1987 03 31 CC Minutes" 279 MINUTES CITY COUNCIL CITY OF LA QUINTA An adjourned meeting of the City Council held at City Hall, 78-105 Calle Estado, La Quinta, California March 31, 1987 5:00 p.m. 1. CALL TO ORDER A. Mayor Hoyle called the special meeting of the City Council to order at 5:00 p.m. m B. The Mayor then invited Planning Director Crump to lead the Flag Salute. 2. ROLL CALL No roll call was taken, however, it was noted by the Mayor that all members of the City Council were present. 3. CONFIRMATION OF AGENDA City Manager Kiedrowski confirmed that the agenda for this adjourned Council meeting contained one item, 6.A., which was continued from the March 17, 1987 City Council meeting. 4. Community Development APPLICANT: Block Grant Program LOCATION: City Initiated PROJECT: City-Wide 13th Year Entitlement Year Program Proposals Planning Director Crump noted that copies of the amended proposal for the Elvirita Lewis Foundation had been distributed. He explained that the request was for $20,000 to fund a training center for the elderly and which was supplemental to the material provided to the City Council at the March 17, 1987 Council meeting). The adjourned special La Quinta City Council meeting held Tuesday, arch 31, 1987, was adjourned at 6:10 p.m. at City Hall. 78-105 Calle Estado, La Quinta, California. Mr. Brummel presented floor plan drawings and clarified the location of the training center, not to be confused with the child care center which he also exhibited, advising Council that the buildings would be permanent buildings until such time as the Cr) City would request their relocation. He explained that not only would training revolve around child care, but that the training would be diversified, indicating communications with the child m care community of the Coachella Valley/Riverside County at large, the hotel and resort/home health care industries. The Mayor opened the hearing to public comment. A number of area residents presented to Council their support of the Elvirita senior training center: 1. Ms. Olive Mae Stockwell, Program Specialist for the Riverisde County Office on Aging, 46-618 Madison, Indio, stated on behalf of the Director/Office on Aging that they placed a high priority on training opportunities for senior citizens?, in particular training which would enhance their skills for employment due to financial reasons or desire of a meaningful job, creating in turn feelings of self esteem in lieu of dependency. 2. Mr. John Gardner, 7360-C, Joshua Lane, Yucca Valley, Director of Publication/Elvirita Foundation, stated he was in charge of 160,000 mailings which required 26 people to accomplish, most of whom were elderly, and that since Elvirita was moving the operation to La Quinta training would be required to fill these positions. 3. Mr. Mike Smith, 78-760 Runaway Bay, Bermuda Dunes, spoke in support of Elvirita as past President/Kiwanis Club where he was involved in senior and youth activity, and stated his current employer, J. F. Davidson architects) is donating the building plan for the training center. 4. Mr. Warren Bradshaw, P.O. Box 299, La Quinta, stated that a training center would be a feather in La Quinta's cap". 5. Mr. Paul Rothchild, 76-937 Calle Mazetlan, La Quinta, stated he was not speaking on behalf of the Chamber of Commerce for which he fills a seat on the Board) but as an *?intergenerational individual" in support of the Elvirita senior training center as a worthwhile project". BIB] 02-25-96-U01 01:06:08PM-U01 CCMIN-U02 03-U02 31-U02 1987-U02 "280 Minutes City Council March 31, 1987 Page Two The Planning Director further explained this was the time in which the Council would need to make a final decision on which projects would be forwarded to Riverside County, and reviewed the 13th Year funding requests and disposition as follows: That there was an estimated $39,753 that could potentially be available for the 13th Year funding, and that distribution could be proportional among projects, or focused on an individual project. Several scenarios were provided on March 17 as noted above) which were: 1) Current Year funding 12 Year). It was moved and adopted at the March 17th Council meeting to redesign the Home Enhancement Program HEP) reserving CDBG funds as already allocated 12th Year) in the amount of $34,370 for La Quinta's residents and expanded to serve low and moderate income as well as senior/handicapped residents, and to be fully administered by the Riverside County Housing Authority under its home Improvement program HIP).) And for the 13th Year funding, projects could be considered such as: 2) Senior Center Land Acquisition proposal. 