1991 07 23 CC Minuteso LA QUINTA CITY COUNCIL MINUTES JULY 23, 1991 Adjourned meeting of the La Quinta City Council was called to order by Mayor Pena, at the hour of 5:30 P.M., followed by the Pledge of Allegiance. PRESENT: Council Members Bohnenberger, Rushworth, Sniff, Mayor Pena ABSENT: Council Member Franklin It was moved by Council Members Sniff/Bohnenberger to excuse Council Member Franklin. Motion carried unanimously. BUSINESS SESSION 1. CONSIDERATION OF ACTIONS RELATING TO ASSESSMENT DISTRICT 91-1 PHASE IV COVE IMPROVEMENT PROJECT: Council Member Sniff and Council Member Bohnenberger advised that they would be abstaining from this issue due to a conflict of interest. Mr. Keith Khorey with Fieldman Rolapp advised that the amount of unpaid assessments is $2,244,560.37. see note at end) RESOLUTION NO. 91-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, DETERMINING UNPAID ASSESSMENTS AND THE MANNER OF PAYM? THEREOF. ASSESSMENT DISTRICT NO. 91?1. It was moved by Council Member Rushworth, seconded by Mayor Pena that Resolution No. 91-60 be adopted. Motion carried by the following vote: AYES: Council Member Rushworth, Mayor Pena NOES: None ABSTAIN: Council Members, Bohnenberger, Sniff ABSENT: Council Member Franklin RESOLUTION NO. 91-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINT, CALIFORNIA, PROVIDING FOR THE ISSUANCE AND SALE OF BONDS FOR ASSESSMENT DISTRICT NO. 91-1 IN THE AMOUNT OF $2,244,560.37. It was moved by Council Member Rushworth, seconded by Mayor Pena that Resolution No. 91-61 be adopted. RESOLUTION NO. 91-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA AWARDING THE BONDS OF ASSESS?DISTRICT NO.91-i TO THE BEST BIDDER. It was moved by Council Member Rushworth, seconded by Mayor Pena that Resolution No. 91-62 be adopted. APPROVAL OF FINAL TRACT 26016 PAINTED COVE II BAJADA) PETER MINISTRELLI. 2. APPROVAL OF AGREEMENT WITH RIVERSIDE COUNTY OFFICE ON AGING FOR PARTICIPATION IN TITLE V PROGRAM. 3. APPROVAL OF CHANGE ORDERS NO. 1 AND NO. 2 AND ADDITIONAL APPROPRIATION FOR THE CHILD CARE/YOUTH FACILITY. MOTION It was moved by Council Member Bohnenberger, seconded by Mayor Pena that the Consent Calendar be adopted as presented. Motion carried with Council Member Sniff voting NO. MINUTE ORDER NO. 91-119. CLOSED SESSION Mr. Kiedrowski asked that discussion of the Palm Springs Raceway be added to the Closed Session. It was so moved by Council Member Sniff, seconded by Mayor Pena. Motion carried unanimously.
