Alejandro and her son will need to waive funds. 600-030-010:R001, Alejandro Pr 7/29/2019 Patti Feist Met with Alejandro Prebot Quiroz and HIlda Robles at their home at 7:00 p.m. Provided NOE in English and Spanish and reviewed and presented their eligibility to include the attached referrals to three units that they may consider purchasing. The most comparable is 50K and has over 40K in upgrades. The RAP was also included and based on the Las Palmas de La Quinta MH community park in Indio with Jefferson street bordering the city of La Quinta but within 2.2 miles from the current displacement. Mr. Prebot signed an assignment of benefits as previously stated from this couple, all the benefits are to go to Hilda Robles. The adult children were not present and have not been present during any of my appointments therefore I have requested that they have th assignment of benefits form notarized. Unless I could be present at a follow-up appt meeting. Mrs. Prebot is working with Fairway Lending and speaking to other lenders to see about qualifying to purchase a home. Her credit is at 640 per her initial application about 1 mo. ago. Provided advisory assistance as to how she could use the relocation and combine with the Acquisition to purchase a replacement home. She is excited to hear that we can start processing this transaction soon and that she is not on a 90 day notice yet. I presented a claim for 1/2 of the moving amount in the event she needs earnest money to make an offer if she qualifies or desires to purchase a home. 600-030-010:R001, Alejandro Pr 7/26/2019 Patti Feist E-mail from John approving the NOE and early delivery to tenants so that the units will not sell. The relocation has not been approved therefore we can't disperse funds until then. Ms. Hilda had a realtor present unknown to me prior to our meeting. The realtor was presenting documentation of units she felt were comparable to seek for additional assistance as a counter offer. I explained to her that I would first need to explain the program and with Alejandro and Hilda present and authorization, I proceeded to explain the relocation program and how she as a realtor would assist us in the future. Made it clear to the realtor the the offer to purchase the mobile home did not include relocation assistance benefits. The realtor Ramona was also acting as a lender coordinator and stated that Ms. Hilda had also inquired with another bank/lender and that her credit was around 760. Her job is not more than 2 years therefore the CALFA program would not qualify her until November. Ms. Hilda Robles later called me and said she would like for me to assist her finding a lender and I told her that I would provide her guidance but that the decision was hers. I have explained to her the difference between a realtor and a lender and the types of loans but adviced that she wait for the NOE. She agreed that she would wait for that. Initially she wanted to go on vacation and then said her mom was ill and may have to leave the country so I told her we had time. Collected all the income documentation and informed her that Tim McCloud will be assisting me but that I would be her main contact due to the language barrier. DUNE PALMS BRIDGE PROJECT RELOCATION DIARY 600-030-010:R001, Alejandro Pr 6/17/2019 Patti Feist Relocation Interview after offer presentation today. Mrs. Hilda Prebot was the only person present since she is the owner of the mobile home. Explained that I will need to meet with her husband and speak to her adult children as well. Ms. Robles/Prebot commented that her son was now unemployed but that it's typical for the summer months since his job is with a golf cart business and most people don't golf and are not in the area for the summer. (snowbirds). Explanation of relocation program, translation of Relocation Plan and advisory assistance of the process and the benefits of purchasing a home. She felt she has good credit but stated that the offer was not enough to provide her a good down payment. I explained that her eligibility for relocation benefits has not been established yet. She will provide me all the income information, w'2s and tax return, utilities and rental information. She said that the benefits would only be for her and not her husband. Her husband, Alejandro Prebot resided with one of the tenants from the City's prior project and divorced to move in this unit with HIlda. I am not sure if they are legally married although she said they were and other times it seems as just a partner. Informed her of comments to the plan if any due date and let her know they would be incorporated and placed into the final plan. ID's verified, lawful presence for signature only from her and the rest of the adults will provide by separate form at a later date. We discussed the documentation needed from her son as she stated that he was now unemployed. When I asked that she sign the interview form for the number of occupants, she asked "can't we add my grandchildren?" I told her that per the plan interview the children were there at times when she took care of them and she had discussed that her son did not live with his girlfriend (mother of children and that the children were with her. I asked where the girlfriend lived and she said in Palm Desert and I asked if her son report his children on his income tax and she said that the mom won't give her son the opportunity to claim any. I have never seen the children at the unit. I told her that if the children live with their mother and they visit dad for more than a few days such as a court order or something that I would need that information. She said oh, okay just thought maybe you could add them. I told her I could not add visitor just like the visitor she had on the date of inspection for appraisal. If they don't live full time or 1/2 time with her son, I could not add them as additional occupants.
