A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
COUNTY OF RIVERSIDE, STATE OF CALIFORNIA IN OPPOSITION OF
THE GOVERNMENT COST SAVINGS AND TAXPAYERS PROTECTION
AMENDMENT."
WHEREAS, everyday billions of dollars of critical building, engineering, and
design projects are underway from seismic retrofitting to flood control to schools
and hospitals, and
WHEREAS, State, Regional, and Local Governments are currently allowed the
flexibility to contract with private firms on a competitive basis to design these
projects, and
WHEREAS, this process allows government the essential flexibility to use
private firms to deliver a project on time and cost effectively, and
WHEREAS, the Government Cost Savings and Taxpayers Protection
Amendment" limits the flexibility of utilizing private firms, and
WHEREAS, the amendment may increase the time in completing projects that
are funded by federal and state funding sources for either the construction and/or
maintenance of the project, and
WHEREAS, the amendment further stipulates that the contract shall be
awarded through a publicized competitive bidding process involving sealed bids
where each contract shall be awarded to the lowest qualified bidder, and
WHEREAS, the public is better served by awarding a contract based on
qualifications and not on low bid.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of La
Quinta opposes the Government Savings and Taxpayers Amendment."
