CITY COUNCIL RESOLUTION NO. 88-102
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LA QUINTA,
CALIFORNIA, ANNOUNCING FINDINGS
CONFIRMING THE ENVIRONMENTAL
ANALYSIS AND GRANTING APPROVAL TO
CONSTRUCT THE MINI-PARK AT
EISENHOWER STREET AND CALLE COLIMA
WHEREAS, the Open Space/Community Facilities Plan of the
adopted General Plan for the City of La Quinta calls for a
number of mini-parks in the Cove area of La Quinta; and
WHEREAS, in Policy 5.1.4, of the General Plan states:
The City shall establish as soon as possible a
pilot program for mini-parks in residential areas
with deficient open space starting with the Cove";
and
WHEREAS, a site on the northeast corner of Eisenhower and
Calle Colima became available and was purchased by the City as
a possible mini-park site; and
WHEREAS, the location of the site appears to be well
suited as a pre-school and early elementary age oriented
mini-park in terms of accessibility and the demographic
characteristics of surrounding households; and
WHEREAS, a sketch plan of the proposed Mini-Park was
developed by the Planning and Development Department, reviewed
and commented on by the Planning Commission and the Community
Services Commission, and refined by the Public Works
Department; and
WHEREAS, the City Council of the City of La Quinta,
California, did, on the 2nd day of August, 1988, hold a
duly-noticed Public Hearing to consider the environmental
analysis and the Mini-Park plan; and
WHEREAS, said Mini-Park has complied with the
requirements of The Rules to Implement the California
Environmental Quality Act of 1970" County of Riverside
Resolution No. 82-213, adopted by reference in City of La
Quinta Ordinance No. 5), in that the Planning Director
conducted an initial study, and has determined that the
proposed Mini-Park plan will not have a significant adverse
impact on the environmental and that a Negative Declaration
should be filed; and
WHEREAS, at said Public Hearing, upon hearing and
considering all testimony and arguments, if any, of all
interested persons desiring to be heard, said City Council did

find the following facts to justify the approval of said
Mini-Park plan:
1. The plan for the Mini-Park is generally consistent with
the goals, policies and intent of the La Quinta General
Plan.
2. The location is acceptable as a Mini-Park.
3. The site is physically suitable for development into a
Mini-Park.
4. The design of the Mini-Park, its construction, or its
use, are not likely to cause substantial environmental
damage or injury to fish or wildlife or their habitat,
nor are they likely to cause serious threats to public
health or welfare.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of La Quinta, California, as follows:
1. That the above recitations are true and corre*t and
constitute the findings of the Council in this case;
2. That it does hereby oonf irm the conclusion of
Environmental Assessment No. 88-093 relative to the
environmental concerns of this Mini-Park plan;
3. That it does hereby approve, and order the construction
of the above-described Mini-Park for the reasons set
forth in this Resolution and subject to the attached plan
and any minor engineering modifications which may be made
to the plan and approved by the City Manager.
PASSED, APPROVED and ADOPTED on August 2, 1988 by the
following vote:
