The Board of Directors of the La Quinta Chamber of Commerce has
been canvassed and a substantial majority have expressed their
desire to take an affirmative stand supporting the PGA West
project.
We feel the project to be extremely beneficial to the City, the
Cove Community and is the answer to the Cove Community flood
problems through the Redevelopment Agency which is supported by
all the City officials.
We congratulate the three voting members and the unanimous vote
of the Planning Commission for their foresightedness in the future
*elfare of our City.
The ongoing revenues produced through this project will support
many amenities which we presently need but are financial unable
to obtain.

Cn April 10, 1984, the Planning commission conducted a public hearing on the Final
Environmental Impact*act Report prepared for the Duna La Quinta project and unanimously
r*cended that the EIR be certified as re*ended by the Planning Department.
The staff report prepared for the Planning Cattn1.ssion is attached.
There was a brief discussion by the Planning C*Tiflission on issues raised in the
environmental docment ar* related traffic study. Primary consideration was related
to the approval conditions for the Specific Plan.
The Applicant made no coee*t on the EIR itself.
There was no public coeeent on the EIR at the hearing.
The Draft EIR, Response to C*rtm*ts, and *affic Study docunents which together
*rise the Final EIR) were previously distributed to each of the Council **ribers.

Location: Northeast Corner of Calle Tampico and Desert Club Drive
Applicant: Landmark Land Company
Request: A request to amend the La Quinta General Plan fran High Density
Residential to General Commercial on a six-acre portion of the
Duna La Quinta" site.
On April 10, 1984, the Planning Catinission conducted a public hearing on the
requested general plan change and unanimously reccetended that the change in
land use designation requested in the General Plan Amendment be denied, as
recarir*ded by the Planning Dep*tent. The staff report prepared for the
Planning Catmission is attached.
Discussion among the Planning Ccooission on this matter focused on the need for
additional carmercially zoned property in the area, on the amount of undeveloped
commercial land in the area, on General Plan policies encouraging development of
existing aarrmercial areas prior to creating new ones and on the lack of available
information on future commercial needs. It was the consensus of the Cartnission
that existing carirercial area could be hanred by this additional ccirrnercial land
and that it was premature to designate any additional c*rir,ercial land in the area.
However, the C*inission did note that this area should be reevaluated during the
General Plan process when better information on area-wide, future carinercial needs
would be available.
Kevin Manning, planner for Landmark, appeared and supported the Applicant's
request for six acres of c*rmercial property noting that it would be a minor
expansion of the existing c**rcial, that the size requested is appropriate for
a 250-acre residential project and that the Applicant had voluntarily deleted five
acres of cortrtercial originally requested at the intersection of 50th and Washington.
William Can[n, La Quinta resident, carinended the Applicant for eliminating the 50th
and Washington camercial and questioned the need for the six acres on Calle Tampico.
No one else appeared on this matter.

Applicant: Landmark Land Company
Request: A request to approve an overall development plan proposing a
private *ounity with 1269 residential units and a 6-acre
ac*commercial center.
Since the Planning Corttnission meeting staff has met with the Applicant and agreed
to support several minor changes to the conditions of approval as indicated on the
attached. The majority of these are wording changes so that standard language used
for the * *st project conditions is consistent with this project.
At this * it appears that the primary issues of contention are:
Should Calle Tampico between Calle *Rondo and Mains be a public
street? Conditiens 13 and 15)
W*ere should Phase 5 be accessed fr*n? Condition 17)
*iat is the maximum number of residential units to be allowed
and should the CVWD Channel acreage be aliceed to contribute
to that density? Condition 25)
*iat setback for the perimeter wall should there be on Washington

Staff is still reviewing each of these issues and may suggest further modifications
at the Council meeting.

The City Council of the City of La Quinta does ordain as follows:
SECTION 1. Section 4.10 of Riverside County Ordinance No. 348
which was adopted by reference by this City Council by Ordinance No.
5, operative August 29, 1982) and Lower Coachella Valley District
Official Zoning Plan Map No. 41, as amended, are further amended by
rezoning from A-l-10 and w-2-20 to R-2, R-3, and R-5 SP Specific
Plan, those certain parcels shown and depicted for such rezonings on
the map which is attached to and made a part of this ordinance, and
which attached map is labelled Exhibit #1, Change of Zone Case No.
84-007".
SECTION 2. EFFECTIVE DATE. This ordinance shall be in full
force and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15 days after
passage of this ordinance, cause it to be posted in at least three
public places designated by resolution of the City Council; shall
certify to the adoption and posting of this ordinance; and, shall
cause this ordinance and its certification, together with proof of
posting, to be entered into the book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of
the City Council held on this day of 1984, by the
following vote:

CERTAIN PROPERTY ADJACENT TO THE CITY

84-007, PURSUANT TO SECTION 65859 OF THE
CALIFORNIA PLANNING AND ZONING LAW.
The City Council of the City of La Quinta does ordain as follows:

certain unincorporated *territory adjoining the City and depicted for
such prezonings on the map which is attached and inade a part of this
ordinance, and which attached map is labelled Exhibit *2, Change of
Zone Case No. 84-007". Said prezoning is adopted pursuant to Section
65859 of the California Planning and Zoning Law and will apply to such
property in the event of and at the time of subsequent annexation to
the City.
SECTION 2. EFFECTIVE DATE. This ordinance shall be in full force

Subject: Advance of funds to the La *Quinta Redevelopment Agency
I am recommending that the City of La Quinta advance an
additional $35,000 to the La Quinta Redevelopment Agency for legal
services relative to adoption of the La Quinta Redevelopment Plan
and for financial consulting services relative to flood control
bonds. $15,000 of this amount is for legal services incurred
with our Special Counsel relative to Plan adoption. We have
received a bill for the entire year of service totaling $14,060.57.
I have reviewed the bill with Mr. Stradling, and find it to conform
with the proposal for service approved by the Agency. $20,000 of
the advance will be available to cover financial consulting costs
relative to the preparation and issuance of flood control bonds.
Funds for bond counsel and bond house services will not have to
be advanced, as fees for these services are paid from the proceeds
of the bonds. Also, all funds previously advanced to the Agency
shall be repaid from the proceeds of bonds.
The Coachella valley Water District has approved a contract
with Bechtel Engineering Company for the engineering of the flood
control improvements. The cost of engineering is expected to
be $450,000. The cost for this will be handled as a loan to the
Agency, to be repaid with interest from bond proceeds. The whole
amount will be advanced to the Agency by the District. An agreement
with the District is in preparation. Half of this amount, $225,000,
will be loaned to the District by Landmark Land Company.

1984, and that bonds will be sold by February 15, 1985. Bids will
have been received by that time and work should begin by February 15,
1985.

Subject: Street Improvements
The City Engineer and I have reviewed the needed repairs at
Calle Tampico and Avenida Bermudas. Necessary pavement repairs
and water channelization will cost $10,000 to $15,000. Desirable
improvements to the east side of Avenida Bermudas will add
approximately $10,000, totaling approximately $25,000. This would
involve new pavement.on Tampico from the Circle K to La Quinta
Builders Supply. It would also include the widening of
Bermudas with curb and gutter on the east side from Tampico to
Palm Springs Savings. It is our recommendation that this work be
done. I have asked the City Engineer to prepare a plan and
specification.
It is also our recommendation that Avenue 52 be repaired
pursuant to the bid received. If this type of maintenance is not
done, a street will deteriorate to the conditions which we have on
Tampico. The bid is a very good one, $10,000 less than the
Engineer's estimate.
Regarding future improvements to Avenue 52, approximately half
is adjacent to property owned by Landmark Land Company, from
Jefferson Street to Adams Street on one side. The other half, from
Adams Street to Avenida Bermudas, is adjacent to properties owned
by others. I do not believe that we should assume there will be
development of the properties owned by others during the five-year

improvement life of the road repair. This is three-fourths of the
frontaqe.
Regarding the other one-fourth of the frontage, or $6,279 worth
of improvement, it is probable that Landmark will develop within
five years. However, our policy regarding street improvement should
be reviewed. The City Engineer and I would recommend half-width
improvement adjacent to new development, with at least a 20-year
life.
Regarding gas tax funds, the total available from fiscal years
1982-1983, 1983-1984, and 1984-1985 is $284,874. The total of
planned expenditures, including both of the projects above, is
$205,000. This also includes the La Fonda and Estado slurry seal,
the Jefferson/Westward Ho cross gutter, the Cove stop signs, the
Washington/Eisenhower signal, Avenue 50 improvements and other
miscellaneous improvements.

questions regarding this matter, they should be asked in executive
session, as the case may involve litigation.

Subject: SPEED ZONING IN LA QUINTA

The recent report to the City Council from the Traffic
Safety Committee presented some recommendations relating to
speed zoning in La Quinta. The data was based on the Jan.
1983 study which was done by the Automobile Club of Southern
California.
Prior to authorizing the sheriff's department to enforce
speed zones with radar, we need to establish the City Council's
approval of those speed zones as established by the ACSC. If
the city Council wishes to modify or change those speed zones
in any manner, then we need to conduct another speed survey.
The courts will only prosecute those cases where radar
is used if a valid and current speed survey is on file with
the courts. To attempt to issue citations in non-approved
speed zones constitutes running a speed trap" and is in
violation of the California Vehicle Code. This is not wise
and hurts the city two ways: it destroys our credibility
with the court system, and it damages our relationship with
the sheriff's department.
The Traffic Safety Committee recommends the following
action froni the City Council:
1. Adopt the speed survey as it presently exists ACSC
study) and authorize staff to re-sign and re-legend
those areas accordingly. This will allow court approved
use of radar for speed enforcement immediately.
2. Advise staff to conduct another speed survey via ACSC)
or contract for a private consulting firm to conduct a
separate speed survey at an unknown cost. It would then
be up to the City Council to approve the new speed survey
which would then have to be certified by the courts.
A new speed survey does not guarantee different or popular
findings on certain speed zones. It is a scientific study and
is based on factual data gathered in the field.

The Traffic Safety Committee also recommends that the
City Council further discuss the other recommendations from
the special report and advise the committee as to whether it
approves or disapproves of each item. This will give the
Traffic Safety Committee some direction on which to base
further actions.
The Traffic Safety Committee extends an invitation to
all City Council members to attend our meetings. This
committee exists to serve at your discretion. We are working
hard to improve traffic safety in the community. Thank you
for your continued assistance and support.

Subject: SPECIAL WORK PROGRAMS
City staff has pursued the use of labor through roug t e
Youth Service Team during the school year by using youth that
have been suspended from school to perform community service
work projects. That work has consisted primarily of litter
pick-up along roadways and weed clearing on public property.
Normally the end of the school year would mean an end to
our youth work program. However, Youth Service Team staff
have informed us of a summer work program. Data on that program
is attached for your reference. This summer program would allow
us to select one or more youth(s) to work regularly scheduled
hours throughout the summer as *Maintenance Assistants". They
would be performing the same type of work, however, they will
be paid. The city will issue paychecks to the youth(s) for
which we would be reimbursed by the County on a monthly basis.
Additionally, the Riverside County Probation Department
has asked us if we would like to participate in their adult)
community service work program see attached data) Using the
same job description of Maintenance Assistant", we have agreed
to participate in their program on an appointment basis.
These two programs will provide our city with additional
person-power at no direct cost to the city and will allow us
to expand our various litter control and clean-up campaigns.
