RESOLUTION NO. 91- 93
A RESOLUTION OF THE CITY OF LA QUINTA, CALIFORNIA,
REGARDING A REGIONAL AFFORDABLE HOUSING STRATEGY
FOR THE COACHELLA VALLEY.
WHEREAS, California affordable housing activities and
programs are financed with 2O* of all property tax increments
generated by a redevelopment areas(s) and placed in a Low and
*oderate Income Housing Account; and
WHEREAS, these local funds are available to meet
community wide affordable housing needs or may be leveraged in
combination with private, State, Federal and other resources; and
WHEREAS, with limited State resources, plus scarce and
dwindling federal resources, it is left to local governments to
assume the leadership in addressing affordable housing problems;
and
WHEREAS, CVAG's Housing Committee and the Technical
Advisory Sub-Committee on Affordable Housing have been meeting to
study and evaluate reforms to California Redevelopment Law that
would maximize the use of tax increment generated resources for
affordable housing and give support to local economic
revitalization goals of redevelopment agencies; and
WHEREAS, there is a demonstrated need for affordable
housing in the Coachella Valley for persons and families that help
support industries that are vital to the regions economy, such as
the hospitality/resort, retail, basic medical services and
agricultural industries.
NOW THEREFORE, BE IT RESOLVED, that local jurisdictions
in the Coachella Valley be allowed to develop voluntary programs,
share expenses and coordinate the delivery of housing set-aside
assistance throughout the sub-region in order to maximize the
number of affordable housing units.
PASSED, APPROVED and ADOPTED this 3rd day of December,
1991 by the following vote:
