Dear Mr. Adams:
I have received your letter on March 16, 2023, requesting permission to work outside of the
construction hours established by La Quinta Municipal Code Section 6.08.050, at the Dune
Palms Road Bridge, Project no. 2011-05.
Exception 2 of the above-mentioned code section allows the issuance of an early work permit
under certain specific conditions.
It is our determination that a sufficient need exists due to the need to complete the pile placement
plan safely. With holes excavated, rebar cages placed, and concrete filled, it leaves less days of
unfilled shafts.
1. This permit is only valid for the pile placement at the Dune Palms Road Bridge Improvements
project, project no. 2011-05.
2. Work hours shall be from 6:00 a.m. to 6:00 p.m. during the pile placement installation only.
3. This permit shall be revoked upon receipt by the Public Works Department of any citizen
complaint of construction noise occurring during the extended hours granted by this early
work permit, or upon violation of any condition of this early work permit.
All work not specifically included in the terms of this early work permit shall be performed only
during Code-established construction hours or by a separately issued early work permit.

Subject: CIDH Pile Placement Plan
Dear Mr. Nowak,
Attached please find “Pile Placement Plan” for both the 24” and 60” CIDH Piles to be installed
on this project.
This plan stipulates using a “Wet Hole” method of installation (using slurry) and the use of a
minimum 20’ temporary steel casing during the installation of the 60” CIDH Piles. Please
reference OEI’s previously submitted RFI #5 which discusses leaving drilled excavations open
overnight during the construction of these piles.
Additionally, please reference OEI’s RFI #3 which discusses Working Hours during the
construction of these piles.
The construction of these 60” CIDH Piles (excavation, installing rebar cages, and placing
concrete) are a complex and time consuming operation. Although our intentions and hopes are
being able to complete the entire installation process of a single pile in a single work shift, we
must anticipate working and site conditions that may not allow us to achieve this goal, being
prepared to continue on a subsequent work shift.
2 requests –
1. Allow extended work shifts (6:00 am to 6:00 pm) during the construction of the 24” and
60” CIDH piles.
2. Please review the attached “Pile Placement Plan”, specifically relating to the use of
slurry in conjunction with a 20’ temporary steel casing at the top of the excavation , and
modifying the Contract Specifications (and Addendum #2, Question #11) which requires
“No CIDH hole shall be permitted to be left open overnight”.
OEI and our subcontractor, Foundation Pile, both understand that the ultimate integrity of the
finished piles are contractually required, which is our intent. Safety, to our crews, city
representatives, and the public are always a first priority during these operations.
