RESOLUTION NO.95-04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, AMENDING PERSONNEL SYSTEM RULES WITH REGARDS
TO ADMINISTRATIVE LEAVE AND EXEMPT CLASSIFICATIONS FOR CERTAIN
EMPLOYEE POSITIONS.
WHEREAS, the City Council is authorized and directed under the provisions of Municipal
Code Section 2.08.060(B) to adopt rules for the administration of the personnel system created
in that section; and,
WHEREAS, Resolution 88-29 established those rules which are commonly referred to as
the City of La Quinta Personnel Policies; and,
WHEREAS, it is necessary from time to time to amend those policies to provide for an
equitable system of personnel management in Municipal Government.
P NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF LA
QUINTA, CALIFORNIA DOES HEREBY AMEND RULE X, SECTION 3(F) EXEMPT POSITIONS"
AND RULE X, SECTION 7 ADMINISTRATIVE LEAVE" AS FOLLOWS:
ADMINISTRATIVE LEAVE
PURPOSE: To provide administrative leave for certain management positions that are exempt
from overtime and compensatory time off this is an issue for non-exempt).
POLICY:
I. EXEMPT POSITIONS
A. The following Department Directors and Professional/Management
employees are exempt from, and do not earn overtime and compensatory
time off:
1. City Manager
2. Administrative Services Director/City Clerk
3. Finance Director
4. Accounting Supervisor
5. Assistant to the City Manager

6. Building & Safety Director
7. Assistant Director of Building & Safety
8. Parks & Recreation Director
9. Community Development Director

12. Senior Engineer 2)
13. Associate Engineer
14. Maintenance Manager
15. Recreation Supervisor
II. ACCUMULATION OF ADMINISTRATIVE LEAVE
A. These positions shall be granted Administrative Leave, which must be taken
in the year in which it is granted. Administrative Leave hours shall be
credited on January 1st of each year, and shall not be carried over beyond
the calendar year in which it was granted. if an individual fails to take
Administrative Leave during the year, the employee does not receive
payment for the leave hours not taken.
B. The following positions shall be granted eighty 80) hours of Administrative
Leave annually. The Administrative Leave time off shall be allowed at the
discretion of the City Council:
1. City Manager
2. Administrative Services Director/City Clerk
C. The following positions shall be granted eighty 80) hours of Administrative
Leave annually. The Administrative Leave time off shall be allowed at the
discretion of the City Manager:
1. Finance Director
2. Building & Safety Director
3. Parks & Recreation Director
4. Community Development Director
5. Public Works Director/City Engineer
D. The following positions shall be granted forty 40) hours of Administrative
Leave annually. The Administrative Leave time off shall be allowed at the
discretion of the respective Department Directors:

Ill. EXCEPTIONS
A. The current Assistant Director of Building & Safety is granted eighty 80)
hours of Administrative Leave annually. Any subsequent individuals in
that position will accrue time off in accordance with Section ll.D of this
policy.
B. The positions of Senior Engineer and Associate Engineer are listed in this
policy as they are allocated in the approved personnel roster. Regardless
of any type of underfill" status, Administrative Leave is granted in
accordance with this policy.
Iv. PERSONNEL RULES
A. This policy supersedes the Personnel Rules adopted in those Rules
pertaining to Administrative Leave and are replaced by this policy.
PASSED, APPROVED AND ADOPTED by the City Council of the City of La Quinta,
California this 7th day of February, 1995, by the following vote:
