Dear Council Members:
i?e Task force to study the domestic water supply in
La Quinta has been meeting periodically during the
past. five months ith the intent to learn bout the
sources of water and the problems associated ith
domestic water service in. La Quinta. Our attention
has focused primarily on the cove area and the South-
em California Water Company because of the many com-
plaints which b?e have received from residents re?arding
service from this company.
In addition, Southern. California Water Company is re-
questing a rate increase of 2O7? in the near future.
Our committee feels that official community action is
necessary to oppose such a drastic rate increase.
In respon3e to the deteriorating condition of the
water system in the cove and to the requested rate
increase, our i?5k Force respectfully requests that
the ity Council take the following? actions:
1. Authorize the City 1?anager to analyze the
application which Southern California Water
Company ill soon submit to the Public
Utilities Commission in order to identify
areas of excessive budgetary amounts which
can then be brought to the attention of the
PUC in the evidentiary hearings.
2. u.thorize the City Nana?er to inquire of the
Coachella Valley Water District the conditions?
under which that agency would provide domestic
water service to the areas no? served by South-
ern California Water Company.
The Task Force urges your support of these activities.
Domestic water is a fundamental element of life in this
community, and the rapidly diminishing quality of service
and the rapidly increasing cost of such service is of
almost universal concern in the cove area. Only by
utilizing the expertise of our professional staff and
the official support of the City Council can these
matters be successfully resolved.

1. It reduces the cost of the election substantially.
2. Typically, the voter turn-out is greater for' the
general election, thus assuring the participation.

Date: December 3, 1982
Subject: Municipal Election Date Change
Attached is a copy of the law providing for the change of dates
of municipal elections. The Board of Supervisors would probably not
approve consolidation with a June election, because of the multiple
ballot formats required for a primary election. However, consolidation-
tion with a November election does not present such a problem. If
the Council wishes to adopt an ordinance changing the election date,
notice must be mailed to each voter informing voters of the change.
The cost would be approximately 16? per voter, or approximately
$400. Several factors to be considered include:
o A higher voter turnout would occur with a November
municipal election.
o Cost of holding a municipal election would be partially
reduced.
o Workload for City staff would be reduced in preparation
for the election.
o Municipal issues might be obscured by presidential or
gubernatorial races, and State-wide issues.
o Vote results would be made available at the counting
center in Indio rather than in La Quinta.
o Installation of council members would occur approximately
three weeks after the election rather than one week after
the election because of greater time needed to certify the
vote for a County held election.

La Quinta. I know this will cost about $250, but I think
it is B responsibility to the people. IN addition, many
of the actions we have taken will call for their com-
compliance.
The attached is a rough draft of a letter I drew up. Please

Dear Friend:
La Quinta has now been a city for' seven months, and it is
appropriate that we communicated to you what has been accorrip-
lished and wha? can be expected in the near future. We are
very pleased with our City Staff, who have been doing a
tremendous job for so few people. Frank Usher, our city
Manager, and Ann Jennings, the Administrative Assistant and
Secretary, s well as Ray the City Attorne?,.?ave...
carried th& f'ull loa??fL ge?ting th??'c?ty sta?ted. Whatever
ha? been tcomplished is to their credit.
A month ago they were joined by Doug Brown, the Community
Safety Coordinator, who is organizing volunteer groups to
prevent crime, and will be in charge of all programs and
services relating to security end protection in La Quinta.
We are in the process of employing a Community Development
Director, who will be in charge of planning activities, as
well as building and safety.
We have taken a n?ber of action aimed at improving our
town and eliminating those things which have disrupted the
beauty and desirability of La Quinta:
1 In order to eliminate the dumping of trash and
garbage in this city, we have passed an ordinance which makes
trash pick-up mandatory at every home in the City. Soon
a contract will be signed providing for total pick-up, and
it will be against the law not to participate.
2. We have authorized the purchase of several dog and
cat traps to reduce the animals which roam the City. You

may call City Hall and have one placed near your home.
Owners of' animals which are caught will pay appropriate
fines to get their pets back.
3. We have passed on ordinance which will result in
more desirable houses being build, most particularly in
the Cove. Each application for a building permit must meet
r?gid standards of' appearance and quality before it is
approved by the La Quinta Planning Commission.
We have employed a Code Enforcement Officer whose
duty it is to assure the removal of illegal s?tuations
from the streets of our city. This includes vehicles which
are illegal, trash, businesses which disrupt the neighbor-
hood and other items which are not only illegal but also
undesirable.
5. The City has also signed a contract with a person
to clean up the stre?ts from trash and litter which has been
dumped by some people. We hope the dumping will be dis-
continued and this service is needed only temporarily.
The City is preparing to sign a contract to provide
for law enforcement in La Quinta through a patrol car ithin
the city limits 2? hours a day, seven days a week. This will
start January 1st, 1983.
These are some of the major actions taken by your City which
may affect you personally, and certainly should enhance the

