A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, CERTIFYING A NEGATIVE
DECLARATION OF ENVIRONMENTAL IMPACT FOR
ENVIRONMENTAL ASSESSMENT 96-314 PREPARED FOR
ZOA 96-029.
ENVIRONMENTAL ASSESSMENT 96-314
THE CITY OF LA QUINTA
WHEREAS, the City Council of the City of La Quinta, California, did on
the 5th day of March, 1 996, hold a duly noticed Public Hearing to consider
amendment of Chapter 9.21 2 of the Municipal Code pertaining to sign regulations;
and,
WHEREAS, the Planning Commission of the City of La Quinta, California,
did on the 1 3th day of February, 1 996, hold a duly noticed Public Hearing to consider
amendment of Chapter 9.212 of the Municipal Code pertaining to sign regulations;
and,
WHEREAS, said Zoning Ordinance Amendment has complied with the
requirements of The Rules to Implement the California Environmental Quality Act of
1 970" as amended) Resolution 83-68 adopted by the La Quinta City Council) in that
the CommuniW Development Department has prepared Initial Study EA 96-314; and,
WHEREAS, the Community Development Director has determined that
said change of land use designation and zone classification will not have a significant
adverse effect on the environment and that a Negative Declaration of environmental
impact should be filed; and,
WHEREAS, upon hearing and considering all testimony and arguments,
if any, of all interested persons desiring to be heard, said City Council did find the
following facts, findings, and reasons to justify certification of said Environmental
Assessment:
1. The proposed Amendment will not adversely affect the planned development
of the City as specified by the General Plan for the City of La Quinta because
the sign regulations provide requirements which work in concert with, and
enhance, the development of the City of La Quinta.
2. The proposed Amendment will not be detrimental to the health, safety, and
welfare of the City because the sign regulations are designed to insure unsafe
conditions do not occur.
3. There will be no significant adverse impacts resulting from this Zoning
Resocc.168

Ordinance Amendment because the sign regulations by their nature, create
conditions which enhance, control, and are compatible with while permitting
adequate identification of commercial and residential uses.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
La Quinta, California, as follows:
1. That the above recitations are true and correct and constitute the findings of
the Council for this Negative Declaration of environmental impact.
2. That it does hereby certify Environmental Assessment 96-314 with the
adoption of a Negative Declaration for the reasons set forth in this Resolution
and as stated in the Environmental Assessment Checklist and Addendum,
labeled Exhibit A" EA, on file in the Community Development Department.
PASSED, APPROVED, and ADOPTED at a regular meeting of the La
Quinta City Council held on this 5th day of March, 1 996, by the following vote, to
wit:
