The Youth Service Team places young adults at various job sites throughout the
valley as a form of punishment for various offenses that have been committed at
school and in the community.
In the past month I have had the pleasure of working with two of your employees
that I feel deserves mention.
Frank Mazza and Steve Kochell have been exceptional in the performance of their
duties and are a credit to the city of La Quinta. Both men have been very easy
to deal with which is essential for inter-agency cooperation. They have taken
referrals on a moments notice and have always provided a meaningful work exper-
ience for our youth.
The city of La Quinta should be proud to have such men as these working for them.
Thanks again for the excellent cooperation.

1. *isting Conditions: The property at the above mentioned address is currently
occupied by an inc*lete garage structure which has been framed, wra* with
stucco wire and covered with roll roofing material. Based on available *unty
permits, it appears this project is essentially in the same stage today as it
was in March, 1977.
2. Permit History: The County of Riverside issued Permit No. 286299 to Noel Jeneen
and Marilyn Knapp on **T*ber 19, 1976. This permit authorized construction of
1369-square-foot, single-family residence with 184-square-foot porch and 687-
square-foot garage. The permit was expired on April 3, 1978 and records do not
indicate *iether any inspections were performed.
A su*leeental permit for plu*ibing ir*fications within the garage was issued
on March 16, 1977. The Permit No. is 290563. This permit was also expired on
April 3, 1978. The City of La Quinta has issued two permits for the subject
property. Permit No.114 allows the construction of 225-lineal-feet of six-foot-
high wall. Permit No.115 authorizes the installation of a *porary po**er pole.
These permits were issued on May 14, 1983. Records do not indicate that ircections
were performed and the permits are considered to be expired.
3. Previous Abatement Action: On December 15, 1982, a carplaint was received concerning
the anandoned garage structure. On neceeber 16, 1982, a letter was sent to Marilyn
Knapp and Noel Jensen requesting them to contact the City concerning this Imatter.
The letter was returned on *l 22, 1982, noted as undeliverable.
As follow-up to the original cooplaint, the Jensens were notified by Certified
Mail sent on April 11, 1983, that the inc*r*lete structure was considered a public
nuisance and that action should be *en within thiity 30) days to resurre con-
struction or re***e the structure. This letter was returned in early May,
unclaemed. On May 11, 1983, a Notice of Pendency of Admi*strative proceedings"
against the subject prcperty was recorded with Riverside County Recorder's office.
On Noveeeer 16, 1983, a Notice of Withdrawal of this matter was recorded. The
file doos not indicate any action between those dates. In January, 1984, contact
with Riverside County Building and safety Office indicated that there was a valid
permit for the dwelling and garage structures. The County had apparently entended
this permit to February of 1984. The City's *ief Building *pector requested
that this entonsion be rescinded. On February 10, the City and the Jensens were
advised by the County D*arbr*nt of Building and safety that the second extension
of the permit had been issued in error and was therefore rescinded.

This report is prepared pursuant to City Council direction to consider the circulation
issue separately f* Specific Plan *. 84-004 The Grove). It is intended to provide
a less technical analysis of circulation issues that has been presented in the previous
traffic studies and to *arize the main points affecting the area-wide circulation.
ExISTI** C*DITI*S
A. Cur*t Ibad Improveeents:
1. Washington Street exists as a paved, two-lane road with s:* wider se*i*ts)
between Avenue 52 and Interstate 10. Traffic signal at Highway 111 and pro-
posed traffic signal at Eisenhower Drive.
2. Adams Street no existing jit*rov*rents. Dedicated 60-foot right-of-way
between Fred *tring Drive and Avenue 52, except for segient between Avenue 50
and Avenue 48, nost of which has been previously vacated.
3. Dune Palms bad exists as paved, two-lane road between Miles Avenue and
Highway ill. Has dedicated 60-foot right-of-way between Fred *Lring Drive
and Miles Avenue, and between Highway ill and Avenue 48.
4. Jef feroon Street exists as paved, two-lane road between Avenue 58 and lndio
Boulevard. E::isting traffic signal at Highway 111 and Jefferson Street.
5. EastI*st streets Fred Waring Drive, Miles Avenue, Avenue 50 and Avenue 52
all exist as paved, two-lane roads. Highway 111, which is under the jurisdic-
tion of Caltrans, exists as a paved, four-lane road. The r*ma*g east/west
street Avenue 48) is not currently ix*prdved, although there is an existing
dedicated 60-foot right-of-way.
B. General Plan Designations:
1. **shington Street designated as an 110-foot-wide arterial.
2. Adams Street designated as an 88-foot*ide secondu:y highway between Fred
Waring Drive and Avenue 48, but is not otherrise designated on the General
Plan.
3. Dune Palms bad designated as an 88-foot-wide secondary highway between

