Subec. Annexation and Shere of influence
Annexation of land owned by Landmark Land Company is of critical
importance to the establishment of a viable redevelopment project
for flood control and is of importance to the future fiscal
condition of the City The Landmar Company has purchased approximately-
l,70C' acres the Kennedy Ranch) east of the mountains
between Avenue 54 and Avenue 5. As AnOv Vossler described to
Council Members several months a9o, the proposed DrOect will
include 72 holes of golf, a clubhouse, a resort hotel, residentiaL
and community\ commercial development and new fire station which
will be fully eQuipped and manned.
This development will be a significant source of revenue to both
the redevelopment project and to the City. As was indicated in
the Katz Hollis tax increment projection and bond feasibility
analysis which was presented to the Council at the meeting of
June 21, 1983, the total value of new development in the redevelopment-
survey area by these major developers, Landmark, Ridgway and
Anden, will be approximately $1,135,410,000. Of this, the value
of development on the Kennedy Ranch is projected to be approximately'
$802,479,000, or 71% of the total.
Of the 1,700 acres which Landmark owns, approximately 820 acres arc
either in the City or in the County and outside the sphere of influence
of Coachella. Approximately 880 acres are in th County and in the
sphere of influence of Coachella. The entire property lies astride
the La Quinta City boundary. It lies approximately 4.5 miles from.
Coachella. Annexation of this land is important to the City of
La Quinti.
Regarolno sphere of influence, owners of approximately ten ic)
properties, shown; on the attached map and list, ha\e expressed
interest in the possible establishment Of a sphere of influence for
La Quinta which would include their property. These properties are
in the southernmost portion of the 5 here of Coachella which extends

expressed interest in La Quintd extending a Sphere to include
their property. I have told thL owners of land affected by
Coachella's sphere that they should communicate their wishes to
the City of Coachella directly.
