NOTICE INVITING BIDS
BAGDOUMA PARK COURT IMPROVEMENTS
CITY PROJECT NO. P-21

NOTICE IS HEREBY GIVEN that the City of Coachella, a municipal corporation, organized un-
der the laws of the State of California, with its principal place of business at 53990 Enterprise Way,
Coachella, California 92236 (“City”) invites and will receive sealed Bids up to but not later than 2:00
P.M. on Wednesday September 7, 2022 at the Engineering Offices, located at 53990 Enterprise
Way, Coachella, California 92236, for the furnishing to City of all labor, equipment, materials, tools,
services, transportation, permits, utilities, and all other items necessary for Bagdouma Park Court
Improvements, City Project No. P-21, CDBG Project No. 4.CO.24-20 (the “Project”). At said time,
Bids will be publicly opened and read aloud. Bids received after said time shall be returned unopened.
Bids shall be valid for a period of 90 calendar days after the Bid opening date.
The project consists of converting the existing Basketball Courts into a combination of Basketball,
Tennis, and Pickleball Courts. The general scope of work includes, but is not limited to: the removal
and replacement of existing asphalt court surfacing, removal, relocation, and modification of existing
chainlink fencing and gates, removal and replacement of existing benches and basketball hoops and
goal posts, installation of concrete bench pads, sidewalks, and access ramps, grading and installation
of rip rap at drainage basin, court surfacing and striping, installation of nets, posts, and anchors, and
an alternate for light post painting and modifications.
The full project shall be completed within 75 Working Days from the date specified in the Notice
to Proceed. Time for the commencement and completion of the work is important and is to be of
the essence of the Contract. The successful bidder should plan to provide Preliminary Project
Schedules, Traffic Control Plans, and other specified “Submittals” for review, and order any
long lead time equipment items immediately following the “Notice of Award”.
FEDERAL FUNDING – This project is being financed with Community Development Block Grant
funds from the U.S. Department of Housing and Urban Development (24 CFR Part 570) and subject
to certain requirements including: compliance with Section 3 (24 CFR Part 135) Economic Oppor-
tunities requirements; payment of Federal Davis-Bacon prevailing wages; Federal Labor Standards
Provisions (HUD 4010); Executive Order #11246; and others. Information pertaining to the Federal
requirements is on file with the County of Riverside Economic Development Agency and Department
of Housing Homelessness Prevention and Workforce Solutions.
The Plans, Specifications, and other Contract Documents will ONLY be available for purchase at
PlanIT Print Works at (760) 345-2500 or online at www.planitplanroom.com. They may be purchased
as an electronic download or hard copy.
IMPORTANT: If you are not on the plan holders list through PlanIT Planroom you will not
receive addendums. It is the responsibility of the bidder to ensure that they are placed on
the plan holders list and have received and acknowledged all addendums issued prior to the
submission of their bid.
Each Bid shall be accompanied by cash, a certified or cashier’s check, or Bid Bond secured from a
surety company satisfactory to the City, the amount of which shall not be less than ten percent
(10%) of the submitted Total Bid Price, made payable to City of Coachella as bid security. The bid
security shall be provided as a guarantee that within ten (10) calendar days after City provides the
successful bidder the Notice of Award, the successful Bidder will enter into a contract and provide the
necessary bonds and certificates of insurance. The bid security will be declared forfeited if the suc-
cessful Bidder fails to comply within said time. No interest will be paid on funds deposited with City.
A Non-Mandatory Pre-Bid Meeting Conference will be held at the Engineering Department
Conference Room, located at 53990 Enterprise Way, Coachella, California 92236, 10:00 A.M. on
Wednesday August 17, 2022 with a site visit to be held after the meeting. The Pre-Bid Meet-
ing is “Non-Mandatory”, however is considered “Highly Recommended” as schedules, traffic
control, access issues, utility coordination, and other vital items will be discussed at both the
office and field meeting portions of the “Pre-Bid Meeting Conference”.
The successful Bidder will be required to furnish a Faithful Performance Bond and a Labor and
Material Payment Bond each in an amount equal to one hundred percent (100%) of the Contract Price.
Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets
all State of California bonding requirements, as defined in California Code of Civil Procedure Section
995.120, and that is a California admitted surety insurer.
Pursuant to Section 22300 of the Public Contract Code of the State of California, the successful
