STATEMENT OF OPERATIONS
1. Description of Proposed Use
The renovation of the existing Family Pool is designed to upgrade and modernize one of the resort's
key amenities. Unlike the resort's 39 other pools, which primarily serve as standard leisure pools,
this space is specifically designed with families in mind. The updated design will introduce new
water elements including kid-sized pools with beach entry, splash zones, and interactive play
structures, along with expanded cabana offerings, a larger lounge deck, and enhanced shaded areas
— seating options not otherwise available to families elsewhere on the property. The existing
kitchen and bar will continue to support the pool, providing convenient poolside access to food
and beverage service. Operationally, the Family Pool will function as a daytime-focused amenity
that enhances the overall guest experience, encourages longer stays, and supports increased on-
site spending.
The aquatic area features three swimming pools and one hot spa. The west pool is designated as
the slide splash-down pool; children under 42" are restricted from the slides per manufacturer
requirements, and this information will be posted at the entry to the slide tower. The center pool is
open to all ages for general resort swimming. The east pool is shallow and equipped with a spray
toy system designed for younger children who do not meet the height requirement for the slides.
This system includes steps to a raised platform, interactive spray toys, slides, and ADA-compliant
spray features.
Each pool and spa is served by its own pump, filter, and sanitation system, which operates 24 hours
a day as required by the local health department. A heating and cooling system maintains
comfortable water temperatures year-round — keeping pools warm during colder months and
cooled during summer. The spa is equipped with a heater only, maintaining a maximum
temperature of 104°F per health department requirements. The slide and spray toy systems are
each served by a dedicated pump; these features are manually activated and deactivated by resort
staff during operating hours.
All mechanical equipment supporting the water features is located above ground and screened
from view behind screen walls or within an equipment building — none of it visible from the pool
decking. Sheets SP-301 and SP-302 document the installed water feature equipment, including
plan views, elevations, and 3D schematics. Keynotes on those sheets identify the location, type,
and manufacturer of each piece of equipment.
Each pool and spa is equipped with an automatic refill system. The pools use cartridge filters with
pre-filters that do not require backwashing — only draining during routine cleaning, which occurs
approximately every two weeks during peak summer season and less frequently throughout the
rest of the year. The spa uses sand filters that require periodic backwashing per local requirements;
this water is discharged into a below-grade drywell system located to the north of the center pool,
which also receives gravity-drained water from the pool filters.
Full pool draining is driven by evaporation rates and local water hardness. For a standard pool,
full draining is typically needed every four to five years. For a resort hot spa, full draining may
occur as frequently as once per month.2. Guest Access, Parking & Internal
Circulation
The Family Pool is a guest-only amenity available exclusively to registered La Quinta Resort
guests. No public access or outside membership use is permitted. As such, the pool would continue
to function as an ancillary resort amenity serving the existing on-site guest population, rather than
as a separate destination use.
As evaluated in the Urban Crossroads parking and circulation memorandum, the project does not
include an increase in hotel rooms, guest capacity, or other uses that would introduce new visitors
to the resort. Because the pool would serve guests who are already staying on-site and already
accounted for within the resort’s overall parking supply, no increase in vehicle trips or parking
demand is anticipated.
Operationally, guests access the Family Pool primarily through internal pedestrian pathways
connecting guestrooms and other resort amenities to the pool area. The renovation may improve
the pool experience and redistribute guest activity within the resort; however, it would not change
the guest-only nature of the use, introduce new users, or create a new off-site or publicly accessible
destination requiring separate parking.
To further support internal circulation, the resort provides 24-hour golf cart valet service with on-
demand guest drop-off and pick-up at pool locations and other areas throughout the property. This
service is widely used by resort guests and facilitates movement within the resort without reliance
on personal vehicles once guests are parked and checked in.
Therefore, while the renovated Family Pool may affect how existing guests use resort amenities
during their stay, it would not increase the number of guests, vehicles, or parking demand
associated with resort operations. The project would continue to be served by the existing resort
parking supply and internal circulation system.
