A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, APPROVING A GENERAL PLAN
AMENDMENT TO UPGRADE MILES AVENUE IN THE
GENERAL PLAN FROM A SECONDARY ARTERIAL TO A PRIMARY
ARTERIAL 110 FEET RIGHT OF WAY)
CASE NO. GPA 86-014 CITY INITIATED
WHEREAS, the Planning Commission of the City of La Quinta,
California, did, on the 25th day of August, 1987, hold a duly-noticed
Public Hearing to consider the City-initiated proposal to upgrade
Miles Avenue from a secondary arterial with 88 feet of right-of-way
to a primary arterial with 100 to 110 feet of right-of-way, located
between Jefferson and Washington Streets all being within the City of
La Quinta; and,
WHEREAS, the City Council of the City of La Quinta, did fix
the date for public hearing to consider said amendment;
WHEREAS, the City Council of the City of La Quinta,
California, on the 15th day of September, 1987, held a duly noticed
public hearing to consider the City initiated application and
recommendation of the Planning Commission concerning General Plan
Amendment No. 86-014; and
WHEREAS, said General Plan Amendment has complied with the
requirements of The Rules to Implement the California Environmental
Quality Act of 1970" County of Riverside, Resolution No. 82-213,
adopted by reference in City of La Quinta Ordinance No. 5), in that
the Planning Director conducted an initial study and has determined
that the proposed General Plan Amendment will not have a significant
adverse impact on the environment; and,
WHEREAS, at said Public Hearing, upon hearing and
considering all testimony and arguments, if any, of all interested
persons desiring to be heard, said City Council did find the
following facts to justify the approval of said General Plan
Amendment:
1. The redesignation of Miles Avenue from a Secondary to a
Primary Arterial 110 feet of right of way) is consistent with
the City's goals to reduce traffic congestion on Highway 111 and
Fred Waring Drive.
2. The upgrade will provide a traffic bypass opportunity to Highway
111 and Fred Waring Drive and potentially reduce traffic
congestion on these parallel facilities.
3. The project proposal is consistent with the General Plan
Community Development Element to provide additional development

^"5 opportunities by supplementing travel capacity for the provision
of density bonuses and other land use intensification programs.
4. There are no physical constraints which would prevent the
development of Miles Avenue*e as a Primary Arterial.
5. The upgrade to Miles Avenue is compatible with the circulation
plans of adjoining jurisdictions.
6. Approval of this proposal will not result in a significant
adverse impact on the environment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of La Quinta, California, as follows:
1. That the above recitations are true and correct and constitute
the findings of the Council in this case.
2. That it does hereby confirm the conclusion of Environmental
Assessment No. 86-064, indicating that the proposed General Plan
Amendment will not result in any significant environmental
impacts.
3. That it does hereby approve of the above-described General Plan
Amendment proposal for the reasons set forth in this resolution
and as illustrated in the map labeled Exhibit A, attached hereto.
PASSED, APPROVED and ADOPTED at a regular meeting of the La
Quinta City Council held on this 15th day of September, 1987, by
the following vote, to wit:
AYES: Councilmen Bohnenberger, Cox, Pena, Sniff, Mayor Hoyle
