A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA, CALIFORNIA, ANNOUNCING
FINDINGS, ADOPTING A NEGATIVE DECLARATION,
AND ADOPTING AMENDMENTS TO THE GENERAL
PLAN OF LA QUINTA.
WHEREAS, the Planning Commission has conducted a
duly-noticed Public Hearing and recommended approval of the
requested Amendments; and,
WHEREAS, the City Council has conducted a
duly-noticed Public Hearing on the Amendments and considered
the recommendation of the Planning Commission; and
WHEREAS, an Environmental Review has been conducted
for the said Amendments complying with the requirements of 1The
Rules to Implement the California Environmental Quality Act of
1970" County of Riverside Resolution NO. 82-213, adopted by
reference in City of La Quinta Ordinance No. 5), in that the
Planning Director has determined after initial studies that the
Amendments will not have a significant adverse impact on the
environment and that a Negative Declaration should be filed
where appropriate; and,
WHEREAS, at said public meeting, upon hearing and
considering all testimony and arguments, if any, of all
interested persons desiring to be heard regarding the
Amendments, said City Council did find the following facts to
justify the adoption of the proposed Amendments.
GENERAL PLAN AMENDMENT NO. 89-025
1. The General Plan Amendment No. 89-025 is consistent with
the remainder of the General Plan.
2. That the environmental impacts were considered in
Environmental Assessment No. 89-132 prepared in
conjunction with the General Plan Amendment and has
considered that no significant environmental adverse
impact will result and that a Negative Declaration is
appropriate for filing.
GENERAL PLAN AMENDMENT NO. 89-026
1. Traffic impacts caused by the implementation of GPA
89-026 can be mitigated to a large degree.
2. The request for Low Density Residential land use at a
density of 2-4 units per acre is consistent with the
goals and policies of the La Quinta General Plan.

^ ;3. The environmental impacts were considered in Environmental
Assessment NO. 89-139 prepared in conjunction with the
General Plan Amendment and that the prior environmental
review for Oak Tree West is adequate in that it addressed
the environmental impacts with the adoption of mitigation
measures.
GENERAL PLAN AMENDMENT NO. 89-027
1. Traffic impacts caused by the implementation of GPA No.
88-021 can be mitigated to a large degree.
2. The request for commercial land use is consistent with
the goals and policies of the La Quinta General Plan.
3. The commercial designated site is envisioned to provide
commercial land uses.
4. Development of the commercial uses will be reviewed for
compatibility as they relate to the existing commercial
designated properties in the City, and in particular the
Village area.
5. That the environmental impacts were considered in
Environmental Assessment No. 89-140 prepared in
conjunction with the General Plan Amendment and has
concluded that no significant environmental adverse
impact will result. A Negative Declaration is
appropriate for filing.
GENERAL PLAN AMENDMENT NO. 89-028
1. a. The properties to be designated Low Density
Residential are suitable for development under that
designation.
b. The portions of the properties to be designated
Very Low Density Residential are suitable for
development under that designation.
C. The portions of the properties to be designated
Special Commercial are suitable for development
under that designation.
2. The Riverside County General Plan designates the Low
Density Residential areas as 2-B, and designates the Very
Low Density Residential areas as 3-A, and designates the
Special Commercial areas as Commercial.
3. The properties are within the La Quinta Sphere of
Inf luence, are contiguous to La Quinta's present
corporate limits, and are a part of a logical extension
of La Quinta and its General Plan.

^ ; 4. The Commercial designated properties have the potential of
development in the County if the area is not eventually
annexed.
5. The additional Commercial designated properties are
envisioned to provide neighborhood commercial land uses
to serve this developing area.
6. That the environmental impacts were considered in
Environmental Assessment No. 89-143 prepared in
conjunction with the General Plan Amendment. The review
of Cities Master Environmental Assessment prepared for
the General Plan and the County General Plan and its
environmental impact report, has considered that no
significant adverse impact will result. A Negative
Declaration is appropriate for filing.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of La Quinta, California, as follows:
1. That the above recitations are true and correct and
constitute the findings of the Council in this case; and
2. That it does hereby confirm the conclusion of
Environmental Assessments in that the Amendments will not
result in a significant adverse impact on the
environment, and that where appropriate a Negative
Declaration is adopted.
3. That the General Plan Amendments attached hereto as
Exhibits A, 1-7", 1B", 1C'1, and D" are hereby adopted.
PASSED, APPROVED and ADOPTED at a regular meeting
of the La Quinta City Council, held on this 17th day of
October, 1989, by the following vote, to wit:

The area north of the Park, bordering on Tampico, offers
an opportunity to expand the commercial district of the
Village across from the future commercial north of
Tampico, and at the same time include high density
residential opportunities in a distinctly Urban Mix'1
configuration of commercial uses with high density
residential above or along side.
The Village at La Quinta Specific Plan will be amended to
provide an unique fifth area for 1'Urban Mix", as well as
amending the Village Zoning Text and Zoning Map.

General Plan Text Amendment No. 5
The revision of the 1989 draft Housing Element.
In the interest of timing, the City Council on July 5,
1989, adopted the draft Housing Element. The State
Department of Housing and Community Development HCD) had
several suggestions for the improvement of the draft
Housing Element. The purpose of the revision is to amend
the text of the newly adopted Housing Element, to
incorporate the suggestions of HCD, and to clarify the
program of action.
