METHODOLOGY
Mobikasa will apply a structured, phased approach to support the City of La Quinta's
digital accessibility objectives.
1. Project Initiation & Coordination
Mobikasa will begin with a project kickoff and alignment phase to confirm objectives,
scope boundaries, digital assets in scope, communication protocols, milestones, and
reporting expectations. We will work closely with designated City stakeholders to
establish an efficient review and feedback process throughout the engagement.
2. Digital Asset Discovery & Inventory
We will identify and document digital assets relevant to the engagement, including:
• Public -facing websites and subsites
• Web applications and portals
• Online forms and payment workflows
• PDFs and digital documents
• Multimedia ai wassets
• Mobile -responsive digital interfaces
• Other citizen -facing digital systems within scope
This inventory will help define audit coverage, risk areas, and prioritization.
3. Digital Accessibility Assessment
Mobikasa will conduct a accessibility review aligned with WCAG 2.1 Level AA and
Section 508 using a combination of automated and manual testing methodologies.
Assessment activities include:
• Accessibility compliance scans and issue detection
• Manual review of page structures, navigation, forms, and interactive components
• Keyboard -only navigation validation
• Screen reader compatibility testing
• Contrast, readability, and semantic structure evaluation

All identified digital accessibility issues will be documented and categorized by severity,

Mobikasa will develop a structured digital accessibility roadmap to support the City's
broader ADA transition planning efforts. This may include:

6. Accessibility Governance & Process Recommendations
We will review existing digital accessibility practices, including accessibility statements,

7. Knowledge Transfer & Training Support
To support sustainability, Mobikasa will provide guidance and training support for City
stakeholders on digital accessibility best practices, accessible content creation, and
maintaining accessibility standards across future digital updates.
8. Reporting & Deliverables

Scope: Mobikasa has signed a contract in Aug 2024 to assess, audit, and create
accessibility reports for their digital assets, ensuring compliance with WCAG 2.1 AA
standards and Section 508 guidelines.
Outcome: We are providing comprehensive testing and remediation services for various
digital assets, including documents, web -based applications, and multimedia content. In
addition, our work includes accessibility checks for courses, and digital platforms and

OHIO STATE UNIVERSITY
Scope - Mobikasa signed a new contract in Sept 2024 (Previous contract was from June
2019 to September 2024) to assess, audit and create reports on existing websites,
documents, videos, images, as per WCAG 2.1 AA Standards / Section 508 standards.
Outcome - We have performed accessibility assessment of various digital properties of
OSU and its partner websites/apps, and helped them remediate the accessibility issues
