CITY COUNCIL CITY OF IA QUINTA

A. The cation was led by Council Henderson.

Absent: Council Cox.
Also Present: City Manager Usher, City Attorney Ott, Assistant to the City
Manager Jennings.

The Mayor indicated that this t?r?' was set aside for citizens to address the
City Council on matters relating to City business, and explained that a three 3)
n1m1te tin? limit on OOents uld be enforced. No persons indicated that they
wlshedtospeak.

A. Council Allen reported that the Sheriff's ent had responded
to a call regarding an atteepted burglarly in La Quinta within two minutes
of receiving the call, which resulted in apprehension of suspecLs. He
stated that he believes this type of response is indicative of the irr?rove?t
in Sheriff's patrol services since the City inoorporated.
B. Council Meeber lff reported that he had attended the Navebeer 14th meeting
of the C.v. Park and Pecreation District Board of Directors held at City Hall
in La Quinta. He explained a letter he had Written to the Board regadding
fees being charged for use of the La Cuinta nity Center by local groups
and that he had requested that La Quinta tim?ty groups be allowed to meet
at the center free of charge. Council lff reported that the Board
had ageeed to a new fee schedule v?ch permits local La Quinta c?rInLmity
groups to meet in this building free of charge, but c?t?cial organizations
will be required to pay a use fee.
Council lff reported that the Council had reached an informal
a?t during yesterday 5 study session to request City staff to xt?ve
ahead on installation of a traffic signal at the corner of Eis?Eisenhower Drive
and Washington Street in order to have the rk ocopleted prior to the
Bob Hope Classic.

instruct the City Manager rr?ve eddeditiously to have a traffic signal
installed at the intersettion of Eis?Eisenhower Drive and Washington Street.
The traffic signal is to be a t?rporary facility until the street work is

Council M?ber lff reported on the Town eting held Novebeer 2, 1983, and
presented copies of reports fr?n the task force groups. Council
lff recccended a Council-staff goal setting Session be scheduled in the
near future to address it?ns developed during the Town Meeting; he further
continued support for these groups to assure their continuanoe and
asked the Council to plan for another town ir?eting to be held in January, 1984.
It was the consensus of the Council to schedule the goal setting session for
Sunday, Decebeer 4th, to be held in Council r?er Henderson's office in
Palm Desert.
Council lff suggested a need far structural organization for the
goal setting session, with each council bringing two specific goals
to the meeting, and requested the City Manager to prepare an agenda for
the meeting.

not to issue any bQilding pennits until Ordinance No.42 be?t?s effective,
unless applicant is willing to cooply with Ordinance No. 42 prior to its

C. The Principal Planner presented a report regarding Final Tract Map No.13640-2,
M.B. Johnson Coopany, Applicant, and indicated that this map cavers area
consisting of the central lake and open space areas. The Principal Planner
reported that the City has previously approved the final map for Phase 1 of
this devel?xr?nt consisting of the hooe area, and that the City
Engineer has app?'ed Final Tract Map No.13640-2 on the basis that it
lies with the conditions of approval of the deve1o?xr?rit and is consistent
with the State and immicipal regulations. It s further reported that the
City Attorney has approved the CC & R' S as to form and content.

Map No.13640-2 and accept the bonds guaranteeing the construction of on-site
jit?rovE?ts, in this case consisting of the lake.

D. The Principal Planner presented a report regarding Final Tract Map No. 13640-3,
M.B. Johnson anY? Applicant, and indicated that this map covers area
priaarily of lots hich will be developed for sale to the general public
and explained that the Applicant has previously obtained approval to construct
a rr?del c?tplex on the adjacent phase of the project. The Principal
Planner feeteer reported that Applicant has agreed to iztp rove full inprove-

entire project, even though this was not reqtiired until the next phase of
developeent, and Applicant has su?nitted bond agree?ts to guarantee the

with state and municipal regulations, and the City Attorney has approved the

F. The City Manager presented a report regarding cerLification of the final
ErNirorit?ntal Irr?act Report for the La Qtiinta Redevel?t Agency, and
stated that Council has previously received the Preliminary Erwironeental
Impact Report for the Project and has reviewed this doctrent. He reported
that the Redevelopeent Agency held a public hearing on Cctober 18, 1983, at
v?ch no persons wished to speak, that Written CCOents had been
received. Responses to these r[r??ts have been prepared by the Consultant
and included in the final E.I.R. for the Council?s consideration at this
meeting. The City Manager stated that staff adoption of the
foll?ing resolution certifying the E.I.R. as adequate and r?lete.