4. Jefferson Street designated as an 110-foot-wide arterial.
5. East/*west Streets Fred Waring Drive, Miles Avenue, Avenue 48, Avenue 50,
Avenue 52 are all designated as 100-foot-wide major highways. State Highway
111 is designated as a State Highway.
C. Other Factors:
It should be noted that the grid syst** established by Riverside County for the
area calls for arterial highways generally every two miles. In the case of the
north/south steeets in our area, these streets are narred after Presidents, i.e.,
*Washington, Jefferson and *Monroe. Intervening north/south streets generally half-
way between the arterials are na!red after Vice Presidents, i.e., Madison. The
east/*f*est streets are in a sequential, numbering order. It should be noted that,
for the most part, * and Jefferson are approximately l* miles apart
rather than the normal two-mile spacing due primarily to mountair*s terrain which
separates La Quinta and Indan *lls on the section line.
PA* A*I*
A. */Figgie $pepific Plan
In 1979, the county of Riverside *en approving a *ecific Plan known as AIO/Figgie,
deleted Adaras Street between Avenues 48 and 50 tram the General Plan and took formal
action to vacate nearly all of the right*f-way between Avenues 48 and 50.
B. The Duna La *inta Soecific Plan
This Specific Plan, approved by the City, requires construction of *rs street
between Averues 50 and 52, although the oondition pertinent to that issue allows
the Applicant to request reoonsideration of the Adams Street issue in conjunction
with futuue tracts within that Specific Plan area.
C. Isla *diterranea Project
The appro'*als granted for this project require the improvement of Admrs Street
between Avenue 48 and State Highway 111.
D. Soecific Plan No.84-004 The Grove)
This Specific Plan st*mitted for The Grove which replaces the prior A*/Figgie
Specific Plan) requests retention of previous corditions which do not require
the ccnstruction of Adams Street between Avenues 48 and 50.
E. Public Use Permit *. 84-002 Desert Sands Unified School District)
A public use permit filed by the Desert Sands Unif jed School District for three
s**ools at the northest corner of Avenue 50 and the Adams Street alignment
requires the improveeent of Adams Street in the event that it is added to the
Circulation Elerrent. The District has gone on record stating that the road would
likely have a negative effect on sd*ool *erations.

ALTERN*TIVES
A. Basic NorthI*uth *d Configurations:
In terms of physical road arnnge:ents for the north/south streets, there are
really only four alternate configurations that are available. These include:

B. Additional *ign Considerations:
In evaluating alternative road configurations, it is also possible to introduce
various design-related issues into the *ysical roadway configurations which
affect their ability to function effectively as roads. These design considerations
include the following:
lane configuraticns/*y widths variations can be added to the General
Plan designations or to the physical roadway widths **hich can effectively
increase the capacity of the roads and affect the need for additional northi
south corridor streets. For exaxple, the establisheent of **ingtan and
Jefferson Streets in a six-lane configuration would allow each of those
streets to handle additional capacity and may preclude the need for A*ns or
Dune Palms.
Access *trictions freeuently, limitations on access to aeterials are used
as a IL** to Th*rove traffic flow on those roads. Access restrictions could
include prdnbitions of individual driveways althcugh scme exist in a resi-
dential subdivision just north of St. Francis Church), limitations on the
location of major project entryways and the use of landscape medians to control
the various tuining u*veeents. Each of these could have scKre jit*act on *way
capacity.
Acceleration/Deceleration Lanes the use of acoelerationldeceleration lanes
to facilitate speed-up and slow*own associated with right-trrn ir**v*tients is
generally accepted practice to allow more efficient functioning of major high-
*ays, patticularly at access points *ich generate moderate to high auuunts of
traffic.
o *affic Signal and Pelated D*ices the introduction of signals, stup signs
and other controls generally decreases roadway capacity, although they
necessary to ac*modate traffic volurt*s in a safe and efficient manner.
*JOR ISSUES A* RELAT* FACTORS
In considering a roadway circulation system, there are a number of major factors that
re*iire careful consideration. These include:
The Physical Capacity of the *way a roadway will acc*rmodate a certain amunt
of vehicles per day and per peak conditions depeeding upon its level of improvement,
the number of lanes, any access restrictions and any traffic control devices.

and reflects the efficiency of those roadways. G*erally, **vel of Service C and
possibly D during certain limited conditions are acceptable in urbanized environeents.
o * Factors a nurrber of issues affect the aesthetic *earanoe of roadways to
users and abutting prop*y owners. These considerations include the numeer' of lanes,
the amuunt of traffic in volurt*, landscaping characteristics and speed characteristics.
Variations in each of these factors will affect the amenities of roadway design.
a **cess I*strictions various access restrictions including landsca* ireclians, drive-
way limitations and entryway limitations would assist in increasing capacity.
DISCUSSI* A* AN**YSIS
After considerable discussion of the two major traffic studies prepared specifically
addressing the Adams Street area*dde circulation issue, it seems evident that there
is a strong desire to place less reliccce on the projected figures contained in those
studies and nore reliance on other factors. The ensuing discussion is intended to
raise those other factors and to discuss in a less tehnical fashion the traffic
studies.
Projection of traffic needs as much as 20 years into the future y*ii119 be *re
accurately described as an art rather than a Science. That is not, hcwover, to demean
the numerical factors raised in the traffic studies. They serve a very useful purpose
in defining potential orders of magnitude of traffic for the affected streets. It is
evident fr*n bath studies that the order of magnitude ultiiately r*uires either an
additional north/south corridor street or additional roadway capacity, i.e., six lanes
in existing streets or the ultiiate acceptance of a lesser level of service on existing
streets. It is the Staff's judgm*it that the latter two options are not as desirable
when the opportunity exists to achieve the first option, but in any event, it is
jn*ortant to understand that these future traffic projections, which represent our best
informed guess fran the future, should serve as a guide since they are projections and
not predictions.
People perceive traffic in different ways. The sarre nurtber of vehicles traveling on
a street such as *Lshington in the Coachella Valley is perceived differently by those
residents than it is by a similar road caraying similar traffic in the urban L.A/orange
County envieeneent. One of the amenities of the Coachella Valley area is the escapism
typically associated with resort carir**ties. If, 15 or 20 years down the line, traffic
functions in a manner typical of the L.A./Qrange County urban environeent, there may be
sore loss of value and desirability in the resort environeent. In esseene, you don't
get away frc*n it all only to run into the same traffic characteristics that you do in
that fran which you are getting away. The perceptions by local year-rcund residents
are similarly affected in that they have a merory of less dense traffic with which they
associate their travels and virtually any significant incrasse is perceived as an
irritant.
All of this really goes on to say that it seems jirportant in a c*ir*ty *ich is
desirous of obtaining a hi*-status, resort-oriented image should do its best to
avoid urban characteristics such as high traffic congestion on its major entry
streets. * same extent, ceetin amenity features can be inteeduced to offset the
*earance of congestion and to create a pleasant environeent not typical of urban
roadways. * it does not appear that this can entirely offset impacts associated
with congested streets.

It should be noted that there are a number of physical limitations which affect the
ability of *itgton Street as an arterial highway. As has been previously noted,
*shigton has been relocated approximately one-half mile to the east because of
steep, rr[)untainous terrain which follows the section line. Yet, it serves, at its
terminus, a large Cove area which is not yet anyere near full development. The
physical characteristics prevent access options to the west leaving this large Cove
area with its only north/south corridor, which would have ease of use, as *shington
Street. * some extent, the fact that *shington is closer than normal in the grid
systen which predominates the area, the use of Jefferson as an alternative is slightly
closer than one night normally eeeect. However, the direct access afforded to
Interstate 10 by *iington Street is a major attraction toward that use. In addition,
*shington Street fucctions primarily as the principal avenue to proceed westerly
through the valley using Highway 111. This makes the mile-and-a-half distance to
Jefferson less desirable to avoid possible congested situations. In essence, it could
be argued that Adams can, in effect, function as a siphon to bypass potential congested
situations on *ingtcn.
The anenities of six-lane roads are considerably different than those of four-lane
roads. The nueeer of vehicles that each can * the noise associated with vehicllar
traffic and the lesser landscaping that could be achieved within existing right*f-way
widths, would all make *shington more desirable as a four-lane road. There is strong
feeling that a parallel Adams Street to the east would provide sufficient relief to
assure that *shington can ultimately be maintained in a four-lane configuration with
reasonable landscaping and related amenities. Related to this issue is concern for
the existing residential subdivision located on the west side of Washington, just
north of the St. *ancis aluich. All of the houses fronting on *shington Street have
individual, single-family residential driveways which directly access it. *lile there
are long-range considerations to consider the use of a frontage road systen to elirnjr*te
this condition, it may not be possible to reasonably achieve a change in its physical
condition, even though it is highly desirable fran a safety point of view.
It has been pointed oit that the large scale parcel ass*ly necessary for country
club and similar devel*i*ts, including golf course oriented projects, is a considera-
tion in allowing roads such as Adams to be develceed. It should be noted that a basic
mini* acreage for a country club type of project, including golf, is apprcxmately
300 acres. In this case, the crrrent assemblage of scoe 700 acres would be broken into
two parcels of approximately 160 and 540 acres. This would likely dictate, on at least
a portion of the site, a different type of development. so, in considering ixtplications
related to land use, it is jirportant to consider the urpacts of these roways on the
types of residential projects which the o*tirunity might desire. of course, lacking a
General Plan, there can be considerable disagreement over the types of residential
densities and projects that the o*t*ornity would like to encourage.
It should be noted that traffic factors can vrry considerably based on types of land
use. *pically, a country club type of project will generate approximately six
vehicles per unit. This includes some adjustment for the seasonality of the use and
the vacncy factor. A standard, single-family residence, which is more typical of the
occupants of the Cove area, generates approximately 11 trips per dwelling unit. It
then bececes evident that the type of land use, including varying types and densities
of residential uses, can consieerably impact the traffic circulation systen. It is
also then evident that the *osite can be true, i.e., the traffic can be reduced by
the types of land uses that are designated.