;desirability of living here. To assure the success of
these programs, we need your help. As long as a few
persons abuse La Quinta by dumping their trash, vandalizing
houses, driving dirt bikes in the city limits, letting
their dogs roam the streets, throwing their empty cans
and bottles out of car windows?...as long as that continues
the efforts of your City Council and City staff are likely
to have only limited success. We know? you personally would
not engage in these practices. But, if you are aware of
others damaging our environment, please call City Hall and
let us know. You will not be identified as the person
making the call, but you will certainly help your City.
It is our hope that your city government can be most res-
ponsive to the needs of the people who live in La Quinta,
make it a good place to live, and plan for a future which
will enhance our lives and those who ijisit here.

OF THE LA QUINTA MUNICIPAL CODE DESIGNATING
HOLIDAYS WHICH WILL BE OBSERVED BY THE CITY.
The city council of the City of La Quinta does ordain as follows:
SECTION 1. Section 2.55.010 of the La Quinta Municipal Code
hereby is amended to read as follows:
2.55.010 Holidays observed by the City. a) Excluding
those offices which must remain open for the continuation of
essential public services such as police and fire protection,
the public offices of the city shall be closed on Saturdays and
Sundays, and on the following holidays:
1) New Years Day January 1)
2) Washington?s Birthday Third Monday in February)
3) Memorial Day Last Monday in May)
4) Independence Day July 4)
5) Labor Day First Monday in September)
6) Veterans Day November 11)
7) Thanksgiving Day Fourth Thursday in November)
8) Friday following Thanksgiving Day
9) Christmas Day December 25)
10) Any day declared to be a holiday by proclamation
of the Mayor.
b) Holidays falling on Sunday will be observed on the
following Monday. Holidays falling on Saturday shall be observed

d) Notwithstanding the foregoing provisions of this
section, the city manager shall be authorized, by administrative
regulation or otherwise, to direct that all or a portion of the

prescribed above, when he determines it to be necessary in the
public interest to do so.
SECTION 2. EFFECTIvE DATE. This ordinance shall be in full

WHEREAS, Eugene F. Abbott was elected to this City's first
City Council, at the incorporation election held on April 13,
1982; and
WHEREAS, he has served capably as a Council Member during
the City's difficult first months of organization and operations.'

WHEREAS, he has contributed a very considerable amount of
time and energy toward the betterment of La Quinta; and
WHEREAS, he has served with distinction as Chairman of the
La Quinta Task Force Against Crime; and
WHEREAS, he has tirelessly listened to the problems and
concerns of constituents, and has worked diligently toward
achieving solutions to them; and
WHEREAS, his education and experience in public administration
has proved valuable in formulating the initial policies and
municipal code for the City;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of La Quinta does hereby express, on behalf of the community,
it's warm and sincere appreciation and thanks to Eugene F. Abbott,
for the outstanding public service he has performed during the

