HomeMy WebLinkAbout2011-05 Dune Palms Bridge CMI - INTERVIEWSConstruction Management and Inspection Services Dune Palms Road Bridge Project City Project: 2011-05 and Federal Project: BRKLS-5433(014) CONSULTANT SELECTION COMMITTEE - INTERVIEWS Each interview has been allotted 50 minutes and will generally be conducted as follows: Introductions - 5 minutes Consultant presentation - 20 minutes Questions and answers - 20 minutes Wrap up – 5 minutes 8:00 to 8:20 a.m. – Selection Committee Prep 8:20 to 9:10 a.m. - TY Lin International 9:10 to 9:40 a.m. – Selection Committee Discussion/Break 9:40 to 10:30 a.m. – Anser Advisory 10:30 to 11:00 a.m. – Selection Committee Discussion PRESENTATION QUESTIONS: Please address the following questions within your presentation: 1. What specific take away(s) do you want the City to have from your previously stated Project Approach and Project Understanding? 2. Please summarize your preliminary constructability review of the project. 3. What do you see as the biggest challenge to a successful completion of this project? 4. Is your firm Ready, Willing and Able to perform the work: a. Is your Team available for the Project duration? b. Are you willing to sign the City’s Agreement for Contract Services? c. Do you (Prime) and all Subconsultants have an approved Caltrans A&I Acceptance Number for a recent project subject to Caltrans LAPM Chapter 10 Requirements. 5. What if any changes/additions would you make to your proposed scope of work? INTERVIEW QUESTIONS (20 Minutes) DUNE PALMS ROAD BRIDGE, CPN 2011-05/FPN BRKLS-5433 CONSTRUCTION MANAGEMENT SELECTION MANAGEMENT 1. Describe how the City of La Quinta’s project will be a priority for you in the midst of all your other projects. Where will the project be managed from? 1a. Are you planning on having someone on-site at all times (workhours)? If not, what amount of time do you plan to have your RE, inspector, or representative on-site daily? 1b. What efforts will be made to keep city management and inspectors from having to visit the site for information, or have to intervene, in order to keep the project to city standards? 2. Describe the importance of Project Controls and Communication Methods in relation to the project? 2a. Describe your Quality Assurance approach in relation to the Project? 2b. In your management style: Day in and day out, for the length of this project, what are the three things you must do each day to keep this project moving? And why? 3. Describe a project in which something went wrong (schedule, costs, etc.) and how you were able to work through it? 4. What aspects of this project do you think will be particularly challenging? How will your firm meet those challenges? TECHNICAL Familiarity with requirements and procedures of other government agencies 5. Describe your experience on projects using Federal HBP Funding subject to Caltrans LAPM Chapter 10 Requirements. Have you ever processed a project with Federal Funds assigned to it? 6. Describe your experience with the requirements and procedures of other governmental agencies and/or utilities? Caltrans? CVWD? IID? Frontier? Spectrum?, other utilities, etc? 7. What utility related issues do you anticipate? 8. Describe your experience and the coordination required with a cultural monitor during construction activities. 9. What is your experience working around a school and dealing with parents? Understanding of the overall project; Approach/Methodology; Uniqueness of firm to do the work 10.Following your review of the “draft” PS&E, do you see any “Value Engineering” opportunities; “Constructability Review” concerns? If so, what are they? 10a. With your current understanding of the project, what do you foresee as the top three concerns that may cause substantial contractor delays in delivering the project on time? And what will you do as the Construction Manager to manage and/or eliminate those potential delays? 11.How does your firm control, manage, and schedule sub-consultants? How do you control the “Cost Plus” contract requirement? 12.How to you handle Contract Change Orders? What measures do you take to prevent cost overruns during construction? 13.Following contractor mobilization, describe the initial work activities necessary to be completed prior to placement of traffic onto the bypass road and starting of bridge construction. Optional (Time Permitting): 14.If something happened to the day-to-day Resident Engineer, who would step in and move the project forward. What steps as Resident Engineer will you take to keep that person in the loop? 15.What is your experience working in La Quinta? 16.Give examples of projects that meet your companies “On Time” and “Within Budget” performance? And why this happened? 16a. What is the approximate percentage of projects at your firm that were completed on time and within budget?