The estab1i*x*nt of additional public roads, even though initially develceed through
exactions on deeelo*xrent projetts, will have long-range cost inplications to the City,
particularly in the form of maint*ce. *iile these OOsts cannot be currently pre*
dicted, it has oertainly been the City's policy to enurage private rood *stems
within these large scale developeents.
WL*. it coees down to it, the issue of Adams Street is as much a philo**ijcal issue
as a te*rnica1 one. The decision reuuires one to answer su** questions as:
* types of residential projects does the City ultimately want to encourage?
*iat type of roadway airenities does the City want to encourage?
*at type of physical erwironeent does the City want to encourage?
T*se are all inportant General Plan scale decisions. These are also intewoven with
various capital cost considerations, rwwdway efficiency and design considerations and
related factors. The ultimate decision is really based on *iat trad*ffs can be
accepted for the corounity as a whole and this is the difficult decision that is before
us.

to any closure of Adams Street as we feel it
should be cut through to 52nd Ave. Washington
Street has a terrific traffic load at present,

Request: Appr*val of Three K-2, 3-5, 6-8) Schools on a 43-Acre Site
On Novee:* 13, 1984, the Planning Ccr**ssion conducted a public hearing on the
subject request for the pr*osed schools. The Planning Ccr*sion unanin*ly
approved the public use permit subject to the conditions contained in the Staff
peport, with the addition of the following condition:
The Applicant shall subtiit an application for vacation of that
portion of Adams Street along the east boundary of the propety
in the event that the City determines that Adams 5treet will not
be added to the Ciuuulation Element of the General Plan."
In considering this matter, principal issues discussed by the Planning CcK*ssion
jr*luded project phasing, streetscape requirements landscaping, walls, etc., along
Avenue 50), traffic and circulation1 and the possibility of a park adjacent to the
site.
Richard * School District Staff, appeared in support of the application noting
the District's intention to c*t*ly with the r**ded conditions. He did, h**ever,
indicate that fnnding and related constraints could make it difficult to o::::*ly with
all of the conditions, but the School District would to the e:*ent feasible cooperate
in creating the type of facility that is desired by the City.
No one else appeared on the matter.
In the case of public use permits, the decision of the Planning Cc::*sion is
considered final and no action is required of the City Council unless within seven
7) days of this notice of decision being placed on the City Council Agenda, an
appeal is filed, or unless the Council deteri*es that they would like to conduct
its own hearing on the matter.

Two bids were submitted by Fritts Ford. Bid #1B was for a 1984 vehicle in stock"
with above specification items such as an automatic transmission and extra large
side mirrors. There was $20,000 budgeted for this vehicle so all bids came in under
the budgeted amount. The specifications for the vehicle called for delivery within
60 days.
Staff recommends accepting Bid #lR from Fritts Ford in the amount of $17,270.25.

The City Newsletter published in October, 1984, included a Public
Opinion Survey regarding a community project and/or facility. It
was the intent of the Council to determine the public1 5 priorities
relative to expenditure of the $1,000,000 commitment from Landmark
Land Company as compensation for the closure of Jefferson Street.
Results of the survey have been compiled, and the following talley
is presen*ed for Council information.
A total of 220 questionnaires were received by the City, many of
which represented two persons per household. The results are listed
on a priority basis, as follows:

At your regular Council meeting held November 6, 1984, the Council
authorized staff to proceed with purchase of a City water truck,
at a cost of $14,000, with another $5,000 allocated to bring the
truck up to City performance and safety standards.
The accompanying resolution appropriates the necessary funds to
accomplish the purchase of this equipment.
RECOMMENDATION
It is respectfully recommended that Council adopt the attached
resolution, appropriating $19,000 from the unappropriated surplus
of the General Fund for transfer to Account No. 01-4341-4300.

It has been past Council practice to appoint a City Treasurer in
November of each year. Our current City Treasurer, Becky Kochell,
has indicated a willingness to continue in this position for
another term. Council has the option of reappointment Ms. Kochell
as City Treasurer to serve until November, 1985, or may appoint
another person to serve in this capacity.
Ms. Kochell has performed competently as City Treasurer, and it
would be the staff's recommendation that her term as City
Treasurer be extended until November, 1985.