Bidder may substitute certain securities for funds withheld by City to ensure its performance under
the Contract.
Pursuant to Labor Code Section 1773, City has obtained the prevailing rate of per diem wages and
the prevailing wage rate for holiday and overtime work applicable in Riverside County from the U.S.
Department of Labor for each craft, classification, or type of worker needed to execute this contract. A
copy of these prevailing wage rates may be obtained via the internet at: www.sam.gov. The success-
ful Bidder shall post a copy of the prevailing wage rates at each job site. It shall be mandatory upon
the Bidder to whom the Contract is awarded, and upon any subcontractors, to comply with all Labor
Code provisions, which include but are not limited to the payment of not less than the said specified
prevailing wage rates to all workers employed by them in the execution of the Contract, employment
of apprentices, hours of labor and debarment of contractors and subcontractors.
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates, including the per
diem wages applicable to the work, and for holiday and overtime work, including employer payments
for health and welfare, pension, vacation, and similar purposes, in the County of Riverside in which
the work is to be done, have been determined by the U.S. Department of Labor, State of California.
These wages are set forth in the General Prevailing Wage Rates for this project, available from the
U.S. Department of Labors’ Internet web site at www.sam.gov. Future effective prevailing wage rates
which have been predetermined, and are on file with the U.S. Department of Labor are referenced but
not printed in the general prevailing wage rates.
The Federal minimum wage rate requirements, as predetermined by the Secretary of Labor, are
set forth in the books issued for bidding purposes, referred to herein as Project Bid Documents (Spe-
cial Federal Provisions), and in copies of this book where the project plans, special provisions, and
proposal forms may be seen. Addenda to modify the minimum wage rates, if necessary, will be posted
on the PlanIt Planroom Website at www.planitplanroom.com
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish
to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered
with the Department of Industrial Relations. No Bid will be accepted nor any Contract entered into
without proof of the contractor’s and subcontractors’ current registration with the Department of Indus-
trial Relations to perform public work. If awarded a contract, the Bidder and its subcontractors, of any
tier, shall maintain active registration with the Department of Industrial Relations for the duration of the
Project. Notwithstanding the foregoing, the contractor registration requirements mandated by Labor
Code Sections 1725.5 and 1771.1 shall not apply to work performed on a public works project that is
exempt pursuant to the small project exemption specified in Labor Code Sections 1725.5 and 1771.1.
This Project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations. In bidding on this Project, it shall be the Bidder’s sole responsibility to evaluate and include
the cost of complying with all labor compliance requirements under this contract and applicable law
in its Bid.
Pursuant to SB854, all contractors and subcontractors must furnish electronic certified payroll re-
cords directly to the Labor Commissioner (aka Division of Labor Standards Enforcement). All contrac-
tors and subcontractors must also provide a copy and proof of the online submittal to the City within
2 days of online submission.
Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed con-
tractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following
classification(s) throughout the time it submits its Bid and for the duration of the Contract. The City
has determined that the General Contractor shall possess a valid Class A (General Engineering)
and/or Class C-8 (Concrete Contractor), or C-32 (Parking and Highway Improvement Contrac-
tor) at the time that the bid is submitted. All electrical work and electrical connections shall be
performed by a properly licensed C-10 Contractor. All subcontractors shall possess valid, suitable
licenses for the work they will perform. Failure to possess the specified license(s) shall render the bid
as non-responsive.
Pursuant to Public Contract Code section 3400(b), if City has made any findings designating cer-
tain materials, products, things, or services by specific brand or trade name, such findings and the
materials, products, things, or services and their specific brand or trade names will be set forth in the
Special Conditions.
The City shall award the contract for the Project to the lowest responsive, responsible Bid-
der as determined by the City from the total sum of the Base Bid and Additive Alternates A, B,
& C. The City reserves the right to reject any or all Bids or to waive any irregularities or informalities in
any Bids or in the bidding process.

