Date: January 16, 1985
Subject: Agreement with Riverside County J.T.P. Program
The City of La Quinta has been awarded funding under the Job
Training Partnership Act, through the County of Riverside, to per-
form work under this Agreement. The Agreement requires the City
to provide job training services to eligible persons within the
provisions of the Job Training Partnership Act. The County subse-
quently agrees to reimburse the City for authorized expenses
incurred in the implementation of the job functions.
The Agreement before you is for provision of one 1) Maintenance
Aide position, for a period beginning December 19, 1985, through
April 24, 1986. The total amount of the Agreement is for $2,623.
The participant for this program has been hired, and has been
working in the Engineering/Street Department performing a variety
of unskilled and semi-skilled manual work and assisting the City's
permanent workers as required.
RECOMMENDATION:
It is respectfully recommended that the City Council approve Agree-
ment No. C5620w807-H between the County of Riverside and the City of
La Quinta relative to a training program under the provisions of the
Job Training Partnership Act, and authorize the Mayor and City
Manager to execute the Agreement on behalf of the City.

new sign ordinance and r*nains in effect until May 7, 1986. The new sign ordinance is
jmjj adopted, altho*gh drafts will be distri* ted this * *ursuant to the nost recent
scchule given you a couple of **eeks ago. The proposed sign, *ich advertises the
a Quinta *tel Golf and Tennis *sort, the Tennis Villas Subdivisi*, and the
Duna a Quinta Subdivisi*1 is clearly an off-site sign pr**ited by. the *ratoriurn.
As a result, it cannot be approved unless the *ratorium ordance is revised to allow
sare scch signs presumably with scoe standards) or the *ratoriurn is teninated.
I*lative to providing assistance for sabdivision sales, the City has recently *nded
*r*dmately $51000 in establishing a series of t*tporrry subdivision directory signs
*ile continuing to *rk on a program with irore attractive pereanent signs. A sign
was installed at Jefferson and Ave*ue 50 on Tuesday of last *eek to provide additional
directory assistar* along Jefferson. In addition, the City has also *rked to elimate
the proliferation of wiattractive and hazardous * signs that seem to be a
mainstay of sL*division sales prttotions.
It is Staff's judgrr*nt that these efforts and their supporting reasoning remain valid.
To allow this sign now, with a new sign o*nce only a oouple of **ths from appraaal,
*uld * the door to a flood of similar re*iests. The City's Subdivision Directory
Sign Program has filled this t*tporary void in an adeguate manner and to begin to allow
off-site signing of this nature now se*t's both unnecessary and ina*:propriate. It does
rot seem that the beeef its **ich the Applicant will att* to substantiate sufficiently
offset the potential detrirtental effects of these types of signs. It should also be
pointed out that sbbdividers, in general, have n*merous types of other **edia available
to *municate their sales *
If it is determined that this sign, and others like it, should be allowed at this tiir*,
then a revision to establish a peemit ptocedure and standards should be made to the

and there is a desire to have soce * figures at this ture. A detailed *
report can be done in the near future.
The following is a general description of pr*er pav*r*nt analysis, and I have
attcched an E*diibit hAlt, in *ich I tried to give a r*gh estimate of the potential
range of costs to brin* the eKistin* La Quinta *ve area pav*rents up to standards.
This represents a $3,000,000 to $4,500,000 range. The data in this report was
e)ctracted frart another report prepared by my offioe.
DISCLJSSI*
There are three *tii* reasons far ashalt paveeents to fail. They are:
1. Improper design and cons*tion
2. H*a*ier traffic usage than anticipated
3. Lack of *going *
Ea* of these will be discussed in detail.
IMP*PER I:ESI* AND *STRL**I*
*unately, most of S*uthern California is blessed with a mild clim*te with no
freeze/thaw cycles and the location of good sourues of *iality materials. For this
reason, the Agencies of Southern California have been very fortunate with the servi*
ability they have enjoyed with their pav**ts. With proper design and constriction
practioes, the service life of the pav*mants can be eetnded many years.
*en designing a p&**r*t, four factors need to be considered:
1. Suggraae soil strength
2. Anticipated traffic loadir*
3. Design life of the pavement
4. Calculation of A.C. and A.B. layers
The subgrade soil strength is best determined by testnng subgrade sairples obtaieed
fr*r* the site. If considerable grading is re**ired, the saaple should be abtajied
after grading is copleted. In the laboratory, the necessary R-Value can be measured.

pav*r*ts should be counted and analyzed when designing paveeent overlay thicknesses.

To determine the E*uivalent Axle I*ad and its resultant Traffic Index, the service life
of a pavement rt'ist be deterinined. Generally, 20 years is used in Sc*thern California,
while rr*st of the country hopes to obtain 10 years due to freeze/thaw cycles and
inferior materials. If major develo**it is anticipated in the future that coold affect
the street ali*ent, grade or traffic loaaing, a shorter design life may be considered.
If increased traffic loading is anticipated s*r*tine in the future, phase construction
would be proper with developeent at that tirre providing the financing to overlay the
pavement section to provide for the stronger section.
In many Southern Califorhia Counties, the excellent quality of rock allows the substi-
tution of Aggregate Base AB) for r*i Asphalt Pavement Ac) thickness. *really,
*inch thickness of high quality AB is equivalent to 1-inch thickness of the AC layer
to obtain the desired serviceability of the pavement. with law quality aggre*ate base,
the substitution should be 2.7 inches of AB for for 1 inch of Ac. In no case should an
Ac pavement layer be less than 3 inches thick. Fbr heavier usage, the mini* thickness
of the Ac layer is a function of the Traffic Index TI). The follawin* graph may be
used to determine minirrurn thicknesses.

Many changes in a *ttrunity can occur during the 20-yaar life of a paveeent. A new
bus route, rezoning fr* nultiple residential to industrial zoning and Redevelo*:irent
are exartples of the types of carcunity changes that could imr'act the pavements and
materially shorten the design life. If anticipated soon enough, pavements can be
strengthened by overlays of Ac pavenent. If not, the fatigue life of the pav*t*t
may be severely reduced hastening the deterioration of the pavement with the ultimate
reg*ement of ennensive reconstruction.
The r*innng service life of an *isting pavement is virbually ippossible to deterine.
*bwever, it is possible to determine the existing steenth of an existing pavement
section and calculate the reuired overlay thickness reguirement to obtain 20 additional
years of serviceability.
Several devices are available to determine the deflettions of existing pavements;
anoog them being the Be**deman Beam, *badrater, I*aflect and Pavement Thwrper to
deteemine the deflettion of the pavement non*estructively. *r*i the results of these
def lections, required overlay thicknesses can be determined.
Air, water and gunshine are enemies of Asphalt C*rEnt, the cementnng binder used in
asphalt pavements. Asphalt cement is a product resulting fran the ref* of petro1*zn
refinement of crude oil. Its ccoplicated molecular structre contaaas certain physical
pr*er*es that are ir*asurable to deterine the extent of the oxidation or aging of the
asphalt cement. The most oOOOOfl tests are the penetration and viscosity tests.
*L*[ a core taken fran an existing pavement, the a*t cement can be ettract* fr*n
the pavement sarri*le to perform penetration and viscosity tests on the extracted AC.
As an asalt cement ages, the values of penetration decreases and the viscosity
increases less fluid).
Within a pavement, as the asphalt cement ages and beo*s less flexible, cracking will
begin to occur. A second characteristic of an aging p*vement is the loss of its binder
stickiness) characteristics. Cores generally *diibit low penetration val*es at the
pavement surface, be*oning no*mal at the bott*n of the pavement layer. *::* binder
characteristics are evident at the bottan of the core with obvious loss of fine and
sciretines course aggregate at the pavement srrf ace.
Cores taken at minor craecs at the pavement surface generally *iit the loss of the
crack before it reaches the pavement bott*n. If the core is taken at a major crack,
it is fonnd that the crack is wider at the top than at the bott*.
The reascn for these changes of asphalt cement and d**icus physical characteristics
beteeen the top and bott*n of the Ac pavement layer is due to the aging of the asphalt
cement caused by contact of water, air and sunshine. If these destructive elements
could be separated fr*n the AC pavement strrcture, the aging of the Ac pavement **uld
be avoided and the service life of the pavenent eteended to its fatigue life. without
the separation of the *vtii*t structure fr*n the elements, serviceability of the pav*
itent will be seriously reduced requiring expensive overlays or reconstruction long
before the normal fatigue life of the *ment.

Sand Seals are generally used in San Diego *unty due to the lad* of good aggregates
for Slurry Seals. Th this area, the superior Slurry Seal is generally preferred. Fbg
Seals are generally not used due to the frequent application cycle.
It should be noted that *en cradung reaches the bott*m of a paverent layer, the pa*
nent generally deteriorates rapidly in the area of the crad*. An Ac overlay, before
craddx*g severe, will save the considerable cost of reonstruction.

serious tho*t for pav*rent design and maintenance. Fbr p*veeent design and
o*i*ruction, the following should be considered:

Mrs. Young r*uested a change of addess fr*n Avenida Ramirez to Calle *gales for
the reons outlined in the attached letter. Staff has reviewed the re*uest and
determi that current practice **uld dictate addressing Mrs. Young1 5 residence
on Avenida Rarnjrez.
*licy has been to assign addresses based upon the design and location of the lot
rather than on the location of the frar*t door. The reasoning for this appr* is
that it establishes a regular pattern of addressing *lich should be easier for bo*
ee**en* services and people unfaniliar with the area to find. The design of lots
in the C*ve area **uld result in nearly all addresses being on the Avenida" streets.
It is Staff's judgnent that this practice should be oontihued and that Mrs. YoLmg's
a*eal should be denied. In this case, sare signing along Avenida R*irez as to the
address should resolve the * since the only visible address, right r*, is on

grant the requested change.
Th general, it has been the City's practice to assign addresses based upon
the front of the lot rather than the location of the frc*t door. In the
Cove area, this *uld result in nearly all of the * being addressed on
the north-south Avenida" streets. of course, this *uld also create a
regular pattern rn*di* it easier for erergency seerices to find locations.
I a* aware that this was not always the practice prior to the City*s incor-
poration and dbs&ved several houses with *gales addresses.
I *ould suggest the p*l*n with delivery and service people can be resolved
bv providing a visible address along your R*irez frontage, since the c*i1y
visible address is over the garage door facing Nogales. Due to the large
tree in your front yard, a saall freestanding sign i.e., A Sq.ft. with a
height of 31411) near the frcn* proprty line *ould se*n best. A permit is
not necessary for this size and type of sign.
In the event that y* disagree with this deterination, please sL*init a
written a*ea1 stating the reasons for the appeal to the C*rrri*ty nevelopeent
E*parbt*nt and I will schedule a review of this policy and your request for
City Council consideration.
