A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, APPOINTING LAWRENCE 0. ALLEN
AS A MEMBER OF THE CITY COUNCIL.
The City Council of the City of La Quinta does hereby resolve,
pursuant to Section 36512 of the Government Code of the State of
California, that Lawrence 0. Allen is appointed as a Member of the
City Council, to fill the vacancy occurring by reason of the
resignation of Council Member Eugene F. Abbott. In accordance
with said Section 36512, said appointee shall hold office for the
unexpired term of the former incumbent.

Dear Councilmembers:
The 1,a Quinta Arts Foundation is a ne?ly formed
organization devoted to promoting the arts and
cultural events in the City 0 La Quinta. We
are in the process of incorporating as d non-
profit foundation.
One of the events VJhich e have tentatively plan-
ned for March, 1983, is an Arts Festival. We ill
be inviting artists from the South?est to exhibit
their orks during this four-day period. These
works ill also be for sale to the public.
The Arts Foundation will work closely with the City
in making all arrangements for the Festival, such
as permits, traffic control, security, etc. One
of the items which our exhibitors will need infor-
mation soon, is whether the City will require a
business license for these four days.
I would like to request that the City Council
waive the requirement for a business license for
these exhibitors. You may contact me or other
Foundation Board mernbers for further information
if you so desire. Thank you for your consideration
in this matter.

Subject: Extension of Plot Plan Review Requirement for
Development of R-1 Residences
The proposed ordinance would extend for an additional eight
months the plot plan review requirement for development of
R-i residences. This will provide sufficient time for planning
staff to develop permanent answers to problems relating to
R-1 development.
Tt would appear that there would be no adverse impact from
this extension. At this time, there has been only one request
for plot plan review.

Subject: Mandatory Refuse Collection
The proposed ordinance requires that all property owners or
tenants obtain refuse collection service It will be enforceable
on a complaint or observation basis, through determining if
service.is being provided by refuse collectors which have permits.
If a violation exists?, and if it is not corrected, the land owner
and tenant, if any, may be prosecuted.

Subject: Ordinance Amending Municipal Code Regarding Holidays
The City Attorney has called to my attention that in adopting the
Municipal Code, the City Council adopted holidays established for
the State of California In subsequent resolutions relating to
salaries and benefits, two of the State holidays were deleted in
exchange for two floating holidays. This amendment brings the
La Quinta Municipal Code into agreement with the salary and benefits
resolution.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, AMENDING THE LA QUINTA
MUNICIPAL CODE RELATING TO THE TIME AND LOCATION
OF RE?REGULAR MEETINGS OF THE CITY COUNCIL.
The city council of the City of La Quinta does ordain as follows:
SECTION 1. Sections 2.04.010 and 2.04.020 of the La Quinta
Municipal Code hereby are a?ended to read as follows:
2.04.010 Time of regular meetings. The regular meetings
of the city council shall be held on the first and third Tuesdays of
each month at the hour of seven-thirty p.rn.
2.04.020. Place of regular meetings. The regular meetings
of the city council shall be held in the council chambers at the City
Hall, 8-105 Calle Estado, La Quinta, California.
SECTION 2. EFFECTIVE LATE. This Ordinance shall be in full
force and effect thirty 30) days after passage.
SECTION 3. POSTING. The City Clerk shall within 15 days after
passage of this ordinance, cause it to be posted in at least the 3
public places designated by resolution of the City Council.' shall
certify to the adoption and posting of this ordinance; and shall cause
this ordinance and its certification, together with proof of posting,
to be entered in the book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting
of the City Council held on 1982,

LETTER OF UNDERSTANDING
This letter of understanding is made by and between the
County of Riverside, hereinafter referred to as County?,
and the City of La Quinta, hereinafter referred to as City?,
whereby the following conditions are understood, as follows:
In order to provide continued fire protection and fire
prevention services for the City:
It is understood that the City shall appoint the County
Fire Warden as its Fire Chief. See attached Resolution
No. 82-7).
It is understood that the City intends to continue use
of County fire protection and prevention services as
currently provided.
It is understood that the City be represented by the
Community safety Coordinator as its primary liaison with the
County regarding matters of fire service and disaster
preparedness
It is understood that levels of service regarding fire
service for the City shall be established by the City
Council. Administration and operation of fire service shall
be under the direction of the County Fire Warden.
It is understood that the City will continue to meet
and confer with the County in regards to development, funding,
and future needs of fire service in the City.
It is understood that the City has adopted the 1979
Uniform Fire Code with amendments and additions see attached
City Ordinance No. 7) for the purposes of setting and
maintaining standards for fire protection and prevention.
The duly authorized officials of the City and County,
in their representative capacities, do hereby acknowledge
and concur with the provisions of this letter of under-
standing.

Subject: Disaster Preparedness
We live in a community which has the potential of disaster
primarily from two?o sources: earthquakes and floods. We
have the additional concern that La Quinta could be cut
of from the outside world' if such a disaster ere to
occur.
No? that we have a Community Safety Cordinator?tor on staff?
I y-e?ommend to my fello? council members the e instruct
the City kan ager to present us ith a disaster plan by
our mid-January, 1?83, meeting. I suggest that the plan
include, but not be limited to, the follo?ing elements:
1. Location, equipment and manning of a headquarter$?
2. Identification of C.B. or ham operators throughout
La Quinta for purposes of communications net?work.
3. Identification of agencies ho can assist in a
disaster.
An evacuation center, not subject to flooding, for
persons left homeless or hose homes are in jeopardy.
Possible emergency first aid and food/?water supplies
to be stored by the City.
A program of training residents of the community for
disaster response and first aid through the fled Cross.
7. A booklet to be distributed to all residents, describing
hat to do, hat to have on hand, and here to go in
case of disaster.
I think our staff can get assistance from the Fire dept.,
County agencies and the fled Cross in developing this plan.
From all I hear and read, the potential of disaster is
very real; therefore, I feel it is imperative that e
are prepared.
