JOINT STUDY SESSION
JULY 9, 1992
Special Joint Study Session of the La Quinta City Council and the
Coachella Valley Recreation & Parks District was called to order at
the hour of 7:00 P.M., Mayor Pena/Chairman Macknicki presiding.

PRESENT: Council Member Franklin, Rushworth, Sniff & Mayor ena
ABSENT: Council Member Bohnenberger
D?TION: It was moved by Council Members Sniff & Franklin to
excuse Council Member Bohnenberger. Motion carried unanimously.
Roll Call-Coachella Valley Recreation & Parks District
PRESENT: Danny Garza, Joanne Gilbert, Richard Macknicki, Jacques
Abels, Gordon Jensen and Danny Garza
ABSENT: None
Mayor Pena advised that he hopes to have productive discussion on
the few issues listed on the agenda. He further advised that by no
means are they prepared to make any decisions, but simply to open
dialogue between the Coachella Valley Recreation & Parks District
and the City of La Quinta on how to better serve the residents with
recreational services.
Don Martin, Coachella Valley Recreation & Parks District Manager,
addressed the City Council stating that when two agencies such as
the CVRPD and the City meet to discuss mutual areas of concern,
this shows that both agencies can cooperate and understand problems
existing now and should be encouraged to an even greater extent to
work for mutual areas that can develop our recreation district and
the City.
Chairman Macknicki thanked the City Council on behalf of the Board
of Directors of the Coachella Valley Recreation & Parks District.
He advised that the CVRPD appreciates the opportunity to explore
possibilities relative to recreation & parks within the City of La
Quinta. The CVRPD Board is present to cooperate. The sole purpose
of the CVRPD is to provide recreation and parks within their
boundaries, which the City of La Quinta lays within. Chairman
Macknicki gave a brief summary of the CVRPD beginning, goals and
objectives.

Director Abels advised that the CVRPD is present to accomplish
parks & recreation in all areas. He advised of the parks &
recreation building that is being built in Indio, adding that it
will be one of the finest recreation facilities in the Coachella
Valley.
Mayor Pena advised that the City Council appreciates the Board of
Directors of the Coachella Valley Recreation & Parks District
attending the meeting. He expressed hope that this will be the
beginning of a continuing dialogue with the lines of communication
remaining open and positive, so that the end result will be that
the residents will have better parks and recreation and better
services in these times of economic problems.
DISCUSSION ITEKS
1. Co?!?mmity Park
In response to Council Member Franklin, Director Abels advised
that the CVRPD receives about $200,000 per year for the City
of La Quinta. He further advised that it is all spent in La
Quinta.
Scott Morgan, Assistant District Manager of CVRPD, advised
that the majority of the indoor programs are held in the
Community Park. They include the preschool program, summer
day camp, a joint use with the La Quinta Boys & Girls Club and
night exercise program.
Council Member Rushworth advised that he would like to skip to
Item No. 3, the Sports Complex and asked if the CVRPD proposal
is adequate.
Mr. Genovese advised that the City has received the proposal
and met with the CVRPD. He further advised that before any
recommendations are given, a further analysis is needed.
In response to Council Member Rushworth, Mr. Geflovese advised
that the proposal would be negotiable, but the other options
that might be available need to be researched.
Mayor Pena advised that the Community Park belongs to the
Coachella Valley Recreation and Parks District and not the
City and asked for a brief background.

