A previous letter (sent November 14, 2014) provided the initial information about this project. This letter provides additional information about the cultural resources studies for this project. The project is located on Dune Palms Road, north of SR-111, where it crosses the Coachella Valley Storm Water Channel (CVSC) (Whitewater River) in the City of La Quinta, Riverside County, as shown on the enclosed map (portion of the USGS La Quinta, California, Quadrangle). The project is in the north half of Section 29, T5S, R7E, SBBM. The project is proposed by the City of La Quinta and is a Caltrans Local Assistance Project with federal funding and review by Caltrans. The cultural resources investigations will provide information to be used in the Section 106 consultation process. The project proposes to remove the existing low-water crossing of Dune Palms Road at the CVSC in the City of La Quinta, Riverside County. The crossing will be replaced with a four -span bridge 480 feet long and 86 feet wide. There will be ground disturbance along the east side of Dune Palms Road north and south of the CVSC. Cultural resources investigations for this project are being performed to identify resources that could be affected by the proposed project, as required by regulations implementing Section 106. Investigations have included an archaeological records search, a search of the Native American Heritage Commission's (NAHC) Sacred Lands File, and a field survey of the Area of Potential Effects (APE). 78-495 Calle Tampico La Quinta, CA 92253 760.777.7000 The search of the NAHC Sacred Lands File produced negative results. The NAHC requested that 20 Native American tribes or individuals be contacted for further information. Letters and/or emails were sent to the 20 Native American contacts on November 12, 2014. Six replies were received. Several tribes requested Native American monitoring during ground -disturbing activities. The Torres -Martinez Desert Cahuilla Indians requested an on -site meeting to discuss the project which was held on December 9, 2015. The records search indicated that 143 cultural resources investigations have been completed previously within a 1-mile radius of the APE. Of these, 12 studies included portions of the APE. The records search results show that 120 cultural resources have been previously recorded within the one -mile records search radius. There are two known archaeological sites within the APE (P-33-08692 /CA-RIV-6190 and P-33- 16950/CA-RIV-8835). P-33-08692 (CA-RIV-6190) is located at the northwestern corner of the Highway 111 and Dune Palms Road intersection and within the southwestern portion of the APE. It was recorded as an extensive prehistoric habitation site with five loci of ceramics, burned faunal bone, debitage, burned clay, and fire affected rock in November 1998. The site was tested and then monitored during construction. It is assumed that the site has been destroyed by the grading and construction activities for Highway 111, the La Quinta Corporate Centre, and a USA Gasoline station. P-33-16950 (CA-RIV-8835) is located at the northeastern corner of the Highway 111 and Dune Palms Road intersection and within the southeastern portion of the APE. The site was initially recorded as a light prehistoric ceramic scatter with daub and fire - affected rock in February 2008. Archaeological subsurface testing and CEQA evaluation of the site were conducted in April of 2008. Artifacts recovered include prehistoric ceramic sherds, daub, fire -affected rock, marine and freshwater shell, ground stone tools, charcoal, faunal bone, and human remains. Because of the presence of the cremated human remains, it was concluded that the portion of the site containing the cremated remains was eligible for the CRHR under CEQA. P33- 16950 has not been evaluated for the NRHP. A Most Likely Descendant (MLD) from the Torres -Martinez Desert Cahuilla Indians was designated for site P33-16950 in 2008. The MLD has since passed away, but the Tribe believes the remains were either reburied in the reservation cemetery or within the boundaries of P-33-16950 as it existed in 2008. As a result of the survey for the current project, ceramic sherds and daub, along with one flake (debitage), were identified on the surface along the east side of Dune Palms Road adjacent to P33-16950. Therefore, the P33-16950 site boundary was extended to include the Area of Direct Impact (ADI) for the current project along the east side of Dune Palms Road south of the CVSC.
