Subject: Ordinance Adding Alternative Subdivision Regulations Relative
to Major Thoroughfare and Bridge Benefit Districts and Park
Dedication or Fees.
The City recently enacted Resolution No. 85-26 establishing a community
infrastructure fee on all new residential development. Ma*or components
of the fee structure include major thoroughfares, bridges and park
facilities. The infrastructure fee resolution provides for considera-
tion of alternative methods of providing various components of infra-
structure. The state subdivision map act provides specific enabling
legislation for cities to exact fees for major thoroughfares, bridges
and parks. The enclosed ordinance, which has been reviewed and approved
by the Community Development Director, responds to the map act enabling
legislation Government Code 66484 and 66477). Its provisions include
the minimum requisites of state law to establish the fee alternatives
to developers within the City. The final decision on which method
infrastructure fee or map act ordinance) shall be used for an indivi-
dual project is reserved to the City Council.

Subject: School Impact Fees for Coachella Valley Unified School
District. Readoption of Resolution 84-14 to comply with
Government Code 65962 Notice Requirements.
On February 12, 1985, without noticed hearing, the City Council
adopted Resolution 84-14 providing school impact fees on new
development for Coachella Valley Unified School District. Later
it was discovered that newly enacted Government Code 65962 requires
a prior noticed public hearing and a sixty 60) day waiting period
prior to taking any action enacting or increasing a fee on residential
development. As a result, it is now necessary to conduct a noticed
public hearing on this matter, and thereafter consider the readoption
of Resolution 84-14.

Subj*ect: Status of Speed Survey
As you are aware, the Auto Club of Southern California performed a speed survey or
the majority of the City in early 1983. The Co\:]flcil chose at that time not to adopt
the speed survey because of concerns with at least some portions of it.
Within recent months, the Staff has been in catUL*ication with the Auto Club, *o
has indicated that they are not adeuuately staffed to perfonn another speed survey
for the entire City. Staff has also been in consultation with a consultant *o could
perform the speed survey and the indications are that the costs would be anywhere fr*
$3,000 *5,000 depending on exactly how many roadway segments were surveyed.
In the past, the Council has indicated the desire to re-survey after the establishment
of additional traffic controls, which include the stop signs in the Cove area and the
new signal at Eisenhower Drive and Washington Street, in the hopes that these would
result in different survey data. I believe that the best approach, relative to the
speed survey, is to identify the particular areas of concern fr:* the original Auto
Club survey and direct the Staff to re-survey those areas only. Depending upon the
results of the re-surveyed areas, action could then be taken on the c**ibination of the
old survey and the update performed by Staff. Since the City now has radar e*ii*rr*nt
and Engineering Staffing, we have the resources to do this study. If, however, you
desire to do the whole City again, it would take a considerably longer time because
our resources are some*at lImited.

Subject: Agreement between La Quinta and Indio regarding a common
sphere of influence boundary.
The City Manager of Indio and I have met in an effort to resolve a
common boundary between the requests of La Quinta and Indio for
sphere of influence.
The common line would run from the intersection of Jefferson Street
and Avenue 50 eastward on Avenue 50 to its intersection with Madison
Street, then southward on Madison Street to its intersection with
Avenue 52, then eastward on Avenue 52 to its intersection with
Monroe Street, then southward on Monroe Street to its intersection
with Avenue 53. At that point, Indlo's requested sphere line goes

WASHINGTON STREET CORRIDOR STUDY

I. INTRODUCTION
Washington Street is a north-south arterial highway that provides
the primary connection between Interstate 1-10), State Highway
111 and the central development core of the City of La Quinta.
City officials have recognized that, as development occurs
throughout the City of La Quinta, the traffic, circulation, and
infrastructure i.e., utilities, drainage, etc.) impacts on
Washington Street will be significant. Ultimate build out of
Washington Street according to the City's General Plan must
include adequate provisions to mitigate these impacts.
In response to recognized needs and deficiencies along Washington
Street, the City of La Quinta prescribed the examination of
potential improvements to mitigate problem areas, and the
development of design concepts for the Washington Street Corridor.
Important issues pertaining to the Washington Street Corridor
include existing land uses; roadway and physical characteristics;
proposed developments; existing and projected traffic volumes; and
circulation, access, and accident problems along Washington
Street.
The purpose of this interim report is to outline preliminary
findings, design concepts, and recommended changes to the
functional and physical character of Washington Street on the
basis of identified opportunities and constraints.
II. STUDY GOAL AND OBJECTIVES
A. Study Goal
The development of a plan for ultimate build-out of the
Washington Street Corridor in accordance with the City of
La Quinta General Plan;
B. Study Objectives
1. Improvement of traffic flow on Washington Street for
existing and future development and travel demand;
2. Improvement of intersection major and minor)
capacities to contain future traffic volumes;
