibility requirements, field assessment methodology, and practical transition plan implementation.
The team has experience serving public agencies both larger and smaller than the City of La Quinta, including cities,
counties, colleges, universities, and special districts. Jasper Kirsch has worked extensively and almost exclusively in

Josh Klipp is the Founder and Principal of Made Welcome. Prior to founding Made
Welcome, Josh practiced employment law for nearly 16 years in the public sector,
specializing in the Americans with Disabilities Act. After practicing law for nearly 2
decades, Josh joined Salesforce. At Salesforce, Josh set up and implemented the
reasonable accommodations process for Salesforce's 15,000 employees in the United
States and Canada. He also created and implemented the first accessibility initiative for
Dreamforce, the world's largest tech conference.
Josh has worked extensively with ADA Title II, Title III, and non-profit clients on all
aspects of accessibility including, e.g., policies, procedures, best practices, built

The proposed fee is based on the scope assumptions identified herein. If the City requests additional facilities, public
right-of-way elements, web properties, digital documents, public meetings, or services beyond these assumptions,
such work may be performed as additional services upon written authorization by the City.

5. Staffing and Project Organization
Made Welcome will serve as the prime consultant, contract holder, project manager, and single point of contact for the
City. The prime consultant will be responsible for project coordination, schedule management, quality assurance, City
communication, subconsultant coordination, final review, and delivery of all work products.
The project team includes independent subconsultants selected for specialized technical expertise. Each
subconsultant will perform a clearly defined portion of the work under the coordination and review of the prime
consultant.

6. Subcontracting Services
Made Welcome will serve as the prime consultant, single point of contact, and responsible contract holder for the City.
The City's response to proposer questions confirmed that prime consultant teams with specialist subcontractors will
be evaluated on an equal basis when the structure is fully disclosed and properly justified.
Made Welcome's proposed team structure is intentionally designed for this multidisciplinary scope. It provides the City
with direct leadership from a focused, senior -led accessibility firm while adding targeted expertise in digital
accessibility, public right-of-way assessment, and implementation tools. All subconsultant work will be coordinated,
reviewed, and integrated by Made Welcome, and Made Welcome will remain responsible for project management,
quality control, City communication, and final deliverables. No assignment of the agreement is proposed.

8. Explanation of Methodology
Task 1 - Project Management and Coordination
Made Welcome will begin the project by coordinating a kickoff meeting with City staff to confirm project goals, scope,
schedule, available City data, communication protocols, key staff contacts, roles and responsibilities, facility and
public right-of-way inventories, digital asset inventories, public engagement expectations, and preferred deliverable
formats.
The kickoff meeting will establish the working relationship between the City and the project team, confirm lines of
communication, and identify any City -specific procedures or constraints that may affect fieldwork, document review,
stakeholder engagement, or deliverable development. Made Welcome will also review the overall field assessment
approach for facilities, public rights -of -way, parking, parks and open spaces, communications, webpages, programs,
services, and policy/procedure review.
Made Welcome's proposed approach is to complete the ADA Self -Evaluation and Transition Plan within an anticipated
12-month period and within the budget outlined in the cost proposal. If desired, specific tasks or service areas may be
phased, separated, or prioritized individually to accommodate City budget needs, staff capacity, or implementation
priorities.
Made Welcome will provide a written data request list identifying documents and materials needed from the City,
which may include site plans, floor plans, GIS files, facility lists, public right-of-way inventories, prior ADA reports,
policy and procedure documents, digital asset inventories, webpages, forms, notices, grievance procedures, and other
relevant documents.

Task 2 — ADA Self -Evaluation of City Policies, Procedures, and Programs
Made Welcome will conduct an ADA Self -Evaluation focused on the City's policies, procedures, programs, services,
activities, communications, and public -facing practices. This task will identify non -architectural and programmatic
barriers that may affect access for individuals with disabilities, including accommodation requests, grievance
procedures, effective communication, public meetings, emergency communications, and ADA-related policies.
The process will begin with a review of available City documentation, including prior ADA planning materials, policies,
procedures, forms, notices, grievance procedures, accommodation request processes, public meeting practices, and
other documents related to disability access. Made Welcome will also coordinate with City staff to identify key
departments, programs, services, and staff contacts.
Made Welcome will prepare and distribute customized departmental questionnaires to gather information regarding
current practices and potential program access barriers. Questionnaire topics may include ADA notice requirements,
ADA coordination, grievance procedures, policy modification, reasonable accommodation, auxiliary aids and services,
public meetings and events, emergency management, construction and maintenance practices, and digital
communications.
After reviewing the completed questionnaires and supporting materials, Made Welcome will identify program
accessibility gaps and provide practical recommendations for policy updates, procedure improvements, staff training,
and implementation support.

Task 3 — ADA Assessment of City Facilities and Public Rights -of -Way
Made Welcome will assess City facilities and public rights -of -way to identify physical barriers that may limit access to
the City's programs, services, and activities. This work will support the City's ADA Transition Plan by identifying
barriers, documenting existing conditions, recommending corrective actions, estimating rough order -of -magnitude
costs, and organizing findings in a format the City can use for implementation.
Facility assessments may include City buildings, parks, trails, open spaces, parking lots, exterior routes, restrooms,
public counters, assembly areas, and other public -facing areas. Public right-of-way assessments may include
sidewalks, curb ramps, pedestrian crossings, pedestrian signals, and related pedestrian facilities. Survey tools will be
based on applicable accessibility standards and criteria, including the 2010 ADA Standards, CBC Chapter 11 B,
applicable public right-of-way accessibility guidelines (PRoWAG) criteria, CA MUTCD, and Title II program access
requirements.
For public rights -of -way, Made Welcome will use Pathfinder ADA technology and field tools to support efficient and
consistent data collection. A proprietary mobile survey cart engineered specifically for public right-of-way
assessment. The cart integrates three complementary technologies working simultaneously in the field: RTK GNSS
(Real -Time Kinematic Global Navigation Satellite System) positioning, which delivers centimeter -level locational
accuracy for every data point collected; high -resolution imaging, which captures photographic documentation of
surface conditions, obstructions, signage, and infrastructure features; and LiDAR (Light Detection and Ranging), in-
depth camera, laser range finders, and inclinometer, which produces precise measurements of cross slopes, running
slopes, widths, level changes, and curb ramp. Together, these sensors allow the field team to systematically survey
sidewalks, curb ramps, signalized intersections, and other pedestrian infrastructure elements with a level of accuracy
and consistency that manual survey methods simply cannot replicate. Additionally, this approach allows field data to
be collected in a structured format and converted into usable barrier logs, maps, reports, and implementation tools.

Each identified barrier will be documented with a unique record number, location, element type, barrier description,
existing condition, photograph where applicable, proposed corrective action, applicable code or standard reference,
priority ranking, quantity, unit cost, and total estimated cost. Planning -level cost opinions will be developed using
accepted unit -cost resources and adjusted as appropriate for location, escalation, contingency, overhead, and project
assumptions.
Made Welcome will work with City staff to develop a prioritization methodology that considers the severity of each
barrier, location, program impact, public use, safety, feasibility, and equity. Once approved, the methodology will be
applied consistently across identified barriers so the City can focus first on the highest -priority improvements.
Quality Control Approach
Quality control will be integrated throughout the project. Field data, program findings, digital accessibility findings, cost
estimates, and transition plan recommendations will be reviewed by the prime consultant before submission to the
City. QA/QC will focus on consistency, accuracy, code references, practical feasibility, prioritization logic, and clarity
of recommendations.

screen reader, keyboard -only, and low -vision testing. Automated tools are used only to support efficiency and are not
relied upon as the primary source of findings.
All methodologies align with WCAG applicable guidelines and are applied consistently across audit execution, barrier
identification, and remediation guidance, with findings mapped directly to WCAG success criteria.
Key outputs:
• A structured, WCAG 2.1 AA -aligned digital accessibility assessment, also referencing applicable Section 508
standards
• Detailed barrier identification with supporting evidence (screenshots, descriptions, and success -criterion

Task 5 - Public and Stakeholder Engagement
Made Welcome will work closely with City staff to organize and support a public engagement process that provides
stakeholders, interested persons, individuals with disabilities, advocacy organizations, and community members an
opportunity to participate in the development of the City's ADA Self -Evaluation and Transition Plan. This process will
support the public participation expectations associated with ADA Transition Plan development and will help the City
gather meaningful input regarding access barriers, priorities, and implementation needs.
Made Welcome will assist the City with outreach coordination, meeting announcements, presentation materials,
accessible meeting practices, public comment collection, and documentation of feedback received. Public input will
be summarized and incorporated into the updated ADA Self -Evaluation and Transition Plan, as appropriate.
Up to two public outreach meetings or workshops are anticipated. The first meeting is expected during the early stages
of the project to introduce the process and gather initial community input. The second meeting is expected near the
later stages of the project to present draft findings, receive feedback, and support refinement of the final plan. Both
meetings will be documented and included as part of the final Transition Plan record.
If requested, Made Welcome may also support a final presentation to the City Council to summarize the Self -
Evaluation and Transition Plan, respond to questions from Council members or the public, and support the City's
formal acceptance or adoption of the updated plan.

Made Welcome will coordinate a progress meeting with City staff to review draft findings, confirm assumptions,
discuss priorities, and receive feedback before finalizingthe core assessment reports.
Made Welcome will then develop the updated ADA Self -Evaluation and Transition Plan as an implementation -focused
document that integrates physical, programmatic, public right-of-way, and digital accessibility findings. The plan will
identify barriers, recommended corrective actions, applicable standards, responsible departments, planning -level
cost estimates, prioritization criteria, phasing, and monitoring procedures.
To support long-term implementation, Made Welcome will organize the findings into a project database and tracking
system that City staff can use to manage, update, and monitor progress over time. The tool may be provided in Excel,
GIS-ready format, database format, or another mutually agreed format based on City needs and preferred workflows. If
desired, database tools can be customized to include barrier status, priority, cost, responsible department,
implementation year, notes, and completion tracking.
A draft Transition Plan, project database, and supporting documentation will be submitted to the City for review. Based
on City feedback, Made Welcome will refine and finalize the plan and related tools. The final report will include a
comprehensive executive summary and supporting sections addressing program accessibility, facility accessibility,
public right-of-way accessibility, digital accessibility, public engagement, implementation priorities, and ongoing
maintenance of the plan.

As part of the base scope, Made Welcome will provide up to two complimentary staff training sessions at no additional

accessibility governance, and vendor coordination.
