SPECIAL MEETING
MAY 29, 1990
At 7:00 P.M., Mayor Pena called the Special Meeting of the La
Quinta City Council to order.
PRESENT: Council Members Bohnenberger, Rushworth, Sniff, Mayor
Pena
ABSENT: Council Member Bosworth
1. PUBLIC HEARING OF PROTESTS TO FORMATION OF ASSESSMENT
DISTRICT NO. 90-1 FOR SANITARY SEWER INSTALLATION.
Mrs. Juhola, City Clerk, advised that the Council has
received an affidavit of compliance with the requirements of
the Municipal Improvement Act of 1913 for posting, mailing
and publication of the notices in connection with Assessment
District No. 90-1.
Mr. Kicak, Engineer for the project explained that the
boundaries of the project area are Avenida Bermudas on the
east; Avenida Montezuma on the west; Calle Colima on the
south and Calle Nogales on the north. The proposed
improvements includes improvements to street and water
systems and installation of sanitary sewer and storm drain
and street striping. The total cost of the project is
$6,786,000.19. The Redevelopment Agency's portion of the
cost is $4,287,857.90; the Coachella Valley Water District's
portion is $968,683.50 and the total to be assessed to
the property owners is $1,529,458.79.
Mr. Kicak advised that the protests received constitute 4.45%
of the total area within the assessment district, or 48
parcels.
The Mayor declared the public hearing OPEN.
In answer to questions by Council, Mr. Kicak advised that
there are 1075 parcels and a typical parcel assessment is as
follows: 50' $1,395.62; 75' $1,619.12; 100' $1,842.62; and
150' $2,289.62.
There being no one wishing to speak, the hearing was CLOSED.
In response to Mr. Kiedrowski, Mr. Fieldman advised that the
if the property owner pays in cash, there will be a 13%
discount, which is a 3% underwriters discount and a 10%
amount that is being put into reserve.

RESOLUTION NO. 90-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA
MAKING DETERMINATIONS, CONFIRMING ASSESSMENTS AND
PROCEEDINGS, AND ORDERING PROPOSED IMPROVEMENTS IN THE MATTER
OF ASSESSMENT DISTRICT NO. 90-1.
It was moved by Council Members Bohnenberger/Sniff that
Resolution No. 90-39 be adopted. Motion carried by the
following vote:

RESOLUTION NO. 90-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
DESIGNATING THE CITY TREASURER TO COLLECT AND RECEIVE
ASSESSMENTS AND DIRECTING THE CITY TREASURER TO ESTABLISH A
SPECIAL FUND ASSESSMENT DISTRICT NO. 90-i.
It was moved by Council Members Sniff/Bohnenberger that
Resolution No. 90-40 be adopted. Motion carried by the
following vote:
AYES: Council Members Bohnenberger, Rushworth, Sniff,
Mayor Pena
NOES: None
ABSTAIN: None
ABSENT: Council Member Bosworth
RESOLUTION NO. 90-41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
PROVIDING FOR THE SALE OF BONDS FOR ASSESSMENT DISTRICT NO.
90-1 THEREOF IN AN AMOUNT NOT TO EXCEED $1,529,458.79, FIXING
THE TIME AND PLACE FOR TAKING BIDS, DIRECTING PUBLICATION OF
NOTICE INVITING BIDS AND APPROVING A PRELIMINARY OFFICIAL
STATEMENT.
It was moved by Council Members Bohnenberger/Sniff that
Resolution No. 90-41 be adopted. Motion carried by the
following vote;

MOTION It was moved by Council Members Sniff/Rushworth, that
the bid for Phase III of the Cove Improvement Project
Assessment District 90-1) be awarded to the low bidder, Massey
Sand and Rock in the amount of $5,343,241, subject to delivery
of bands. Motion carried unanimously. MINUTE ORDER NO. 90-61.
There being no further business, the meeting was adjourned.
