SUBJECT: COMPLETENESS DETERMINATION - LA QUINTA RESORT
RENOVATION OF THE EXISTING FAMILY SWIMMING POOL CUP 2025-
0004
Dear Ms. Vann:
On May 21, 2-026, the City of La Quinta Design and Development Department received second
resubmittal materials for the above-referenced application for a family swimming pool renovation
at the La Quinta Resort property located at 49499 Eisenhower Drive. After reviewing all
submitted information, your application has been found complete.
Additional information is, however, required. Specifically, Public Works requires that you
submit a hydrology memo which explains drainage design for the site. Please prepare that and
submit it to the application file on the Hub.
We have also reviewed the CEQA documentation you provided, and have determined that it
does not support an exemption. The documentation does not provide substantial evidence that
the project will not have an impact on the environment. Please note that the characterization of
the project as being ancillary and no expansion of use is not supported. The facilities
substantially expand both the capacity of the pool as a whole simply due to its size, and the
attraction to guests because of the addition of slides and the kid’s play structure. The City will
require the preparation of an Initial Study for the project. The noise study submitted with the
exemption documents is insufficient and inadequate. Comments have been provided and are
attached. The historic resource analysis must be modified to eliminate references to
exemption, and provide sufficient information for an Initial Study. The Initial Study must also
include an air quality/GHG analysis with a focus on construction emissions and Locally
Significant Thresholds (LST).
Your application will now move to the second step in the City’s application review process, the
distribution to appropriate City departments and other reviewing agencies for review and
comment. This second step typically takes three to four weeks. Please note that additional
materials may be required as your application is reviewed.
We have also received the follow comments, which can be incorporated into your plans now,
or held until the design review is complete and added to your next submittal:
1. From Public Works: Show the lot lines to be adjusted on the grading plan.
2. From the Fire Department: On a site plan, show the fire access walkways to the Slide
Tower from the fire apparatus access road. If the fire access walkway exceeds the
maximum standard length of 150 feet, then the structure may need to be relocated or
mitigation measures can be proposed to the Fire Department for review and approval. We
recommend that you contact Chris Cox, our Fire Marshal, directly to address this.
We also understand that you are undertaking a Lot Line Adjustment or similar mechanisms to
modify the site boundaries. We can either condition the project to complete the lot
modifications prior to any permit issuance, or process it in parallel with this application. Please
let us know which option you intend to pursue.