Mr. Morgan advised that the Community Park at one time was
owned by Santa Carmelita Water District that serviced the La
Quinta area. When the water district halted existence, the La
Quinta Chamber of Commerce could not take over the park
because they could not own land. At that time the CVRPD took
over the land and now holds the deed.
In response to Mayor Pena, Mr. Morgan advised that there are
deed restrictions on the land that pertain to the sale of the
property and possibly regarding what the District can do with
the property.
Mayor Pena questioned if the District could long-term lease
the property for park uses.
Mr. Morgan advised that he was not sure.
Mayor Pena advised that the reason for the questions are
because the City has had discussions pertaining to acquisition
of the property by either long-term lease or trade for another
piece of property that is owned by the City.
Chairman Macknicki advised that the current project in Palm
Desert was basically the same scenario. Over the years the
CVPRD had property that the City of Palm Desert wanted and
through negotiations, contracts and special legislation
through Sacramento a trade was made. The provisions of the
trade of that property for their specific use was that the
CVRPD would be provided with a facility. The contract has
been awarded and will provide the CVRPD with a 20,000 sq. ft.
complex.
Mayor Pena questioned if CVRPD?s Legal Counsel could research
the types of conveyances that may be available on the
property. He further advised that Council directed staff to
work with the surrounding property owners to look at
circulation problems around the park and through the Village.
The City would like to include the Planning Staff of the CVRPD
on this. The City would like to move quickly on this project
as there are circulation problems that are paramount to the
City, especially the intersection of Montezuma and Eisenhower.

Director Jensen advised that the only problem he sees would be
the historical nature. On the Palm Desert property, there was
federal grant money that went into the tennis courts and there
are restrictions on property once federal dollars are
involved. He further advised that the CVRPD is not sure
whether federal dollars have been involved in the La Quinta
property.
Mayor Pena advised that the change to the park would be with
circulation and adding parking, but still remain as park use.
Maybe a different type of park use.
Director Abels advised that they have discussed working with
the City to build a facility at the Fritz Burns Park, to be
designed by the City and CVRPD. He advised that the contract
with the City of Palm Desert was for $1,850,000.
Mr. Morgan advised that the Palm Desert facility includes a
full regulation basketball court, two regulation volleyball
court overlays on two non-regulation basketball court overlays
in the gymnasium, a weight-room facility, two indoor
racquetball courts, a multipurpose room, kitchen facilities
and a children's activity room.
Mr. Morgan advised that this facility is funded through a land
exchange and the Palm Desert Redevelopment Agency. As a part
of this deal there was a pass-through agreement to make sure
that there are adequate funds.
Council Member Franklin advised that the City of La Quinta
would like to have the Community Park back and would like to
work with the CVRPD in order to obtain it. She asked if the
CVRPD agreed to this exchange, what would they want in return.
Director Abels advised that the two bodies would have to enter
into negotiations.
In response to Council Member Franklin, CVRPD Board Members
believed that it's a realistic idea.
Discussion ensued regarding the type of services that will be
beneficial to La Quinta residents.

Council Member Franklin advised that there are immediate
recreation needs to obliterate gang problems in La Quinta.
There is a need for a facility that will keep the kids busy
from the hours of 2:00 PM to 5:00 PM. Possibly a weight room
and boxing facility.
In response to Council Member Franklin, Director Abels advised
that in Palm Desert they had temporary facilities until a
permanent one could be built. This could be worked out with
portable buildings.
Mayor Pena advised that the City could work with the La Quinta
Middle School to get the at-risk youths off the streets. The
youths are looking for alternatives to get of f the streets.
Director Jensen advised that baseball leagues could be
expanded to include this age group.
Council Member Rushworth advised that it would be a fairly
simple thing to set up a boxing ring in the auditorium at the
La Quinta Middle School.
In response to Council Member Rushworth, Mr. Morgan advised
that the CVRPD has a working relationship with Lee Espinoza,
who is the Coach of the Coachella Boxing Club. He has a fleet
of well-qualified coaches who may be interested in expanding
their program.
Council Member Sniff the CVRPD needs to discuss among their
staff what they can provide the City of La Quinta, how quickly
and at what cost.
Director Macknicki advised that through programming, the CVRPD
can satisfy the needs of La Quinta. The CVRPD can come up
with a proposal and research the legal aspects.
Council Member Sniff advised that discussion is needed as to
whether the CVRPD can provide services that the City cannot.
There is an immediate need to produce a program. The City
must recover the park in order to make The village viable. It
needs to be determined what the value of the park is and what
it's worth.
Director Jensen questioned what City Staff is doing to address
the youth problems.

