A. The Flag Salute led by Mayor Baler.
B. The cation was led by Council Meeer Judith Cox.

Present: Council M?r?s Allen, COX, Henderson, lff and Mayor Baier.
Absent: None.
Also Present: City Manager Usher, City Attorney Ott.
3. PUBLIC CO!II!l?
The Mayor indicated that this t?e was set aside for citizens to address the
City Council on matters relating to City bQ5iness, and explained that a three
3) minute tirr? limit on o?tlr?nts uld be enforced. C?r[r?t was heard fran
the following persons:
1. Patricia Spicer, Executive Director of the La Quinta Arts Foundation, addressed
the Council on behalf of the Foundation, and asked the Council to consider a
funing grant to jr'leeent their prggram and efforts, in the accunt of $10,000.

A. A cation fran Patricia Spicer, Executive Director of the La Quinta Arts
Foundation was received, requesting a funding grant fron the City of $10,000.
The City Manager explained that if the Council wished to procd with the
request, it would be necessary to ad?t a resolution appropriating the necessary
funds, and adopt a tion approving the City entering into an ageeeeent with the
Arts Foundation for the expenditure of these funds.
After discussion, it was rr?ved by Council lff, seconded by Council
Meebeer Allen, to adopL Resolution No. 83-63, and app?ving entering into an
agree?t with the La Quinta Arts Foundation for the perfozmance of the Arts
Festival, 1984. Motion adopted by a majority of the Council, with Council
er Henderson voting No.
B. A cunication fr? Fred J. Sinon was received, requesting that the City
initiate a ge of narr? fr?n Oreste Drive to Sirn Drive.

E. The City Manager presented a report regarding witherawal of decision to deregulate
rates by Coachella Valley elevision, and quest to approve new rates. He
explained that the cable has requested the City Council to approve a new
rate schedule, identical to the City of Indio franchise rates, but since La
QLiiflta is still under a Riverside County franchise, it could either approve or
disapprove the rate increase at this tjit?.
After discussion, it was the consensus of the Council to refrain fr? taking
action on this matter at this ti.
F. The City Manager presented a report regarding Lease A??ndeent No.3, for City
Hall, providing for the lease of additional office space, and rec?rmcoded
adoption of the lease

approve Lease deent No.3. Unaniusly adopted
G. The City Manager presented a report fr?n the c?tiuoity Safety Coordinator
regaiding roadside maintenance, relative to te??tion of the City 5 current
roadside maintenance contractor. He explained that staff will seek renewal of
this contract with ahhther contractor, and the City will be utilizing persons
who are req?ed by the courts to perfonn r[unity service work, in addition
to a paid contractor.
