A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LA QUINTA, CALIFORNIA,
ANNOUNCING FINDINGS, CONFIRMING THE
ENVIRONMENTAL ANALYSIS, AND
PREDESIGNATING FOR GENERAL PLAN
PURPOSES CERTAIN PROPERTIES
ADJACENT TO THE CITY REFERRED TO IN
GENERAL PLAN AMENDMENT CASE FILE 90-
033.
CASE NO: GPA 90-033
WHEREAS, the Plannlng Commission has recommended approval of
General Plan Amendment 90-033 pursuant to Section 65350 et seq, of the State
Government Code, and has transmitted the same to the City Council in compliance
with Section 65354 of said Code; and,
WHEREAS, the City Council has held at least one Public Hearing on
General Plan Amendment 90-033, as required by Section 65355 of the State
Government Code; and,
WHEREAS, the Amendments to the La Quinta General Plan Land Use Map
encompasses the following properties:
Area I Located between 52nd Avenue, Madison and Monroe Streets and 53rd
Avenue.
Area 2: Located northwest of the intersection of 58th Avenue and Madison
Street.
Area 3: Located northeast of the intersection of Fred Waring Drive and
Washington Street.
WHEREAS, the land use designation would include the following:
Area 1: From 3-A 4-2 dulac) and 3B 2-4 dulac) to Low Density Residential
2-4 dulac).
Area 2: From Planned Residential Reserve 0 5 dufac) to Low Density
Residential 2-4 dulac)
Area 3: From 2A-MF 8-18 dulac) and 2B 2-5 dulac) to General Commercial,
High Density Residential 8-16 dulac) and Low Density Residential 2-4
dulac).
and as depicted on attached maps labeled Exhibit A GP-90-033" and Exhibit B
GP9O-033; and,

#= WHEREAS, said General Plan Amendment compiles with the requirements
of The Rules to Implement the California Environmental Quality Act of 197O** County
of Riverside, Resolution 82-213, adopted by reference in City of La Quinta Ordinance
No.5), in that the Planning Director has determined, after reviewing the General
Plan, the subject areas, the proposed uses, the adjacent land uses, the planned
capacities of the adjacent roads, and related matters, that the Amendment to the
General Plan is consistent with the General Plan and with the Master Environmental
Assessment, and that no significant adverse environmental impacts will result from
the proposed Amendment; and,
WHEREAS, at said Public Hearing, upon hearing and considering all
testimony and arguments, if any, of all interested persons desiring to be heard, said
City Council did find the following facts and reasons to justify the approval of said
General Plan Amendment:
AREAS I & 2:
I. The properties to be designated Low Density Residential are suitable for
development under that designation and R-1 Zoning.
2. The proposed City zoning classifications are compatible/consistent with the
existing County General Plan Land Use classifications.
3. The environmental review foresees no significant adverse environmental
impact from the proposed preannexation zoning and General Plan Amendment.
4. The properties are within the La Quinta Sphere of Influence and are a part of
a logical extension of La Quinta and its General Plan.
AREA 3:
1. a. The properties to be designated Low Density Residential are suitable
for development under that designation and R-1 Zoning.
b. The portions of the properties to be designated High Density
Residential are suitable for development under that designation and R-2
zoning.
c. The portions of the properties to be designated General Commercial are
suitable for development under that designation and CP Zoning.
2. The proposed City zoning classifications are compatible/consistent with the
existing County General Plan Land Use classifications.
3. The environmental review foresees no significant adverse environmental
impact from the proposed preannexation zoning and General *an Amendments.
4. The properties are not within the La Quinta Sphere of Influence, but are
contiguous to La Quinta's present corporate limits, and are a part of a logical
extension of La Quinta and its General Plan.

#=5. The additional Commercial designated properties are envisioned to provide
neighborhood commercial land uses to serve this developing area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of La Quinta, California, as follows:
1. The above recitations are true and correct and constitute the findings of the
Council in this case;
2. That it does hereby confirm the conclusions of the Environmental Assessment
in that the General Plan Land Use Map Amendment will not result in significant
adverse impacts on the environment, and that a Negative Declaration is hereby
filed for this apph.cation;
3. That it does hereby approve the General Plan Amendment 90-033, consisting
of a Land Use Map Amendment as described in Exhibits 1A91 and B'*, attached
hereto.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the La
Quinta City Council held on this 20th day of November 1990, by the following
vote, to wit:
AYES: Council Members Bohnenberger, Rushworth, Sniff & Mayor Pena
