Last Tuesday, October 9, Postmaster Chuck Barros told me to
leave the sidewalk adjacent to the post office where I was registering voters.
His only cari'ent was that I had not niade previous arrang*m**ts with the post
office to do it. But in the Desert Sun Wednesday, October 10, it was
reported that he asked me to leave because I was blocking foot traffic into
the building and the City Hall conf irired there is an ordinance against blocking
traffic on the sidewalk.
I must say that this was not true as can be verified by the
people registering and others. vhy didn t the Sheriff, who passed several times,
stop me. Is it the Postmaster's obligation to carry out the laws of La Quinta
on a public sidewalk? The Postmaster from Palm Springs later asked me why the
La Quinta Postmaster had not allowed me to sit inside the post office and register
people as they had done in Palm Springs?
I, frankly, feel that I have been discrimnna ted against, but the
people of La Quinta who have not registered because of this incident will wonder
why the City is trying to prevent Americans fran registering for a Presidential
Election.

Honorable Mayor and Council Members:
This letter is an appeal +or assistance with a situation
which has plao*ued Us since we built our home in 1980.
Directly across the street +rom us, on the Southeastern
corner 0+ Madero and Ensenada, is a construction site on
which buildin9 was commenced over +ive years a*o and never
+inished. Thus we and our neighbors are +orced to live with
and constantly look at an unsicihtly, partially +inished
Qara9e +orrris on the 9round +or a house, and an unsi ohtl y
temporary +ence around the whole th i n*. It looks terrible,
is a public nuisance, and certainly provides a undesirable
ima*e 0+ our neighborhood.
Ever since the inception 0+ our city, we have sought
remedies +rom the city sta++. *ctions wsere commenced at
various times, perhaps mostly so by Phil
COQQinS. but,al as, the structure is still there, and
nothing is happening at this time that we are aware 0+.
Certainly, two and a hal+ years should have been adequate
+or the c i ty to act. Dbv i ousl y, it is rio priori ty to an yore
but us and our nei*hbors. I know the owner resists
skill+ully any attempts +or action; but, surely grounds +c'r
either removal or completion 0+ the structure can be +ound.
We are appeal i ng as resi dents arid citizens. Perhaps
response will be more +orthcoming than it is to a member 0+
the City Council. We request to know +ormal ly and in
writing: 1) what action is proposed, 2) What the time-line
+or such action is, and 3) what progress is made 4rom time
to time.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA, CALIFORNIA, AMENDING
THE OFFICIAL ZONING MAP FOR THE CITY, BY
REZONING CERTAIN PROPERTY REFERRED TO IN
CHANGE OF ZONE CASE NO. 84-012.
The City Council of the City of La Quinta does ordain as follows:
SECTION 1. Section 4.10 of Riverside County Ordinance No. 348
which was adopted by reference by this City Council by Ordinance No. 5,
operative August 29, 1982) and La Quinta District of ficial Zoning Plan
Map No. 14, as amended, are further amended by rezoning from R*l*,
R*3**4000 and N*A* to R*l*++*l0,000, R*2**20,OOO and N*A*, those certain
parcels shown and depicted for such rezonings on the map which is attached
to and made a part of this ordinance, and which attached map is labeled
Exhibit *l, Change of Zone Case No. 84-012".
SECTION 2. EFFECTIVE DATE. This ordinance shall be in full force
and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15 days after
passage of this ordinance, cause it to be posted in at least three
public places designated by resolution of the City Council; shall
certify to the adoption and posting of this ordinance; and, shall
cause this ordinance and its certification, together with proof of
posting, to be entered into the book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of
the City Council held on this day of 1984, by

