A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, ESTABLISHING THE CITY'S APPROPRIATION LIMIT
FOR FISCAL YEAR 1991-92 AND APPROVING A BUDGET FOR FISCAL
YEAR 1991-92.
WHEREAS, a budget for the Fiscal Year 1991-92 has been prepared by the City Manager;
and
WHEREAS, the City Council has examined said budget and conferred with the City
Manager, and has had several public meetings to receive pub lie input; and
WHEREAS, the City Council desires to adopt a budget for the fiscal year; and
WHEREAS, the City Council has, after due deliberation and consideration, made such
amendments in the proposed budget as it considers desirable; and
WHEREAS, Section 7910 of the Government Code of the State of California provides that
each year the governing body of each local jurisdiction shall, by resolution, establish its
appropriations limit for the following fiscal year; and
WHEREAS, the appropriations limit for the preceding Fiscal Year 1990-91 was duly and
regularly established at $10,530,213 by Resolution No.90-58 of this City Council; and
WHEREAS, Section 7902(b) of the government Code sets forth the method for
determining the said appropriations limit, to be based upon the limit applicable for the prior
fiscal year and adjusted for changes in the cost-of-living and in population.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of La Quinta, as
follows:
SECTION 1. The appropriations limit for the City of La Quinta established in
accordance with Section 7902(b) of the California Government Code, for the fiscal year
1991-92 is $13,394,431.
SECTION 2. It is hereby found and determined that in compliance with Government code
Section 7910, the documentation used in the determination of said appropriations limit for
fiscal year 1991-92 was available to the public in the Finance Department of the City and
in the Office of the City Clerk at least fifteen days prior to this date.
SECTION 3. The budget, as submitted and on file with the City Clerk, is hereby
approved.
SECTION 4. The City Manager shall have authority to adjust the amounts appropriated
among objects within each departmental activity, and among accounts within the 0b3eets;
provided however, that the total appropriations for each fund may not exceed the amounts
provided in this budget resolution or any amending resolution). Said adjustments shall
be made only upon written justification by the City Manager, or department head(s)
responsible for the activity or activities involved.

SECTION 5. Transfer of cash or unappropriated fund balance from one fund to another
shall be made only upon resolution of the City Council.
SECTION 6. That the prepayment of demands prior to audit by the City Council may
be made by the City Manager in conformity with the authority provided by Section 372O*
of the Government Code of the State of California.
SECTION 7. The City Manager shall render a monthly report to the City Council on the
status of City Operations as r*ates to the approved budget and any amendments thereto.

following vote:
