First-cut Screening for Growth Related Impacts
How, if at all, does the project potentially change accessibility?
Dune Palms Road is classified as a four lane divided secondary arterial according to the City of
La Quinta General Plan. The corridor serves a mostly developed area and provides access for
residential areas to schools, community services, and neighborhood commercial centers. The
purpose of the project is to provide reliable travel during all weather conditions, and to improve
flow of vehicle and non-motorized traffic. This will be accomplished by constructing of a bridge
and upgrading the roadway to be consistent with the adjacent sections of the facility. The project
will not construct new access points, and will not cause change in accessibility and land
development. It is also not anticipated that the project will change travel behavior to destinations.
How, if at all, do the project type, project location, and growth-pressure potentially influence
growth?
The corridor is located within mostly built-out setting. Planned developments along the corridor
include only some “in-fill” small scale multi-family residential developments north of the
channel and one commercial development area south of the Channel. The additional right-of-way
required for the construction of the project is minimal and will affect some vacant land, and two
residences located within a mobile home park. Right-of-way requirements are not expected to
affect the amount of land available for the various uses. The project will not create additional
pressure to change existing and planned land use and development patterns.
Determine whether project-related growth is “reasonably foreseeable”.
It is not anticipated that there will be any change to the land use and zoning plans, and
development patterns as a result of the project. No project-related growth is reasonably
foreseeable.
If there is project-related growth, how, if at all, that will impact resources of concern? Identify which
resources of concern are likely to be affected by the foreseeable future growth.
Resources of concern within the project area include the community resources, biological
resources, and cultural resource. However, it is not anticipated that the project will influence
growth, therefore the project will not have growth-related indirect impact on these resources.
Based on the first-cut screening, it is determined that change in land use and growth resulting
from the propose project is not foreseeable. Therefore, no further analysis of growth related
impact is required.
