ADDENDUM NUMBER 1
TO: All Prospective Bidders and Plan Holders

SUBJECT: Project No. 2017-03, Citywide Public Safety Camera System
The following shall be considered as incorporated into the project plans and specifications
for the above referenced project. Portions of plans and specifications not specifically
mentioned in this Addendum remain in force.
PROJECT SPECIFICATIONS
Section 1100:
Sheet 1100-1, paragraphs 2-4 are replaced as follows:
As Reads –
1. Mail in sealed bid package: The bid must be received by the City no later than the
bid opening time, 10:00 A.M. on Wednesday, January 13, 2021. City will not
be responsible for mail delays and will not accept bids after the bid opening time
and date regardless of post-mark.
2. Drop sealed bid package off at City Hall prior to bid opening date: City Staff will
accept bids on January 11, 2021 and January 12, 2021, from 8 a.m. to 5 p.m.
Please note that City Hall is closed to the public due to the recent “Regional Stay
At Home Order” from the California Department of Public Health. A sign will be
posted at the main entrance lobby doors with instructions on how to contact City
Staff when you arrive; once contacted City Staff will meet you at the door and
accept the bid.
3. Drop sealed bid package off at City Hall at the official public opening at 10:00
A.M. on Wednesday, January 13, 2021. Bids will not be accepted after this
time. The public opening will take place outside at City Hall’s courtyard. Bidders
are required to wear a face covering to attend and practice social distancing at
least six-feet apart.

Sheet 4000-35, Section 8.2.9 IP Networking Equipment, Add the following
paragraph after paragraph 2:
Network switches will be configured by the contractor. IP addresses will be provided
by the City. Alternative Hirschmann switches with power over ethernet are
acceptable as long as they are Hirschmann brand and are appropriate for the
environment they will be placed.
Sheet 4000-39, Section 8.2.11 Network Software and Server, Add the
following paragraphs after paragraph 3:
The City requires recording 24x7 on all cameras.
The software shall be updated as new releases become available. The upgrades
shall be included in the bid item for Maintenance Contract.
Sheet 4000-54, Section 8.2.13 Maintenance Contact, bullet A.1 is replaced as
follows:

1. The term of this agreement will be for two years, with three (3), one-year
options to extend.
Is Amended to Read –
1. The term of this agreement will be for three (3) years.

PROJECT PLANS
The following changes are made to the plans:
• Sheet 12: The location of the cameras has been updated.
CLARIFICATIONS
Q-1. Due to challenges with the COVID pandemic, please confirm if City will allow
digital signatures on bid documents.
A.1 Bidders may utilize electric signatures by either signing and
scanning the document or by utilizing DocuSign.
Q-2. Will City allow bidders to submit an Executive Summary and Company
Information narrative as part of bid submittal?
A.2 Please only submit the bid documents required per section 1200.
Q-3. According to Bid Specs, Traffic Control plans are due to the City within 5 days
of NTP which may be difficult to accomplish. Once contract is awarded, contractor
will need to review scope and site details for each site with Traffic Control engineer
who will prepare plans for each intersection. Will the City be open to extending this
time frame?
A.3 The Notice to Proceed will be issued once the Contract Documents
are approved. The traffic control is a submittal and should be
worked on immediately following the Notice of Award.
Q-4. The Submittal review process may be lengthy, and a risk factor given the 60-
day project completion time frame. Per specs, Contractor is to provide Submittals
to City within 10 days of award. City then has 20 days to review and mark for
comments. Contractor then has to make revisions and resubmit to City who will
then review and reply again prior to approval. This process will take approximately
half of the project duration time and is a prerequisite before much of the work can
be started and equipment procured. In addition, 60 days seems to be overly
optimistic for a project of this magnitude. Would the City be willing to consider
extending project completion to 120 days?
A.4 The Notice of Award does not trigger the working days. The Notice
to Proceed triggers the start of the working days. It is imperative
for the Contractor to begin the submittal process immediately
following the Notice of Award.

Q-5. Are the Alternate sites and alternate work part of the original 60-day
completion or will this be performed under a new added timeline?
A.5 The alternates are included under the 60-day completion timeline.
Please plan to bring crews in as necessary.
Q-6. Please confirm who will be configuring all network switches on this project.
Will it be the City or the contractor?
A.6 Network switches will be configured by the contractor. IP
addresses will be provided by the City.
Q-7. Please confirm that all traffic intersections will already have a network
switch, fiber connection to City Hall, 120v electrical outlet, and network
programming to each intersection. Further please confirm that CCTV contractor is
only to provide cameras, camera brackets, midspans and cabling to existing switch
at all intersections.
A.7 All intersections accept those listed with remote storage or those
listed as requiring cabinets, have switches installed in the Traffic
Signal Cabinet and do have a fiber connection.
Q-8. The City is recommending Hirschmann RSP series switches for this project.
Although these are good switches, they do not support Power over Ethernet which
is a highly desirable feature for this project. Without POE, the project would need
to include external POE injectors for every camera thereby adding cost, labor,
power requirements, and space requirements within each equipment cabinet in
addition to additional points of failure. Will the City be willing to consider an
alternate switch which includes the POE feature?
A.8 Alternative Hirschmann switches with power over ethernet are
acceptable.
Q-9. The Specs request that contractor provide (1) Hard Drive for intersection
cameras. This requirement is unclear. Is the intent for the contractor to provide a
storage solution for the intersection cameras separate from the storage for the park
and City Hall cameras? Or is the intent for all cameras to be consolidated on one
vide storage platform? Please explain what is meant by this requirement of (1)
Hard Drive.
A.9 Correct, the intention is to provide a storage solution separate
from the other camera network due to its distance from the
network.

