Subject: Weed Abatement/Lot Cleaning Assessments forPlacement on 1986-87
Property Tax Roll 2/18/86)
The purpose of this hearing is to provide the Council the opportunity to hear
and consider all public objections and protests, if any, to the report filed
with the Council containing a description of each real property parcel cleared
or cleaned by the City of La Quinta.
Notices of tonight?5 public hearing were sent to each property owner, advising
them of the hearing date. We have received one 1) written communication
regarding this matter.
An appeal has been received from Mrs. Ronald Norlin in objection to the
abatement charge. Apparently Mrs. Norlin misunderstood the abatement notice
as she only partially cleaned her lot. We had requested that the Norlins
remove both dry brush and tree cuttings from their lot. They removed the tree
cuttings but did not touch the dry brush, which was subsequently cleared by
our city contractor.
Mrs. Norlin is expected to be present at tonight's hearing. It is staff's
recommendation to let the abatement charges stand.
Following public comment and close of the public hearing, it is respectfully
recommended that the Council take the following action:
1. Adopt the proposed Resolution approving and adopting the
Resolution to place the cost of cleaning said lots on the
1986/87 property tax roll.

the Applicant and reported that this study is underway. They also spoke in support
of the Staff rec*t*dation.

Subject: CVJPIA Liability Insurance Program Preliminary Report
The proposed CVJPIA liability insurance program is described
in the accompanying documents. My complete report will be
delivered tomorrow, after I have had an opportunity to
review the present commercial insurance picture with our
current broker this afternoon.
Basically, the program will provide $1 million per occurrence
in coverage, in the following levels: a self-insured retention
SIR) of $25,000, $50,000 or $100,000, at the election of the
City; a non-risk sharing layer between the SIR level and
$125,000, which in case of loss penetration would be paid
back to the JPIA over a five to ten year period; and a risk
sharing pool between $125,000 and $1 million, which will be
funded through earned premium and interest on invested funds.
First year premium is calculated at three times expected loss.
The program is proposed to begin March 1, 1986, however we would
not have to accept coverage until the expiration of our current
coverage on May 1, 1986, thus avoiding a short rate proration.
However to assure the actuarial soundness of the program, it
will be necessary to make an irrevocable commitment to participate
or not participate by March 1, 1986. There is a $10,000 penalty
attached to a change of decision after March 1.
We are also working on a possible program to provide funds
which would enable coverage of $4 million in excess of the
first million, or a total of $5 million. This will not be
in place by March 1.
If it appears that commercial insurance will not be available
to us after May 1, 1986, or that the cost and coverage of such
insurance is not more favorable than the JPIA proposal, I will
be recommending that we participate in the JPIA program.

Subject: Appointment of Board Members Senior Citizen Advisory
Board
Pursuant to Office on Aging regulations, each senior center is
required to establish its own Advisory Board, composed of willing
citizen volunteers. Advisory Board members may be asked to:
1) Coordinate with the Senior Center Program Director to
evaluate current programs and activities; and/or
2) Suggest and recommend viable programs which the Board
believes to be beneficial to older persons in the
community.
The Advisory Board members will be appointed to a one 1) year
term of office, renewable at the pleasure of the Council.
Lenelle Reade, La Quinta's Program Director at the Senior Center,
is asking the Council to appoint the following persons:
Robert Baier
Mark Moran
Marijane Moore
Les Myers
Betty Zelles
RECOMMENDATION
It is respectfully recommended that the City Council appoint the
five persons listed above to serve as the first Advisory Board of
the La Quinta Senior Center, to a term of office of one year,
beginning immediately.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, ACCEPTING GIFT OF COURTESY
TO THE PILOT PEN CLASSIC TENNIS TOURNAMENT.
WHEREAS, on February 11, 1986, the La Quinta Hotel generously
donated to the City a total of twenty-eight 28) courtesy guest
tickets for the 1986 Pilot Pen Tennis Tournament to be held
February 24 March 2, 1986; and
WHEREAS, said gift was donated to the City and its personnel a
was not given to or limited to the use of any particular employee or
official; and
WHEREAS, it is in the best interest of the City to accept
said donation and to direct the City Manager to control distribu-
tion of said tournament guest badges.
NOW, THEREFORE, the City Council of the City of La Quinta
does hereby resolve as follows:
1. The City of La Quinta hereby accepts said donation of
twenty-eight 28) guest tickets for the 1986 Pilot Pen
Tennis Tournament.
2. The City Manager is hereby directed to control distri-
bution of said guest tickets on a first-come, first-
serve basis.
PASSED and ADOPTED this 18th day of February, 1986.
