FISCAL IMPLICATIONS:
The Fiscal Year 1996/97 Capital Improvement Program appropriated $700,000 of the
following funding sources for various capital improvements to city parks:
* Infrastructure Fund $181,411
* Community Project Fund $51 8.589
Total Funding $700,000
On October 15, 1996, the City Council authorized the expenditure of $67,000 of these
funds for costs associated with the expansion of the Senior Center parking lot, leaving
$633,000 available for additional park improvements.
BACKGROUND AND OVERVIEW:
On June 18, 1996, the City Council approved the Fiscal Year 1 996/97 Capital Improvement
Program(CIP). The CIP included funding for two citywide park improvement projects,
totaling $700,000 in costs. The improvements were unspecified at the time of the approval.
The City Council directed staff to work with the Parks and Recreation Commission in
developing a prioritized list of park improvement projects to be recommended to the City
Council for consideration.
On October 14, 1996, a list of park improvement projects Attachment 1) was submitted
to the Parks and Recreation Commission for its consideration. The list included estimated
costs for the improvements. The list was based upon previous discussions with the Parks
and Recreation Commission. The Parks and Recreation Commission scheduled a special
Parks and Recreation Commission meeting for October 23, 1996 to further analyze and
discuss the list of projects. The Commission requested staff to expand the list of potential
projects and to identify the projects by park. A revised list of park improvements
Attachment 2) was submitted to the Parks and Recreation Commission on October 23,
1996. After much discussion, the Parks and Recreation Commission developed a prioritized

BACKGROUND AND OVERVIEW:
This item has been agendized for discussion pursuant to City Council direction given
at the October 1 5, 1 996 Council meeting.
As part of its annual budget process, the City Council approves funding for the
Special Project Contingency Account. The purpose of this account is for community
services grants and other unanticipated expenses. The total funding for this account
in Fiscal Year 1996-97 is $71,700. Of that amount, $40,000 is earmarked for
contingency" and the balance is reserved for specific purposes e.g. La Quinta
Historical Society or La Quinta Pageant). Attachment No.1 is a page from the Fiscal
Year 1 996-97 Budget showing these accounts.
To date, the City Council has expended $7,320 of the $40,000 in the contingency
account for band uniforms) and committed to spending up to $1,450 for the
Coachella Valley Parks and Recreation District's Octoberfest leaving a balance
available of $31,230.
A copy of an August 6, 1 996 staff report Attachment No.2) is provided to provide
additional background and a history of the grant process.
