MINUTES
AUGUST 24, 1993
A Special Meeting of the La Quinta City Council was called to order at the hour of 12:00 Noon
at La Quinta Hotel.
PRESENT: Council Members Bangerter, Perkins, Sniff, Mayor Pena
ABSENT: Council Member McCartney
The purpose of this Special Meeting was to meet in joint session with the Riverside County
Region Building Industry Association.
Mr. Ed Kibbey, Executive Director, BIA, announced that the purpose of this meeting was for
everyone to gain insight from one another.
Mayor Pena welcomed everyone to visit the new Civic Center and commented that it is the
City's philosophy to be user and developer friendly." He then gave an overview of
development, improvements, and projects planned within La Quinta.
Council Member Bangerter asked what the City could do to help in providing services for the
building industry.
It was suggested that the City along with the County and CVAG work together in moving the
Washington Street Interchange Improvement project along quickly. Mr. Kibbey advised that
CVAG informed them that the RTC bonding capacity has been increased to $500,000 million,
however, other jurisdictions in the County will be applying for those funds before they are able
if everyone does not work together.
Many comments were made that the building industry has had an excellent working relationship
for many years with the City. Both the Engineering and Planning Departments communicate
very well and staff is great to work with and responsive to their needs. This can continue as
long as the City does not make it difficult for the builders, developers, and people within the
community.
It was suggested that the City market these qualities by bringing additional awareness to the
business community.
In response to Mr. Kibbey, Mayor Pena commented that the City was extremely satisfied with
the quality of the product the building community has been bringing to La Quinta.
Mayor Pena commented on the City's budget and about the devastating effect SB 1290 will have
on the smaller cities. He asked that everyone become familiar with it and commented on

portions of the Bill, which he felt should be modified.
Mr. Hunt, City Manager, expressed his extreme pleasure in La Quinta and found both staff and
Council very professional, looking out for the best interest of the City. He stated that the City
is in the customer service business.
Mayor Pena explained that it is not a good time to increase fees with the economy as it is.
Council Member Bangerter asked how unlicensed contractors affect the building industry and
she was advised that it is unlawful to hire unlicensed contractors.
A BIA member discussed a proposal that is going before the Assembly requiring every City in
the State to provide for inclusionary zoning as well as additional mandates being placed on both
the building industry and municipal government. He invited the City to attend their functions
at which time the effect of new proposals could be discussed and acted on. He believes that as
the building industry and the City continue to work together, each will become aware of what
the other can or cannot do.
Council Member Perkins commented that La Quinta has started encouraging use of local
contractors and local labor.
BIA and Desert Contractors promoted their annual Builders Festival for child-care facilities and
asked that the City lead the community in bringing donations to this festival. This will go
toward a facility in La Quinta and generate extra funds for affordable child care in the Valley.
Mayor Pena commented that the City has been very proactive in child care in referring to the
youth center and a recent donation to the Riverside County Child Care Coalition.
Council Member Sniff expressed his concern for the need for energy efficient homes because
he does not see that happening and the time for it is now
Comments were made about the many mandates placed on developers to build energy-efficient
homes. With the continual increase of mandates, it is causing homes to go up in price which
will eventually eliminate the cost effectiveness of these energy- efficient homes.
Mayor Pena commented that everyone is in this together and thanked everyone for attending.
Diane Schmidt, President of BIA, commented that they appreciate the good relationship they
have with the City.
Mr. Kibbey announced that there will be a Technical Breakfast on Tuesday, August 31, 1993
at 7:00 a.m. at Marie Callender's restaurant for $15 concerning the new tax bill; a dinner
meeting is upcoming; and on Wednesday, September 22, 1993, there will be another Technical
