After having discussed the possible change with team, and the owners, discussed the valuation with
he appraiser - they agreed with the same percentage as other parcel for slope easement - valued
Paul Slope easement at $30,000. Paul's agreed, prepared agreement, sent to them in Hawaii -they
said they would sign.

Discussed the physical impact to the property by the grading with Brad Donais. We agreed to
discuss this matter with the team at the next PDT meeting. My thoughts are that since the grading
was changing the property so much and that it was necessary for the after construction grade to
remain to protect the project, we should be acquiring a slope easement. Other that a little area in
the landscaping, the area was basically useless to the owners.

Met with Mr. and Mrs. Paul at the site and presented offer. They were taken aback by the amount.
They indicated that the appraiser told them that the offer would be in the 10's of thousands range
and that they had already adjusted their estate accordingly. Told them that appraisers don't
usually discuss value and that they should get their own appraisal. Told them i would get list of
appraiser for them. We reviewed the proposed TCE in the field and the project is really changing
the slope of their property. Told them I would discuss the grading/with the team.

Subject: La Quinta - Dune Palms Bridge Project
Good morning gentlemen. Hope all is well with you both. We finally got our Caltrans authorization
to proceed with the acquisition of the properties needed for the above project. It has been a long
time coming. Next step is to take the appraisals to the council in closed session to get the
appraisals approved, establish compensation and get authorization to proceed with the project and
extend the offers.
I will forward the appraisals and review appraisals to you under separate cover shortly.
We would like to put a schedule together as soon as possible and need to know how soon you think
you would be able to get this matter on the council agenda.