SECTION 1O.301.(c) OF THE UNIFORM FIRE
CODE RELATING TO REQUIRED FIRE FLOW IN
NEW DEVELOPMENTS, AND REPEALING ORDINANCE
NO. 14.
The city council of the City of La Quinta does ordain as follows:
SECTION 1. The Uniform Fire Code adopted by Ordinance No. 7 and by
Section 11.02.010 of the La Quinta Municipal Code is hereby amended as
follows:
Amend the second paragraph of Subsection 1O.301.(c) to read:
1) Water supply may consist of reservoirs, pressure tanks,
elevator tanks, water mains or other fixed system capable of supplying
their required fire flow. In setting the requirements for fire flow
in connection with new developments involving industrial or commercial
projects, or involving residential subdivisions whereby five or more
lots or parcels of land are created, the chief may be guided by the
current standard published by the Insurance Services Office, Guide
for Determination of Required Fire Flow.
2) In setting such requirements in connection with other new
residential developments in which less than five parcels of land
or dwelling units are created, the minimum fire protection require
ments so established shall not be less than 500 gallons per minute
for two hours duration at 20 psi residual operating pressure at any
given hydrant, provided however, that upon the written request of the
applicant, the chief may reduce such fire flow requirement on the
condition that there be installed in each dwelling unit an automatic
fire sprinkler system meeting the standards prescribed by National
Fire Protection Association Standard 13D with any amendments thereto
which may have been adopted by the City.
SECTION 2. Ordinance No. 14 hereby is repealed.
SECTION 3. EFFECTIVE DATE. This Ordinance shall be in full force and
effect thirty 30) days after passage.
SECTION 4. POSTING. The city clerk shall within 15 days after the passage
of this ordinance, cause it to be posted in at least the 3 public places
designated by resolution of the city council; shall certify to the adoption and
posting of this ordinance; and shall cause this ordinance and its certification,
together with proof of posting, to be entered in the book of ordinances of
this City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, APPOINTING A CITY
TREASURER.
The City Council of the City of La Quinta does hereby
resolve as follows:
SECTION 1. Larry Cunningham is appointed City Treasurer,
to serve until relieved or a new City Treasurer is appointed
by this City Council and assumes the duties of the Office.
SECTION 2. He shall serve without compensation subject,
however, to reimbursement for actual and necessary expenses
incurred in the performance of official duties for the City.

Subject: Contract for Law Enforcement Services
At its meeting of Tuesday, November 30, 1982, the Riverside County
Board of Supervisors approved an agreement for law enforcement
services with the City of La Quinta. The agreement will be effective
January 1, 1983. It provides for a level of service of 24 manhours
per day, seven days per week. he contract cost will be $288,730
per year, or $144,365 for the period of January 1 through
June 30, 1983.
The level of service may be changed with 30 days written notice
to the Sheriff. The contract has a term of five years. It may
be terminated on the first day of July of any year, with notice of
termination due at least two calendar months prior thereto. Cost
increases will be effective at the first of each fiscal year. Notice
of such increase shall be given at least 60 days prior to its
effective date.
This is a standard contract form for law enforcement service,
signalers to contracts with all cities which contract with the
Sheriff. Our Community Safety Coordinator will regularly review
Sheriff's logs to assure that the level of service is maintained.
This contract will provide an increased level of service to the
City of La Quinta. Approval of the contract is respectfully
recommended.

Subject: Contract for Animal Control Services
The proposed contract provides for animal control services to
the City of La Quinta. Dog licenses shall be issued by the City,
and also sold by the County, with all revenues coming to the City.
The City shall pay for the maintenance of all animals impounded
from the City, and shall pay for patrol at the rate of 2?.96 per
hour and $.39 per mile. An increase in patrol hours will be
requested in the near future, when additional personnel are
available. This agreement is identical with those with other cities.
Animal control services are being augmented by the use of animal
traps which are currently available from the Community Safety
Coordinator.
Approval of the contract is respectfully recommended.

Re: Anti-Crime Program
TO: Honorable Mayor and Members of the City Council
The City of La Quinta materialized as a direct result of
citizen concern about problems affecting the community. It
was with a definite desire to do something to control these
problems that initiated the incorporation movement. One of
the most pronounced of these problems was that of crime.
The Task Force on Crime, a committee of the La Quinta
Property Owner's Association, developed a list of objectives
and goals to help solve the crime problem. One of these
recommendations was the creation of a staff position entitled
Community Safety Coordinator, whose duty would be to work
with citizens and the contract law enforcement agency to
develop and implement programs to fight crime in the community,
the most common problem being residential burglary.
The Community Safety Coordinator has now been hired and
the problems relating to crime are being attacked. This
report constitutes a master plan designed to reduce crime in
La Quinta, and consists of six phases, each a separate type
of anti-crime program, yet all of them are designed to be
concurrent programs. All of the programs have been tried
and tested" in other communities, with varying degrees of
success. The ultimate success of these programs will rest
with the citizens of La Quinta. These programs are merely
tools that can be used to reduce crime. Without the human
element and volunteer help from concerned citizens, these
programs cannot succeed.