Mr. Clint Bohien, Park & Recreation Manager, addressed the
Council and CVRPD Board advising that he is currently working
with the Community Services Commission and several other
recreation agencies including the CVRPD to coordinate
resources and attempt to address some of the problems in the
Community relative to gangs and at-risk youths. The City?s
Parks & Recreation Department, being a staff of one, is not
currently prepared to address this issue on his own. The
Parks & Recreation Manager has presented programs that have
been reviewed and approved. He briefly reviewed his
background in the Parks & Recreation field.
Council Member Franklin advised that the City has an immediate
problem and wants to know what the CVRPD and the City can do.
Chairman Macknicki advised that the CVRPD programs can be
arranged to fit the needs of the youth in La Quinta.
Mayor Pena advised that the children with a problem can be
contacted and advised of the programs offered.
Council Member Franklin advised that the La Quinta Middle
School multi-purpose room and the Child-Care Center are
available for evening use. All options need to be explored.
Director Abels advised that we need to get involved with the
seniors. The CVRPD has a van that could be used for trips.
Mayor Pena advised that the immediate need for the Seniors is
an exercise room.
Director Jensen advised that priorities will be addressed for
the La Quinta area.
Council Member Sniff advised that the costs need to be
addressed as well as funding.
Council Member Sniff advised that the CVRPD is spending
$200,000 in the La Quinta area and asked what programs are
being funded and are they completely utilized and if not maybe
they could be better publicized.

Director Gilbert advised that she has not seen a community
room used more than the one at the La Quinta Community Park.
Shifting programs around would probably not be a problem, but
where do you draw the line of what will be taken away.
Mayor Pena advised that maybe programs could be relocated to
make better uses of the Community Center.
Council Member Franklin advised that the kids are closer to
the Community Park center.

Director Abels advised that he and Mr. Morgan have talked with
the Seniors and advised them of the availability of programs
that CVRPD could start with. He gave an example; if the
seniors want to go to the San Diego Zoo, CVRPD has a van and
driver for them.
Director Jensen advised that when the CVRPD did their Master
Plan, La Quinta was included indepth. He further advised that
one of the things that the City should be aware of is the
responses of the La Quinta residents when the Master Plan was
being prepared.
Council Member Franklin requested a copy of the La Quinta
residents responses.
Council Member Sniff advised that the City has recently
concluded a survey from more than 1000 citizens, which he
recommended be shared with CVRPD.
Mr. Genovese advised that the City will provide CVRPD a copy
and update them on where the City stands on both parks.

Mr. Bohien advised that the next meeting for the Fritz Burns
Park will be on July 16, 1992 at 7:00 p.m. There will be a
special meeting on July 13, 1992 for the Community Services
Commission to meet with the Design Firm for Community Park
North at City Hall at 7:00 p.m.
In response to Council Member Sniff, Mr. Martin advised of his
background in Senior programming. He further advised of the
Senior Olympics that are becoming popular all over the
Country.
Council Member Sniff advised that the City could supply CVRPD
with a current list of senior programs with the possibility of
CVRPD supplementing the programs.
David Orme, Senior Center Volunteer, advised that the City is
in contact with the architect for the Senior Center. The
building design is very functional with a multi-purpose room,
billiards, arts & crafts, health center and painting & bridge
room.
Council asked that the two staffs get together to see what
kind of immediate programming can be done for the 11at risk'1
and other teenage groups.
Director Jensen questioned if there had been any reports from
the Sheriffs Department regarding critical needs as they see
them.
Mayor Pena advised that Mr. Bohlen has mentioned that the
Sheriff's Department has been involved in the meetings and
they are providing input.
Director Abels advised that the Security Officer for Desert
Sands Unified School District gave a presentation on the Gang
infiltration.
Mayor Pena advised that it?s going to take all of us to get
involved to eliminate this problem. Not only will we provide
them with opportunities to divert, but we will be tough on
them where need be.
3. Sports Complex
Proposal suixiiitted by C.V.R.P.D. for scheduling.
Mayor Pena advised that staff has been directed to review the
proposal.
