1. Introduction / Executive Summary
A. Authority and Scope
In accordance with CELSOC Planning and Zoning guidelines section 65450 Specific
Plans, a planning agency or property owner may cause the preparation of a Specific
Plan for the development of a particular piece of property. The WG Properties, LLC
Specific Plan demonstrates implementation of commercial zoning criteria consistent
with the General Plan in both land use and intensity. Approval of the WG
Properties, LLC Specific Plan is subject to City Council findings as listed in the City
of La Quinta Zoning Code section 9.240 Specific Plans.
B. Purpose and Intent
The purpose of the enclosed site development permit submittal for the WG
Properties LLC Medical and General Office Development is to ensure that this
proposed development satisfies the requirements of the City of La Quinta Zoning
Code and all allowances which may be granted as a part of the Specific Plan,
approval process. The proposed development is consistent with the approved
General Plan, protects the public health, is compatible with adjacent zoning and
uses, and is suitable and appropriate for the subject property. The following
preliminary site development, building development, signage and landscape
documents depict the character of the development.
C. Project Overview
The project site is located in the central Coachella Valley within the incorporated
City of La Quinta (see Exhibit 1 -Regional Map). The site is bounded on the south by
the Omri and Boni Restaurant Specific Plan (project is in the City of La Quinta for
construction document approval), west by Washington Street, east by Caleo Bay and
north by vacant commercial land (see Exhibit 2• Vicinity Map). The site is currently
undeveloped and has a minimum of landscape features on the west side as a part
of the original entrance to Lake La Quinta Project.
The project will develop two single story buildings consisting of a first phase, 8,792
square foot medical building, and a second phase 7,250 square foot general office
building. Additionally appropriate parking, trash areas and landscape improvements
are planed on the site.

Requested Entitlement
The applicant is seeking approval of the City of La Quinta for this specific plan to
be submitted in conjunction with a Site Development Permit Application.
D. The Process and Findings
The following four required findings are necessary to approve the project:
1. Consistency with the General Plan
The proposed development is consistent with the use and intensity with the
general Plan.
2. Public Welfare: The plan or amendment will not create conditions
materially detrimental to the public health, safety and general welfare.
The proposed project is consistent with the City development standards,
engineering standards and fire department requirements designed to protect
the public welfare.
3. Land Use Compatibility: The specific plan is compatible with zoning o
adjacent properties.
The proposed development is consistent with the commercial character and
uses of the properties and major arterial streets surrounding the subject
parcel.
4. Property Suitability: The specific plan is suitable and
appropriate for the subject property.
The project is located at the intersection of Washington Street, a major
arterial and Caleo Bay, a local collector street, a location of which the
General Plan finds appropriate for the type and intensity of the proposed
project. The project complies with the City development standards.

11 Development Plan
1. Existing Site - Zoning Characteristics
The subject site is located in the central Coachella Valley within the incorporated
City of La Quinta. The site is bounded on the north by undeveloped commercial
land, east by Caleo Bay, south by vacant land (Approved Omri and Boni Restaurant
Specific Plan) and west buy Washington Street. The site is zoned CR -Regional
Commercial and is consistent with the General Plan designation M/RC - Mixed
Regional Commercial.
The project site is currently vacant. The site has on significant features and only
a minimum of landscape development along the frontage of Washington Street.
Two sides of the of the site are improved with curb, gutter and sidewalk.. Fire
hydrants have been installed as part of the original tract development in accordance
with City of La Quinta standards.
Phasing Plan
The project is designed to be built in two phases. Phase 1 shall be the 8,792 s.f.
medical building, with all the parking lot improvements as shown on the Site Plan
Exhibit D and the landscaping as shown on Exhibit G. Phase 2 shall be a future
6,500 s.f. general office building as shown on Exhibit D.
Architectural Land Use - Site Plan
The site plan with two building locations are shown on Exhibit 5 - Site Plan. The
Specific Plan proposes two one story buildings, with the required parking.
Circulation through the parking lot is by two connecting driveways. One connecting
driveway from Washington Street and the other from Caleo Bay. A second driveway
at the north end of the project is off of Caleo. This Driveway serves three parking
spaces and a trash area for the Phase 1 Medical Building of 8,792 s.f.. and Phase
2 general office building of 6,500 s.f.. The parking demand calculation for the
project is based on the City of La Quinta parking ordinance. The timing use of the
buildings both Phase 1 and 2 is form 8 am to 6 pm weekdays and, with no real use
planned for weekends.
City parking requirements.
Medical Office: 1 car space per 200 s.f. of building for first 2000 s.f. of medical
office space and 1 car spaces per 175 s.f. of building for the remaining medical
office area.
General Office: 1 Space for every 250 s.f. of office area.

