1983 12 20 CC Minutes%p MINUTES CITY COUNCIL CITY OF LA QUI?TA A regular meeting of the City Council held at City Hall, 78-105 Calle Estado, La Quinta, California. Dec?r??er 20, 1983 7:30 p.m. 1. CALL TO Mayor Baier called the City Council meeting to order at 7:34 p.m. A. The flag salute led by Council Cox. B. The lrr?7OcatiOn was given by Mayor Bajer. 2. rT c'LT.T. Present: Council M?ers Allen, Cox, E?euderson, lff and Mayor Bajer. Also Present: City Manager Usher, City Attorney Ott, Assistant to the City Manager Jennings. 3. PUBLIC OT The Mayor indicated that this time s set aside for citizens to address the City Council on matters relating to City business, and explained that a teree 3) minute time limit on ould be enforced. Cce?t was heard fran the following person: A. Mr. Frank Guerrero, Manager of the Coachella Valley Recreation & Park District, introduced himself and presented business cards to the Council and staff. Mr. Guerrero stated that he uld be available to answers questions Pertaining parks and recreation. Council Allen questioned Mr. Guerrero regarding the disposition of playrro? equipeent which the City had donated to the Park District several months ago. Mr. Guerrero stated that he w?d check on this matter, and rpported that it uld probably be placed in the Park upon le- tion of work yet to be done at La Quinta Park. Council flber lff asked if the C V. Park & Recreation District Board had reaceed final approval regarding a policy on rates and fees for use of the C?trunity Center. Mr. Guerrero stated that the Board had reached a decision and approved a new rate schedule which contaihs a category to provide free usage of the Center for certin groups. Groups included would be those which provided a service to the amaity by upgrading the quality of life and operated on a non-profit basis. The City Manager presented a report regarding a Joint Powers Agreeeent Tjth the City of Desert Hot Springs relative to the Retired Senior Volunteer Progr?, and reccoeded approval of an interim Joint Powers Agre?Tent. The City Manager reported that approval of this aqree?t would fund RSVP for the period fr? Dec?r?, 1983, through June, 1984, with the intention of bringing the funding cycle for RSVP into conformity with the City? S fiscal year. ved by Council Allen, seconded by Council Henderson, to apprave a Joint Powers Agre?t?nt between the City of Desert Hot Springs and the City of La Qtiinta for the period fr?n Deo?rber 20, 1983, through June 30, 1984. The Mayor adjourned the meeting to an Exeautive Session to discuss a matter of potential litigation at 7:49 p.m. The Mayor reconvened the rr?eting at 7:51 p.m. E. ved by Council Cox, seconded by Council Allen, to deny the claim of Colleen M.