Q-10. With regards to video storage, the Spec require a Network Server with
storage to accommodate 1-year retention with 60 days at 15fps and a second
recording of 305 days at 3fps: A) Does the City require recording 24x7 on all
cameras? B) Does the City require this server to be sized to accommodate all the
alternate locations also? If not, then please provide instructions as to how we are
to price the added server/storage requirements for each alternate location? Should
we include a server/storage sized for each alternate location on each corresponding
site pricing sheet?
A.10 Yes, the cameras need to record 24x7. Each alternate has a
payment item for the added server/storage and other
requirements that would be need for each area. Please refer to
Section 1210.
Q-11. Please confirm if the City will be providing each of the following switches or if
the contractor is required to provide them. If the City is providing, please confirm
that these are POE switches.
A.11 Each Bidder is required to verify all existing conditions. Please
schedule an appointment per Section 1100. The City will not be
furnishing an additional material from what is existing.

57 Intersections: The following intersections will require a switch

Q-12. The Specs require that contractor perform an upgrade to the Genetec system
whenever Genetec releases new software which is typically once per year. Would
the City like this upgrade to be included in the Maintenance Contract pricing?
A.12 Yes
Q-13. Should the Maintenance Contract be priced for 1 year or for the 2-year term?
3 year?
A.13 Three Years
Q-14. With regards to Maintenance, the Specs require on-site personnel to perform
system admin duties including running health reports, etc. Will the City like to
include camera cleaning as part of the Maintenance contract? If so, with what
frequency? Quarterly, bi-annual, or annual?
A.14 City Staff will handle camera cleaning.
Q-15. The Specs require contractor to store equipment spares including 2 of each
camera model, radios, and switches. Please identify where in the pricing sheets
this cost should be included. Should it be added to the Maintenance contract?
A.15 Correct, the spares should be paid for under Maintenance
Contract.
Q-16. With regards to La Quinta Park, Camera S-05: Please confirm if power on
the pole is in proper working condition. If it is not, or if the City does not have the
resources to check, then please advise where we should include costs to add new
electrical circuit for this pole. Also, please advise where electrical panel location is
feeding this pole so that proper material and labor costs can be calculated.
A.16 Contractor will be responsible to make this determination and the
cost should be included in bid item for that area. Bidders are
required to inspect job areas to accept the area as-is.

Q-17. With regards to La Quinta Park, Add Alternate Camera: Please advise where
electrical panel location is feeding this pole so that proper material and labor costs
can be calculated.
A.17 Contractor will be responsible to make this determination and the
cost should be included in bid item for that area. Bidders are
required to inspect job areas to accept the area as-is. For
additional information the record drawing is included in this
addendum.
Q-18. With regards to Intersection Cameras Please identify the location of the
existing cabinet at each intersection.
A.18 Bidders are required to inspect job areas to accept the area as-is.
For additional information a list is attached in this addendum.
Q-19. Please confirm that all intersection camera network and fiber equipment and
network programming will be provided by City.
A.19 Bidders are required to inspect job areas to accept the area as-is.
Information of what is at each intersection is included in the bid
documents and attached to this addendum. Please note that fiber
furnishing and installation is required at Fritz Burns Park and City
Hall and should be included in those bid items.
Q-20. Please confirm that UPS for server equipment in City Hall Core IDF will be
provided by City.
A.20 Yes, however Bidders are required to inspect job areas to accept
the area as-is. If additional equipment or incidentals are needed it
will be the responsibility of the Contractor.
Q-21. Would City accept alternate design at Museum to include wireless link from
Museum to Lumber Yard, and connection to existing radio for backhaul to Library.
A.21 Yes, radio signal line of sight can be determined for either Library
or City Hall which ever has the best radio connection.
Q-22. Please confirm that all fiber to all City facilities and intersections will be
provided by the City (with exception of locations deemed as wireless or standalone
locations).
A.22 Bidders are required to inspect job areas to accept the area as-is.
Information of what is at each intersection is included in the bid
documents and attached to this addendum. Please note that fiber
furnishing and installation is required at Fritz Burns Park and City

Hall and should be included in those bid items.
Q-23.Please confirm that a Genetec SMA plan will be provided for the entire term
of the Maintenance period. Should the cost of the Genetec SMA be included within
the Maintenance Contract?
A.23 The cost for the Genetec-Omnicast-Enterprise Edition shall be
included in the bid item System Integration as specified on sheet
4000-40. Maintenance of the software shall be included in the bid
item for Maintenance Contract.
Q-24.Please confirm if bidders are to provide pricing in figures and also in words.
If also in words, please provide instruction as to where on the pricing form shall the
pricing in words be provided.
A.24 The grand total line for figure and words is included on sheet
1210-5. Please fill in Section 1210 completely as included in the
bid set.
The Contractor is hereby notified; Addendum No. 1 must be acknowledged and
initialed as stipulated under the instructions to Bidders and submitted as part of
the Bid. Failure to do so shall result in the City designating said bid as "Non-
Responsive."
