Date: November 14, 2016 Senior Environmental Planner Environmental Local Assistance, MS 760 File: 08-Riv-La Quinta BLRKS 5433 (014) Low Water Crossing From: GABRIELLE DUFF Replacement Branch Chief Environmental Support/Cultural Studies Environmental Planning, MS 825 Subject: Review of draft ASR and HRER attachments received for review October 12, 2016 Cultural Studies has completed its review of the 4th draft Archaeological Survey Report (ASR) and Historical Resource Evaluation Report (HRER) for the above reference project. Our comments are below. General Comments: a. Please continue to QA/QC the document, there are sections with a lack of spaces between ( ) and duplicated words and phrases. b. There may be additional comments once clarification and additional information is obtained per the comments below (previous comment f, August 8, 2016). c. Please submit a Narrative HPSR; we understand there will be some sections that will be not able to be completed at this time. d. With the next submittal, please submit a draft XP1 Proposal (Comment not addressed, no XP1 Proposal was submitted with the October 121h submittal). e. We acknowledge that Native American Consultation is incomplete at this time. ASR Comments: 1. Title Page: Please change title of Steven Holm to Principal Investigator, Historic Archaeology. 2. Title Page: Please remove "Project Number 2893" from title page. 3. Summary of Findings (3'd paragraph): Please add a couple of sentences elaborating more on site P-33-16950. The brevity of the description miscategorizes the site. 4. Project Location and Description (pg 3): Please remove the last two sentences in the first full paragraph, "The effect to ... aims to answer this question", and replace with "Extended Phase I (XPI) testing is proposed to determine the subsurface extent of the site which is currently unknown at this location." 5. Area of Potential Effects: Follow up to previous comment #11 (August 81h, 2016) "The vertical APE of 1 foot" Please see comment #3 (September 21", 2016) and utility relocation discussion in project description. It might be prudent to increase and include a buffer to the 1 foot APE to encompass any incidental construction activities that might extend past that 1 foot (Comment not adequately addressed September 215I, 2016). Table "Provide a safe, sustainable, integrated and efficient transportation system to enhance California's economy and livability" AARON BURTON November 14, 2016 Page 2 1 helps to elucidate many of the aspects of the project; please ensure that the utility relocation is discussed and the vertical APE is commensurate with the anticipated depths of work. If the depth of the utility relocation is not known at this time please provide an anticipated depth. 6. Area of Potential Effects (pg 7, 31d paragraph): Please remove "As previously noted," from the first sentence. 7. Area of Potential Effects (pg 6, 3rd paragraph): Please further define and clarify what a "fill condition" is. Is it an area that is composed of fill or an area that will have fill placed on top of it? 8. Sources Consulted (pg 11): Please fix heading to California Historical Resources Information System. 9. Sources Consulted (pg 12): Please remove " " marks at the end of the last sentence of the second paragraph; "historical resources" (Comment not addressed September 21 s`, 2016). 10. Sources Consulted (pg 12, last paragraph): Please include all sites within 1 mile radius that are positive for human remains including: 33-1177, 3659, 4754, 6392, 6484, etc from the record search. 11. Native American Consultation: We acknowledge that consultation is still ongoing for this project and this section is incomplete. 12. Native American Consultation: Please ensure that responses to tribal requests are documented in this section. 13. Background (pg 33): Based on SHPO correspondence for previous projects, please provide a statement regarding subsurface sensitivity of the area after the Historical Setting and before Project Area History; if possible reference geomorphology and geology of the area. 14. Field Survey Methods and Results (pg 43, second paragraph): Please change last sentence to ... " on -site to review the project and to discuss construction activities that would occur... ". 15. Field Survey Methods and Results (APN 600-030-010): Please change last sentence to "No historic properties were discovered within the parcel and the property itself was evaluated and recommended to be not eligible for listing on the NRHP or CRHP." 16. Study Findings and Conclusions: Based on SHPO correspondence for previous projects, please provide a statement regarding subsurface sensitivity for cultural resources of the project area in this section that synthesizes all of the document's previous discussions of disturbances and subsurface sensitivity on page 62 after third full paragraph. Maps 17. Please remove the boxes around buildings in APN 600390007. 18. On pg 4 it says that there will be no additional Right -of -Way or construction easement from the school (APN 600-010-004), however, the APE is drawn in such a way that it seems to be intrusive into the parcel. Please clarify on maps.
