A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, AMENDING THE LAND
USE ELEMENT OF THE LA QUINTA GENERAL PLAN FOR
GENERAL PLAN AMENDMENT NO. 86-011.
WHEREAS, the Planning Commission has recommended approval of
General Plan Amendment No. 86-011 pursuant to Section 63350 et seq. of
the California Planning and Zoning Law and has transmitted the same to
this City Council in compliance with Section 65354 of said Law; and
WHEREAS, the City Council has held at least one public hearing on
General Plan Amendment No. 86-011, as required by Section 65355 of the
California Planning and Zoning Law; and
WHEREAS, approval of a land use designation of Mixed Use
Commercial is consistent with goals and policies set forth in the new
La Quinta General Plan; and
WHEREAS, the expansion of the Mixed Use Commercial area west of
Adams Street and north of Avenue 48 is consistent with other properties
located within the Highway 111 Corridor area; and
WHEREAS, the amendment to Mixed Use Commercial on the site will
allow for a more logical and orderly land use pattern within the
Highway 111 Corridor area; and
WHEREAS, the compatibility between the residential and commercial
uses both within the mixed-use project and on surrounding properties
will be assured at the time of the review and approval of the master
site plan; and
WHEREAS, the site has no significant physical constraints which
would prevent development as Mixed Use Commercial; and
WHEREAS, the designation of Adams Street and Avenue 48 as the
Highway 111 Bypass" and the redesignation of that portion of Adams
Street to a Primary Arterial is consistent with the goals and policies
of the La Quinta General Plan; and
WHEREAS, the development of the Highway 111 Bypass" will reduce
traffic congestion on Highway 111 within La Quinta and Indio; and
WHEREAS, although approval of request for Mixed Use Commercial has
the potential to significantly impact the environment, these impacts
will be reduced to the extent feasible by the City1s land use and
design approval of the master site plan and by appropriately condi-
tioning approval to provide mitigation; and
WHEREAS, approval of the Highway 111 Bypass" will not result in
an adverse impact on the environment since all potential impacts of the
project have been reduced to a level of insignificance.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of La Quinta does hereby amend the La Quinta General Plan Land Use Plan
from High Density Residential 8-16 dwellings per acre) to Mixed Use
Commercial for certain property shown and depicted for such change on
the map which is attached to and made a part of this Resolution, and
which attached map is labeled Exhibit A, General Plan Amendment No.
86-011", and amend the Circulation Plan by designating Adams Street and
Avenue 48 as the Highway 111 Bypass" and by redesignating a portion of
Adams Street as Primary Arterial, as depicted on the map which is
attached to and made a part of this Resolution, and which attached map
is labeled Exhibit B, General Plan Amendment No. 86-011".
BE IT FURTHER RESOLVED that the City Clerk shall endorse on said
General Plan Amendment No. 86-011 the date of its adoption by the City
Council and the date of its approval by the Planning Commission.
APPROVED and ADOPTED this 17th day of June 1986, by the
following vote:
AYES: Council Members Allen, Bohnenberger, Cox, Wolff and
Mayor Pena.
NOES: None.