3) Elvirita Lewis. Foundation proposal $20,000). 4) Additional funding to the Home Enhancement Prog. HEP) 5) Riverside County Coalition for Alternatives to Domestic Violence RCCADV) proposal $4,710). Mr. Steven Brummel, 50026 Calle Rosarita, La Quinta, and President/Elvirita Foundation, presented to Council letters of support to the Elvirita Foundation proposal: 1. Patricia A. Mgr., CV Rec. & Park Dist.) 6. Raymond L. Carrillo County Coroner) 7. Darwin D. Oakley, Mayor, City of Indio) 8. Deborah Davis, Ph.D., Prof/Child Dev. at Chaffey College, and Editor of Nat. Nanny Newsletter. BIB] 02-25-96-U01 01:06:08PM-U01 CCMIN-U02 03-U02 31-U02 1987-U02 " 2?5 Minutes City Council March 31, 1987 Page Five Councilmember Sniff expressed concern as to the significant commitment made to the La Quinta senior citizens and community to have a fully operational center, citing $97,000 plus allocated to the La Quinta Senior Center Land Acquisition project with a potential cost of $300-400,000 needed, and suggested that the $39,000 of CDBG funds be added to the land acquisition program. The motion, as amended, passed by the following roll call vote: Cr) AYES: Councilmembers Bohnenberger, Cox, Pena, and Mayor Hoyle NOES: Councilmember Sniff. ABSENT:None. Moved by Councilmember Bohnenberger, seconded by Councilmember Pena, to allocate the remaining funds from the 13th Program Year to land acquisition of the La Quinta Senior Center. The motion passed by the following roll call vote: AYES: Councilmembers Bohnenberger, Cox, Pena, Sniff, and Mayor Hoyle. NOES: None. ABSENT:None. Planning Director Crump asked Council whether a back-up project should be chosen in the case any problems were to occur regarding eligibility of the Elvirita Lewis Foundation project. Moved by Councilmember Bohnenberger, seconded by Councilmember Cox, that if for any reason the Elvirita Lewis Foundation project was found to be ineligible for CDBG funds, that those funds be allocated toward land acquisition of the La Quinta Senior Center. The motion was amended to clarify that if for any reason the Elvirita Lewis Foundation project was found to be ineligible for usage of CDBG funds, that one hundred percent of the 13th Year CDBG funds would be allocated toward land acquisition of the La Quinta Senior Center. The motion, as amended, passed by the following roll call vote: AYES: Councilmembers Bohnenberger, Cox, Pena, Sniff, and Mayor Hoyle. NOES: None. ABSENT: None. Ms. Lillie Bourriague, presently of Santa Cruz and future resident of La Quinta, stated she had worked for senior programs for 20 years, recently retired from the Elvirita Foundation after ten years, and looked forward to working again with Elvirita. In closing, she read a quote to Council: Youth is a gift of nature; old age is a work of art' and introduced her husband, Irby Borrignon, who also expressed his support of the senior training program. 7. Ms. Rose del Rio, new Director/Intergenerational Child Care Center, spoke of her early retirement from a career and of her re-entry to the work force, stating she was in full support of the training program. 8. Ms. Darlene Coe, Outreach Program of Palm Desert, stated that she had received many calls for employment opportunities for skilled senior citizens, and stressed the demands of the area and the importance of a training center. The Mayor closed the hearing to public comment and opened the hearing to Council discussion. Council discussion commenced regarding possible funding by area cities, sources of operational funding, availability of funds from Riverside County(4th District), when Elvirita would embark on the proje?t with or without CDBG funds, and what donations Elvirita had made to other senior organizations/projects. Mr. Brummel stressed that Elvirita was not a recreational/social center and concluded that the purpose of the program was to create independence on the part of the elderly, and that it would not take away from the planned senior center, but complement it. It was discussed and agreed by Council that with the senior population growing and likewise the need for training, a regional training center in La Quinta would be a compliment to the sports facility recently adopted for investment in conjunction with the school district. Moved by Councilmember Bohnenberger, seconded by Councilmember Pena, to allocate $20,000 of CDBG funds to the Elvirita Lewis Foundation request for funding of a regional senior training center. The motion was amended to further State that the City's lease with the Elvirita Lewis Foundation be amended to preclude any eventual repurchase of CDBG funds.