No hay muchas cosas que
se puedan hacer con respecto
a una infección viral, excep-
to tener paciencia y esperar a
que el organismo se cure por sí
mismo… pero sí que hay algu-
nos remedios para mitigar sus
síntomas, como el del dolor de
garganta. Y es que hay algunos
alimentos que pueden ayudar a
acelerar el proceso de curación,
que calman la inflamación y
que suavizan la zona, aliviando
un poco el dolor. ¿Quieres saber
cuáles son? ¡Toma nota!
Caldo de pollo: El dolor de
garganta es el resultado de la
inflamación y la deshidratación,
Líquidos como el caldo de pollo
caliente no solo sirven para re-
poner el agua perdida, sino que
proporcionan nutrientes, suavi-
zan la garganta y su sal ayuda
al cuerpo a retener el líquido
dentro de los tejidos. Los caldos
de verduras también te servirán.
Miel: La miel ha sido un pi-
lar de los remedios medicina-
les desde la antigüedad, y por

moderna ha demostrado que

Alimentos Recomendables para Personas con Diabetes
No es ningún secreto que
la dieta juega un papel
fundamental en el con-
trol de la diabetes. Cuando se
trata de manejar esta enferme-
dad crónica, no se trata solo de
fijarse en unos pocos alimentos
sino de tener un plato balancea-
do y llevar una alimentación
equilibrada. Realmente no hay
ningún alimento específico que
ayude a controlarla mejor, pero
sí hay algunos que son más re-
comendables que otros.
Así, para cualquier tipo de
diabetes (incluida la tipo 1,
cuando el páncreas produce
poca o ninguna insulina, y la
gestacional, que ocurre durante
el embarazo), las elecciones de
alimentos son importantes. Y
sea cual sea el grupo de alimen-
tos, encontrar opciones saluda-
bles que te gusten es clave para
mantener una dieta que ayude a
controlar el azúcar en la sangre.
Aquí tienes algunos alimentos
recomendados para personas
con diabetes. ¡Fíchalos!
Verduras sin almidón: Se re-
comienda que las personas con
diabetes coman más vegetales
sin almidón que cualquier otra

bohidratos, por lo que no au-
mentarán el nivel de azúcar en
la sangre. Estos vegetales lle-
nos de nutrientes están llenos
de fibra, y esa fibra no digerible

hidratos o azúcares para ayu-
dar a estabilizar el azúcar en la
sangre. Si bien la fibra también
es un tipo de carbohidrato die-
tético, son los otros dos tipos
principales, los almidones y el
azúcar, los que aumentan prin-
cipalmente el azúcar en la san-
gre. Las acelgas, las alcacho-
fas, el apio o la berenjena son
verduras sin almidón.
Verduras de hoja verde: Las
verduras de hojas verdes os-
curas, que no contienen almi-
dón, son recomendables. Las
espinacas, las coles y la col
rizada son potencias nutricio-
nales, cargadas de vitaminas y
minerales que incluyen A, C,
E y K, así como hierro, calcio
y potasio.
Brócoli: Diversas investigacio-
nes sugieren que un compuesto
que se encuentra en el brócoli,

DUNE PALMS ROAD BRIDGE IMPROVEMENTS
SEALED BIDS will be received by the City of La Quinta (City) at the Office of the City
Clerk located at 78-495 Calle Tampico, La Quinta, California, 92253, until 10:00 A.M. on
Monday, September 26, 2022 at which time they will be publicly opened and read for
performing work as follows:
The purpose of the project is to replace the existing low water
crossing spanning the Coachella Valley Storm Water Channel (CVSC)
at Dune Palms Road with a bridge crossing. The proposed work
includes the roadway approach reconstruction to meet the proposed
bridge structure elevation; street widening; construction of curb,
curb/gutter, sidewalk, trail, retaining walls, median paving, driveway
approaches, concrete slope protection and 6-foot tall garden wall;
asphalt pavement with aggregate base; bridge construction; crack
sealing and slurry sealing of roadway within construction limits;
construction of a catch basins and drywells along with 18” and 24”
HDPE N-12 pipe; signing and striping; landscaping and irrigation;
and undergrounding of existing overhead utility poles. Project will
also require the construction and removal of a bypass road, along
with CVWD water main and sanitary sewer relocations. The sewer
relocations will require the Contractor to prepare and implement
a sewer bypass plan, which will need to be approved by CVWD.
Contractor will also be required to demolish two mobile homes
along with the single-family home as noted in the plans, includes
the clearing of each housing pad and disconnecting all utilities
connections to the structures. All project work and incidental items
to complete the project shall be performed in accordance with the
plans, specifications, and other provisions of the contract. All the
above improvements are to be constructed in a workmanlike manner,
leaving the entire project in a neat and presentable condition. Refer
to Sections 3000 and 4000 for more information.
This project shall be completed within 475 working days from the date specified
in the Notice to Proceed. Time for the commencement and completion of the work is
important and is to be of the essence of the Contract. The successful bidder should plan
to order any long lead time equipment items immediately following “Notice of Award”.
A pre-bid conference is scheduled for 9:00 A.M., Thursday, September 8,
2022. The pre-bid conference will be held at City of La Quinta, City Hall located
at 78-495 Calle Tampico, La Quinta, California 92253.