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, OPPOSING THE CLOSURE OF THE LA QUINTA BRANCH
OF THE PALM SPRINGS SAVINGS BANK.
WHEREAS, the people of La Quinta perceived the Palm Springs
Savings Bank as a major services institution in their community; and
WHEREAS, the branch of Palm Springs Savings Bank was the only
banking institution located conveniently for many residents of the
City of La Quinta; and
WHEREAS, the manager of the branch, Becky Kochell, is one of
the active leaders in the community and Treasurer of the City of
La Quinta; and
WHEREAS, the City of La Quinta deposited a major share of its
reserve in the Palm Springs Savings Bank; and
WHEREAS, the management of Palm Springs Savings Bank decided to
close the branch unexpectedly and with only one day's notice to the
people of La Quinta who utilize its services; and
WHEREAS1 the Palm Springs Savings Bank's management has indicated
Dy this action its indifference to the needs of the people it serves;
and
WHEREAS, the management of the Palm Springs Savings Bank dismissed
the manager of the branch, Becky Kochell, a leader of the community of
La Quinta with no notice; and
WHEREAS, the management of the bank did not consult or inform the
advisory committee which was established for such purposes, or any
official, or any organization in/of the City of La Quinta.
NOW, THEREFORE, BE IT RESOLVED that the City of La Quinta withdraw
all its funds from the Palm Springs Savings Bank at the earliest
possible date without incurring a loss to the City.
BE IT FURTHER RESOLVED that the City Council of the City of La
Quinta express its e*treme displeasure at this action, representing
a disregard for the needs of the people of the City.
BE IT FURTHER RESOLVED that a copy of this Resolution be presented
to the President and Chairman of the Board of Palm Springs Savings Bank.

Subject: LARGE VEHICLE ORDINANCE
BACKGROUND:
At the City Council meeting of September 18, 1984 city staff was
directed by Council to come up with some type of municipal ordinance
to prohibit the parking and storage of large and unsightly commercial
vehicles, primarily semi-trucks and trailers, in residential neigh-
borhoods.
Since that time staff has obtained copies of ordinances on that subject
from the California League of Cities and from numerous Coachella Valley
cities. Those ordinances were all carefully reviewed by city staff
including the Community Safety Coordinator and both Code Enforcement
Officers for applicability and enforceability in La Quinta. We believe
we have found such an ordinance.
RECOMMENDATION:
Staff recommends the addition of the following sections to the La Quinta
Municipal Code:
La Quinta Municipal Code additions:
Section:
12.32.110 Parking of Commercial Vehicles Prohibited on Private Property.
No commercial vehicle exceeding eight feet in height and/or twenty feet
combined total length, or towed commercial equipment, shall park over-
night on private property in residential areas, unless the vehicle or
vehicles are *pproprint*l*' screened from public view and adjacent prop-
erties. This prohibition shall not apply to construction sites during
the construction process, to vehicles in the process of making a delivery
or pickup, or emergency service vehicles.
Section:
12.32.120 Commercial Vehicles Prohibited from Parking on the Public
Rights-of-Way. No commercial vehicle exceeding eight feet in height and/
or twenty feet in combined total length, or towed commercial equipment,
shall park overnight on public rights-of-way in residential areas.

In conjunction with the installation of the Eisenhower/Washington traffic signal
project, it is also intended to install curb and glitter, crossgutter and street
pave*ut at the southwest corner. Plans for this project were previously prepared
by the City Engineer, but are not part of the traffic signal bid previously awarded.
Staff has contacted representatives of M. B. Johnson * to deterrrne if their
subcontractor for street Thproveeents is interested in doing the southwest corner
as part of their project. They have indicated a willingness to perform the work
for a cost of $9,646.41.
It is reasonable to accept this price for the City project without further c*tpetitive
bidding since M. B. Johnson Ccaa*y selected their subcontractor through a c*r**titive
bidding procedure, since material costs for the City project are lo**r as a result of
its inclusicn with the larger Laguna De La Paz project, and since the City project is
a minor extension of the major road jirprovenent project being undertaken by the private
developer. It appears that the intent of ccirpetitive bidding requireeents is satisfied.
This will allow tirr*ly catpletion of all copponents of the Eisenhawer/Washington
jirproveeents.

