CITY COUNCIL CITY OF LA QUINTA
An adjourned regular meeting of the
City Council held at the La Quinta
City Hall, 78-105 Calle Estado,
La Quinta, California.
July 25, 1983 7:30 p.m.
1. CALL TO ORDER
A. The flag salute was led by Mayor Baier.
B. The Invocation was given by Mayor Pro Tern Henderson.
2. ROLL CALL
Present: Council Members Allen, Cox, Henderson, Wolff and Mayor Baier.
Absent: None.
Also Present: City Manager Usher, City Attorney Ott, Assistant to the City Manager
Jennings.
3. PUBLIC COMMENT
The Mayor indicated that this time was set aside for citizens to address the City
Council on matters relating to City business, and explained that a three 3) minute
time limit on comments would be enforced. Comment was heard from the following
persons:
A. Stanley Sniff, 52-150 Avenida Madero, questioned projected development and
stressed the need for an EIR for the Landmark Oak Tree West project.

5. COMMENT BY COUNCIL MEMBERS
A. Council Member Allen presented highlights of the recent Executive Forum held
in Monterey, California, July 19-22, 1983, and reported that he would present
a complete report at the next Council study session.
B. Mayor Baier reported that the Executive Forum in Monterey had been very productive.
He also stated that recent long-range weather forecasts predicted high intensity,
heavy rainfall for the desert areas this fall, and believed this report stressed
the need for flood control. He reminded those present that the redevelopment
project was being done for the purpose of flood control.

8. BUSINESS SESSION
A. The City Manager presented a report regarding engineering services relative to
annexation and sphere of influence, and stated that the purpose of hiring an
engineering firm was for the preparation of maps and related documents relative
to establishment of annexation and a sphere of influence for area southeast of
La Quinta. He also explained the necessity of annexing land owned by Landmark
Land Company, which would be of critical importance to the establishment of a
viable redevelopment project for flood control.

Moved by Council Member Cox, seconded by Council Member Allen, to retain the
firm of J.F. Associates pursuant to their proposal for services dated
July 1, 1983, for preparation of maps and other related documents relative to
annexation.
After discussion, the motion was adopted by the following roll call vote:
AYES: Council Members Allen, Cox, Wolff, Mayor Baier.
NOES: None.
ABSTAIN: Council Member Henderson.
ABSENT: None.
9. ADJOURNMENT
Moved by Council Member Cox, seconded by Council Member Henderson, to ad]ourn.
The regular adjourned meeting of the City Council of the City of La Quinta,
California, was adjourned Monday, July 25, 1983, at 7:58 p.m., at City Hall,
78-105 Calle Estado, La Quinta, California.