Phase 1, Medical Office 8,792 s.f. required parking
First 2000 s.f. = 10 spaces required

The total parking lot car parking lot and parking spaces shall be developed within
Phase 1. Phase 2 general office building area shall be left as a future building pad
until it is developed at a later date.
Building setbacks, signage requirements are in accordance with current City of
La Quinta standards.
Design Guidelines
A. Overview
The design intent of this project is mediterranean modern. Using a mixture of
mission tile roofing material with flat roof elements, arches and columns. The
flat roof elements shall have cove moldings at the top. The columns shall have
curved arches with capitals and bases. The windows and doorways shall have
plaster moldings at tops, sides and sills.
B. Architectural Guidelines. The building consists of a palette of desert
colors to match the existing mountains and desert scape. Two buildings are
anticipated, one in Phase 1, and the other in Phase 2. The Phase 1 consists of a
8. 792 s.f. building and parking lot with proposed landscaping.
Roof Lines and Screening
Roofs are a mixture of 4 in 12 sloped mission tile roofing and flat roof elements,
that will hide the roof mounted HVAC equipment.
Architectural features
The medical office buildings in Phase 1 and the general office building in Phase
2 are designed to take advantage of the mountain views to the west and south.
Site and Building Lighting
Site lighting shall be designed to meet City of La Quinta parking lot lighting
standards.

Plaster: Shall be white beige, light beige, beige, and
reddish beige to match the colors of the
surrounding mountains.
Glass: Shall be solar bronze.

Section 9.150.060.D.3., and walking access from Washington St.
Facilities Maintenance
The project management is the responsibility of the ownership of the project.
Maintenance will be in accordance with City of La Quinta guidelines.

LANDSCAPE NARRATIVE
A. The landscape design and implementation of the project will meet
the City of La Quinta Design Guidelines for arid zone planting.
B. Carried throughout the project, the landscape design shall follow a
mediterranean and desert theme,. Using water conserving, low
maintenance plants similar to the landscape concept development
for the City of La Quinta Highway 111 Corridor, supplemented with
other drought tolerant plants.
C. The street landscaping and 100 year storm retention basin along
Washington Street is already in place. This landscaping and
retention basin was installed over a year ago. This landscaping
incorporates a mixture of, date palms, mexican fan palms and
desert willow trees, with lawn ground cover.
D. The driveway entrances shall have groupings of chilensis mesquite
trees.
E. The parking lot shall be shaded with chilensis mesquite trees, where
space is limited (for example: near buildings) mexican fan palms will
be used.
F. Annual flowers will be planted in small quantities in restricted
locations such as near the building.
H. Phase Two building pad area shall be landscaped in gazania hydro -
seed mix.
G. Landscape Palette: See the planting list and the conceptual
landscape plan.
H. Landscape maintenance: A landscape maintenance: A landscape
maintenance manual shall be submitted as part of the general
planting specifications.

LANDSCAPE GUIDELINES & NOTES
1. Detail planting and irrigation plans shall be prepared and submitted
at a later stage as part of the final landscape construction drawings
for the project. The plans will meet city ordinance and the
Coachella Valley Water District (CVWD) requirements.
2. Size of all trees to be min. 24" box. Size of palm trees to be min. 8'
tall with brown trunk. Size of large scrubs: 15 gal.; medium shrubs:
5 gal.; small shrubs: 1 gal.; ground cover 1 gal. or flats; specimen
plants; to be selected. Turf shall be sod/seed.
3. Height of earth mounds (when shown) to be max. 3'-0" above curb or
nearest pavement in areas between curb.
4. Inert materials -decomposed granite, pebbles, river rocks, etc. will be
placed over layer of filter fabric.
5. Boulders will be size from 2'-5' and set 1/3 of height into finish
grade. Color: Gray granite.
6. Irrigation system to be fully automated. There shall be complete
separation between different plant groups: Trees, shrubs and ground
cover.
7. No overhead spray heads shall be installed at street curbs, in
planter islands in parking lot and in planters next to Phase 1
building. Overhead spray heads will be used for Phase 2 building
pad ground cover only.