fail to enter into the same, or fails to furnish in a timely manner the bonds and/or proof
of insurance. The City reserves the right to reject any or all bids, and to waive any

Pursuant to the provisions of California Labor Code Section 6707, each bid submitted in
response to this Invitation to Bid shall contain, as a bid item, adequate sheeting, shoring,
and bracing, or equivalent method, for the protection of life and limb in trenches and
open excavation, which shall conform to applicable safety orders. By listing this sum, the
bidder warrants that its action does not convey tort liability to the City, its consultants, and
their employees, agents, and sub-consultants.
Pursuant to Section 1770, et. seq., of the California Labor Code, the successful bidder
shall pay not less than the prevailing rate of per diem wages as determined by the Director
of the California Department of Industrial Relations. These wage rates are available from
the California Department of Industrial Relations’ Internet website at http://www.dir.
ca.gov.
Pursuant to Section 1725.5 of the California Labor Code, no contractor or subcontractor
may be awarded a contract for public work on a public works project unless registered with
the Department of Industrial Relations at the time the contract is awarded. Contractors
and subcontractors may find additional information for registering at the Department
of Industrial Relations website at http://www.dir.ca.gov/Public-Works/PublicWorks.html .
Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed
on a bid proposal for a public works project submitted on or after March 1, 2015 unless
registered with the Department of Industrial Relations. Furthermore, all bidders and
contractors are hereby notified that no contractor or subcontractor may be awarded, on or
after April 1, 2015, a contract for public work on a public works project unless registered
with the Department of Industrial Relations.
Pursuant to Labor Code section 1771.4, all bidders are hereby notified that this project
is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
Pursuant to SB854, all contractors and subcontractors must furnish electronic

The project is partially funded with Federal Surface Transportation funds. As such, the
Contractor and Sub-Contractors shall comply with the Davis-Bacon Fair Labor Standards
Act (23 USC 113), and the implementation regulations issued pursuant thereto (29 CFR
Parts 1, 3, and 5) and any amendments thereof. Pursuant to the said regulations, the
Federal Prevailing Wage General Decision CA20220025 Modification No. 8, dated
August 12, 2022 herewith attached in Section 1300 Contract. However, the most recent
Federal Prevailing Wage Decision in effect for Riverside County within 10 days of the bid
opening shall be used.
Bidders shall promptly notify the City, in writing, about all the classifications of labor
not listed in the prevailing wage determinations but necessary for the performance of the
Work, before bids are submitted.
Bidders are advised that, as required by federal law, the City of La Quinta is
implementing Disadvantaged Business Enterprise requirements for Disadvantaged
Business Enterprises (DBE). Section 2000, “General Project Requirements,” under
subsection titled “Disadvantaged Business Enterprises (DBE)” and subsection titled
“Performance of Subcontractors” of these special provisions cover the DBE requirements.
The DBE Contract goal is twenty-one percent (21%).
Pursuant to Public Contract Code Section 22300, for monies earned by the Contractor
and withheld by the City to ensure the performance of the Contract, the Contractor may,
at its option, choose to substitute securities meeting the requirements of said Public
Contract Code Section 22300.
Affirmative action to ensure against discrimination in employment practices on the
basis of race, religion, sex, color, national origin, age, or disability will also be required.
The City hereby affirmatively ensures that minority business enterprises will be afforded
full opportunity to submit bids in response to this notice and will not be discriminated
against on the basis of race, religion, sex, color, national origin, age, or disability in any
consideration leading to the award of contract.
The Contractor and Sub-Contractors shall comply with “Buy America” requirements
(23 USC 313), and the implementing regulations issued pursuant thereto (23 CFR Section
635.410) and any amendments thereof.
All bidders shall be licensed under the provisions of Chapter 9, Division 3 of the Business
and Professions Code of the State of California to do the type of work contemplated in the
project. In accordance with provisions of California Public Contract Code Section 3300, the
City has determined that the General Contractor shall possess a valid Class A (General
Engineering Contractor), at the time that the bid is submitted. Subcontractors shall
possess valid, suitable licenses for the work they will perform. Failure to possess the
specified license(s) shall render the bid as non-responsive.
The successful bidder will be required to furnish a Labor and Materials bond in the
amount equal to one hundred percent (100%) of the Contract price, as well as a Faithful
Performance Bond, in the amount equal to one hundred percent (100%) of the Contract
price.
Each bidder shall submit with its bid a statement setting forth its experience on the
forms included in the Bid Proposal.

