A The sanitation engineering and operations staff noted that the provided initial concept for relocation of the sewer mains was acceptable pending receipt and review of final relocation plans. The concept includes upsizing of one segment of sewer main pipe to assist in meeting the existing invert and outlet elevations at the proposed manholes. Based on the above noted prior rights determination, the relocation of the 12" and 18" sewer mains at the northwestern corner of the bridge will be the responsibility of the City. The existing sewer system has two manholes to be raised, a couple adjustments to grade of manhole covers and frames, and the relocation of two clean outs to behind the proposed curb and gutter. Since these facilities are within the City's prior rights, CVWD will be responsible for these relocations and adjustments. If you disagree with the prior rights determination made above, please provide the City of La Quinta Engineering Department with appropriate documentation detailing CVWD's proposed liability. With any other response to this request, CVWD agrees to the liability as detailed above. Additionally, at our June coordination meeting, the domestic water staff committed to review the existing water model to decide if any temporary water facilities would be required during the relocation of the water main. The project development process is underway. The environmental document is complete, and the plans, specifications and estimates are approximately 99% complete. The right of way acquisition and utility clearance phase is approximately 95% complete. ALTERNATIVES As the Utility Agreement is required to certify right-of-way, no alternative is recommended. The City has senior rights; however, the City has requested IID underground the conflicting facilities rather than relocating them from the existing overhead condition to a new overhead condition. Undergrounding IID’s conflicting facilities is considered a “betterment condition” and is estimated to cost $837,790. The City has also agreed to a 50% cost share ($151,230) of a temporary Shoo Fly, a detour bridge option. The total City cost share for the undergrounding and temporary Shoo fly is estimated to be $430,180. IID’s estimated liability to relocate from overhead to a new overhead is $407,610. IID will contribute this amount toward the betterment condition of undergrounding the facilities. IID is anticipated to approve the Agreement in February 2021. The project development process is underway. The environmental document is complete, and the plans, specifications and estimates are approximately 98% complete.
