ARCOR understands that the City is seeking a consultant that can update the City's ADA self -evaluation and Transition Plan across physical facilities, parks, off-street parking, public rights -of -way, programs, policies, services, activities, communications, web and digital assets, and implementation tracking tools. ARCOR has reviewed the RFP, the City's Agreement for Contract Services, Addendum No. 1, and Addendum No. 2. This proposal incorporates the amended proposal deadline and July 2026 anticipated project start, the City's responses to proposer questions, the facility and park/recreation inventories, public right-of-way quantities, Enterprise Systems Catalog, GIS deliverable requirements, and the existing ADA Transition Plan Report to be made available to the selected consultant. The City does not need a static report that sits on a shelf. The City needs a practical, defensible transition planning system that helps staff identify barriers, prioritize corrective action, assign responsibility, estimate costs, track progress, and update records as implementation proceeds. ARCOR's approach is built around field -verified findings, policy and program review, comprehensive digital accessibility assessment, stakeholder input, GIS-ready data, staff training, and a prioritized implementation roadmap aligned with the April 26, 2028 compliance milestone and ongoing Title II obligations. To support large-scale public right-of-way and GIS- based inventory requirements, ARCOR will partner with Evari Consulting, a California -based GIS and infrastructure data collection firm specializing in municipal asset inventories. Evari has delivered citywide sidewalk and intersection accessibility datasets, including inventories exceeding 250 miles of sidewalks and over 7,000 intersections, with full GIS schema development, QA/QC protocols, and implementation -ready data delivery. This partnership ensures that La Quinta's sidewalk, curb ramp, and intersection systems are evaluated efficiently and documented in a format directly usable for ongoing City asset management and capital planning. ARCOR will serve as the prime consultant and single point of accountability. Leron Schraibman, Chief Operations Officer, will serve as the primary proposal and contract contact. ARCOR confirms that this proposal and pricing are valid for at least ninety (90) days from the submittal deadline.