también hay quienes no logran
reaccionar o reprimen sus sen-
timientos por diversos motivos;
quizá para evitar empeorar la
situación o por el miedo a per-
der al otro. Si formas parte de
este grupo, has de saber que es
necesario y saludable permitirte
sentir y expresar lo que sientes.
El enfado es una emoción
natural y necesaria que nos
protege y nos permite poner
límites. Cuando alguien trai-
ciona tu confianza es natural
que sientas enojo y has de
poder exteriorizarlo. Eso sí,
procura hacerlo de una for-
ma asertiva y controlada, que
tenga como objetivo último
obtener una explicación de la
otra persona y buscar solucio-
nes si fuera el caso.
Todos nuestros víncu-
los sociales se constru-
yen sobre la base de la
confianza. Es esta la que nos
permite saber que un emplea-
do cumplirá con su trabajo,
que un amigo será leal o que
nuestra pareja respetará la re-
lación. Cuando nos mienten,
este pilar fundamental se de-
bilita, generando en nosotros
diferentes emociones. Deci-
dir cómo reaccionar ante una
mentira no es sencillo, por eso
queremos ofrecerte algunas
pautas a considerar.
Cuando descubrimos que una
persona cercana nos miente, no
siempre tenemos el autodomi-
nio suficiente para pensar antes
de actuar. Las reacciones vis-
cerales y automáticas son muy
comunes en estos casos, espe-
cialmente si consideramos que
la transgresión ha sido grave o
si nos sentimos profundamente
ofendidos y traicionados.
Aun así, una vez que to-
memos distancia y logremos
apaciguar nuestros ánimos ha-
bremos de decidir qué hacer a
continuación; y es aquí cuando
las siguientes recomendaciones
pueden ser de utilidad.
Analiza tu grado de relación
con la otra persona
Este primer punto es funda-
mental a la hora de tomar una
decisión, ya que no es igual
que te mienta un familiar cer-
cano a que lo haga alguien a
quien acabas de conocer. En
este segundo caso, proba-
blemente la mentira sea una
señal temprana de que no es
conveniente continuar inti-
mando con esa persona. Pero,
de tratarse de un ser querido,
la solución no es tan sencilla.
En este último supuesto será
importante analizar si esta es
la primera vez que esa per-
sona nos engaña o si se trata
de un patrón que se repite; y,
del mismo modo, podríamos
tener en cuenta más informa-
ción (de los que a continua-
ción hablamos) para decidir
cómo proceder.
Evalúa la gravedad
de la situación
Es cierto que el daño a la
confianza se produce siempre,
independientemente de la clase
de mentira a la que nos estemos
enfrentando. Sin embargo, que
alguien finja puntualmente te-
ner un compromiso porque no
le apetece salir no es tan grave
como que la pareja oculte una
infidelidad.
Cada uno de nosotros decide
dónde colocar sus líneas rojas;
aquellas que, de traspasarse,
suponen un punto de no retor-
no en la relación con el otro.
Así, pregúntate si lo ocurrido
va más allá de los límites de lo
que para ti es aceptable.
Sopesa las posibles causas
antes de reaccionar a
una mentira
Es importante considerar que
una mentira puede responder a
diferentes motivos. En ocasio-
nes la deshonestidad surge para
evitar una consecuencia inde-
seada o para obtener algún tipo
de beneficio. Por ejemplo, es
frecuente mentir para preservar
la propia imagen e historia per-
sonal de cara a los demás.
Este tipo de motivaciones
más egoístas son diferentes a
otras derivadas de carencias
emocionales o del carácter.
Por ejemplo, algunas personas
engañan debido a una falta de
autoestima o por una necesidad
de obtener el reconocimiento,
la admiración y la aprobación
de los demás.
Así, pueden llegar a inven-
tar sobre aspectos importantes
de su vida esperando no ser
descubiertas. Incluso, si la ten-
dencia a mentir es recurrente,
es posible que exista de fondo
alguna patología que requiera
intervención profesional.
En cualquiera de los casos,
los motivos subyacentes no
justifican el engaño ni te obli-
gan a perdonar y continuar en
contacto con quien te ha men-
tido. Sin embargo, sí pueden
ayudarte a comprender la situa-
ción más en profundidad.

E l acoso basado en el
sexo o género de un
empleado generalmen-
te se le llama “acoso sexual”.
La conducta de acoso sexual
no necesita ser motivada
por el deseo sexual del aco-
sador y puede ser cometida
por una persona, ya sea del
mismo sexo o sexo opuesto.
Además, la conducta sexual
no es bienvenida cuando la
persona que la experimenta
no da su consentimiento para
dicha conducta.
Hay dos tipos de aco-
so sexual: acoso sexual en
ambiente de trabajo hostil
y acoso sexual a cambio de
algo.
El acoso sexual en ambien-
te de trabajo hostil es donde
la conducta de acoso que está
basada en el sexo de un em-
pleado interfiere en forma
injustificada con el desem-
peño de trabajo de dicho em-
pleado o crea un ambiente de
trabajo intimidante, hostil u
ofensivo. Bajo la ley actual,
solo un incidente de conduc-
ta de acoso es suficiente para
crear un ambiente de trabajo
hostil.
El acoso sexual a cam-
bio de algo significa “esto
por aquello” en latín (quid
pro quo). Ejemplos de este
tipo de acoso incluyen cosas
como exigir favores sexua-
les a cambio de beneficios
de empleo o exigir favores
sexuales mediante amena-
zas de acciones negativas de
empleo. En el acoso sexual a
cambio de algo, el empleador
puede ser responsable, inclu-
so sin tener conocimiento de
que el acoso está ocurriendo.
El acoso ilícito puede ser
físico, tal como ser tocado
sin que usted lo quiera; bro-
mas sexuales inapropiadas,
comentarios despectivos o
insinuaciones; amenazas
verbales de naturaleza se-
xual; acoso visual con textos,
imágenes de Internet, posters
o señas; pedir favores sexua-
les en forma agresiva o repe-
titiva; y mostrar favoritismo

environment. Only one in-

tile work environment under
current law.
Quid pro quo sexual harass-
ment means “this for that”
in Latin. Examples of this
type include things such as
demanding sexual favors in
exchange for employment
benefits, or demanding sexual
favors by threatening negative
employment actions. In quid
pro quo sexual harassment,
the employer can be liable
even if they are not aware the
harassment is occurring.
Unlawful harassment may
be physical, like unwanted
touching; inappropriate sex-
ual jokes, derogatory com-
ments, or innuendo; verbal
threats of a sexual nature; vi-
sual harassment, with texts,
internet images, posters, or
signs; aggressive or repeated
requests for sexual favors;
and showing favoritism
based on sex.
The constant use of social
media and texting in our
society creates a conducive
atmosphere to write inap-
propriate things these days.
Be aware that any employer
or employee who engages in
sexual harassment through
social media may be liable
for harassment, convicted
of a crime, or disciplined or
fired!
Monitor employee com-
munications and prohibit
unlawful sexual conduct in
your workplace.

