OF ThE CITY COUNCIL OF THE CITY OF
LA QUINTA ENDORSING THE CONCEFr OF
A COACHELLA VALLEY NAFTA RAIL
CORRIDOR.
WHEREAS the City Council of the City of La Quinta is the Council of record
representing the juristiction of the City of La Quinta; and
WHEREAS the City of La Quinta's key industry, tourism, is enhanced by clean air and
the pristine desert environment; and
WHEREAS, with the passing of NAFTA by the United States, Congress has lowered
barriers to free trade with Mecico; and
WHEREAS, NAFTA related studies suggest a major new port of entry at Calexico, with
some estimates showing more than 2,500 trucks per day crossing the border and passing through
the Coachella Valley; and
WHEREAS, surface streets and highways between Calexico and Interstate 10 are not
sufficient to support the estimated truck traffic; and
WHEREAS, the projected truck traffic and its inherent air pollution will adversely affect
the local air quality and in turn negatively impact the tourism economy of the Valley; and
WHEREAS, the existing rail facilities from Calexico through the Coachella Valley, with
upgrades, could provide an alternative transportation mode to highway truck transport; and
WHEREAS, rail transport of *piggyback*t or containerized cargo would significanily
reduce air pollution,
NOW, ThEREFORE, BE IT RESOLVED the City Council for the City of La Quinta
hereby endorses the concept of a Coachella Valley NAFTA Rail Corridor, including
improvements to develop a double track system from Calexico to Riverside California