Subject: UPDATE WASHINGTON ST. FLOODING ACTION INFORMATIONAL)
This is to inform all concerned parties that the equipment to remove flood
waters from Washington Street at Plaza La Quinta has been ordered and should be
arriving shortly.
Attached is a letter from the Point Happy Ranch representative indicating
favorable support to allow us to pump flood water onto their property. To date
$1,520.04 of the allocated $2,000 has been spent for equipment to facilitate
this project. It is anticipated that the balance of $479.96 will be needed for
PVC piping to provide an acceptable routing of the water onto the ranch. Staff
will continue working on this matter to a successful conclusion.

Subject: REVISED CRIME PREVENTION PROGRAM
In December of 1982 a special report was released to the City Council
entitled ItLa Quinta Anticrime programtu* That report laid out a plan consisting
of six interrelated programs designed to reduce crime in La Quinta.
The jitimiate goal of that ambitious program was to reduce crime in La Quinta
by 20% before October of 1983. It is a pleasure to report that we not only met,
but exceeded that goal with an overall reduction in Part I felony) crimes of
about 25%. During that same period we reduced residential burglaries by about
33%. These figures coincided with a national do*r*ard trend in crime, *wever, we
surpassed the national average by about a five times greater reduction.
The reduction in crime in La Quinta was no accident. Much of our success is
attributtble to increased patrol time fran the Riverside County Sheriff' 5 Office.
Citizen irvolv*ent in the various programs such as Neighborhood Watch, Operation
Identification and Crimestoppers has also helped. The media has also played a
role in reducing crime by their publicity of our efforts; namely, the captured
criminals, the various crime prevention programs and citizen involvement in
detecting and reporting crime.
La Quinta is only about two and a half years old as a city and yet just this
past weekend did we epperience our first and only h*nicide since incorporation. In
ocrr**ing La Quinta to the rest of the Coachella Valley for three specific crimes,
we find the following crime ratio per 10,000 citizens:

This report is a revised version of our original Anticrime Program 1982).
We have analyzed those programs in the original report and have retained those that
have been successful, discarded those that did not do so good and have added some
new ones.

Subject: Agreements and Ir*rov*nents for temporary baseball/soccer fields; Avenue
52 at Adams Street.
As the Council is aware, we have arranged with Landmark Land *any for the year
to year use of a parcel of land at the subject location as a temporary baseball
and soccer field facility.
The accompanying agreement with Landmark Land *any provides for the use, certain
insurance protection, and the installation of a safety fence along the Avenue 52
frontage. The agreement has been reviewed by the City Attorney and our insurance
agent, and it meets their requirements
Also attached is a resolution of appropriation in the atr*unt of $5,000.00 to the
C*rmi*ty Services account for improvements other than building. The majority
of this air*unt, approximatly $4,000.00, will be used for the construction of a
five foot high chain link fence along the Avenue 52 frontage for safety. The
remaining amount would be used to cover unforseen additional expenses.

and appropriation.

Dear Hon. Mayor Allen and
Messrs. Thornberg and Usher:
This office represents the Grove Associates in
connection with the above-referenced development.
As you know, the Grove Associates has been actively
pursuing approval of development of approximately 700 acres
of property in La Quinta, California, pursuant to a Specific
Plan Application No. 84-003, Rezoning Application No. 84-014,
and an application for approval of Tentative Parcel Map 20469.
The Grove Associates has experienced mounting
frustration and expense in two areas which have jeopardized
the viability of the project.
First, Grove Associates has consistently indicated from
the outset the importance of proceeding expeditiously in the
approval process in view of our financing requirements and
acquisition commitments for the project. In June, the Office
of the City Planner acknowledged our need to proceed
expeditiously and represented that his office would respond
to our submissions in a timely manner. Yet, the Grove
Associates application for review of its specific plan,
originally scheduled for hearing on September 11, 1984 with
the Planning Commission, was delayed to October 9, 1984. The
October 9th date has now been delayed to October 30, 1984.
The delays have been imposed unilaterally by the Planning
Commission, without prior consultation with the Grove
* Associates and without its consent.