DUNE PALMS ROAD BRIDGE IMPROVEMENTS
SEALED BIDS will be received by the City of La Quinta (City) at the Office of the City
Clerk located at 78-495 Calle Tampico, La Quinta, California, 92253, until 10:00 A.M. on
Monday, September 26, 2022 at which time they will be publicly opened and read for
performing work as follows:
The purpose of the project is to replace the existing low water
crossing spanning the Coachella Valley Storm Water Channel (CVSC)
at Dune Palms Road with a bridge crossing. The proposed work
includes the roadway approach reconstruction to meet the proposed
bridge structure elevation; street widening; construction of curb,
curb/gutter, sidewalk, trail, retaining walls, median paving, driveway
approaches, concrete slope protection and 6-foot tall garden wall;
asphalt pavement with aggregate base; bridge construction; crack
sealing and slurry sealing of roadway within construction limits;
construction of a catch basins and drywells along with 18” and 24”
HDPE N-12 pipe; signing and striping; landscaping and irrigation;
and undergrounding of existing overhead utility poles. Project will
also require the construction and removal of a bypass road, along
with CVWD water main and sanitary sewer relocations. The sewer
relocations will require the Contractor to prepare and implement
a sewer bypass plan, which will need to be approved by CVWD.
Contractor will also be required to demolish two mobile homes
along with the single-family home as noted in the plans, includes
the clearing of each housing pad and disconnecting all utilities
connections to the structures. All project work and incidental items
to complete the project shall be performed in accordance with the
plans, specifications, and other provisions of the contract. All the
above improvements are to be constructed in a workmanlike manner,
leaving the entire project in a neat and presentable condition. Refer
to Sections 3000 and 4000 for more information.
This project shall be completed within 475 working days from the date specified
in the Notice to Proceed. Time for the commencement and completion of the work is
important and is to be of the essence of the Contract. The successful bidder should plan
to order any long lead time equipment items immediately following “Notice of Award”.
A pre-bid conference is scheduled for 9:00 A.M., Thursday, September 8,
2022. The pre-bid conference will be held at City of La Quinta, City Hall located
at 78-495 Calle Tampico, La Quinta, California 92253.

open excavation, which shall conform to applicable safety orders. By listing this sum, the
bidder warrants that its action does not convey tort liability to the City, its consultants, and
their employees, agents, and sub-consultants.
Pursuant to Section 1770, et. seq., of the California Labor Code, the successful bidder
shall pay not less than the prevailing rate of per diem wages as determined by the Director
of the California Department of Industrial Relations. These wage rates are available from
the California Department of Industrial Relations’ Internet website at http://www.dir.

Pursuant to Section 1725.5 of the California Labor Code, no contractor or subcontractor
may be awarded a contract for public work on a public works project unless registered with
the Department of Industrial Relations at the time the contract is awarded. Contractors

Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed

Pursuant to SB854, all contractors and subcontractors must furnish electronic

provide a copy and proof to the City of online submittal within 2 days of online

The project is partially funded with Federal Surface Transportation funds. As such, the
Contractor and Sub-Contractors shall comply with the Davis-Bacon Fair Labor Standards
Act (23 USC 113), and the implementation regulations issued pursuant thereto (29 CFR
Parts 1, 3, and 5) and any amendments thereof. Pursuant to the said regulations, the
Federal Prevailing Wage General Decision CA20220025 Modification No. 8, dated
August 12, 2022 herewith attached in Section 1300 Contract. However, the most recent
Federal Prevailing Wage Decision in effect for Riverside County within 10 days of the bid
opening shall be used.
Bidders shall promptly notify the City, in writing, about all the classifications of labor
not listed in the prevailing wage determinations but necessary for the performance of the
Work, before bids are submitted.
Bidders are advised that, as required by federal law, the City of La Quinta is
implementing Disadvantaged Business Enterprise requirements for Disadvantaged
Business Enterprises (DBE). Section 2000, “General Project Requirements,” under
subsection titled “Disadvantaged Business Enterprises (DBE)” and subsection titled
“Performance of Subcontractors” of these special provisions cover the DBE requirements.
The DBE Contract goal is twenty-one percent (21%).
Pursuant to Public Contract Code Section 22300, for monies earned by the Contractor

El Informe de evaluación de desempeño anual consolidado (CAPER) del año fiscal (FY) 2021-
2022 describe el progreso realizado en el logro de los objetivos establecidos en el Plan consolidado
2020-2025 y el Plan de acción anual 2021-2022 del Departamento de Vivienda y Desarrollo Urbano
(HUD). Este documento incluye: 1) información sobre el monto de fondos federales y no federales
invertidos en proyectos y actividades; 2) descripciones de los hogares asistidos a través de la inver-
sión de estos fondos; 3) acciones tomadas para promover afirmativamente una vivienda justa; y 4)
otra información relevante al estado de los proyectos financiados por subvenciones administrados
por el Condado que afectan las necesidades locales de vivienda y desarrollo comunitario.
POR LA PRESENTE SE NOTIFICA que la Junta de Supervisores del Condado de San Bernardi-
no llevará a cabo una audiencia pública el martes 27 de septiembre de 2022 a las 10:00 a. m. en las
Cámaras de la Junta de Supervisores, 385 North Arrowhead Avenue, primer piso , San Bernardino,
CA. El propósito de la audiencia es:
